The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Dana T. Armstrong at 7:30 P.M.
on November 15th, 1965.

The ~tinutes of the Recessed Meeting of the City Council held November 3rd, 1965
were presented to each Councilman for his approval. Motion duly made by
Councilman Walls these minutes stand approved as submitted, seconded by
Councilman Bebbington and by vote CARRIED. The roll call vote of those
present was unanimous.

OFFICERS REPORTS
The Police Report for the Month of October, 1965, was read.
The Police Department Yearly report (November 1st, 1964 to October 31st, 1965) was read.
Certification of Postings dated November 2nd, November 3rd and November 4th, 1965
were read.
Clerk's Cash Statement for the month of October, 1965, was read.
The Budget Report for the month of October, 1965, was read.
Mayor Armstrong expressed his appreciation to the City Clerk and her staff and all
Department Heads for the above reports.

COHHUNICATIONS
. A letter was read from Marie S. Goodrich, dated November 5th, 1965,
requesting not to be re-appointed to the Library Board.
A letter was read from Rose C. Angers, dated November 4th, 1965,
requesting not to be re-appointed to the Library Board.
A letter was read from Rose C. Angers, Secretary of the Library Board,
dated IJovernber 8th, 1965, recommending that Hrs. Thelma Putnal be
paid for her services at the Library, Friday, November 5th, 1965, from
the Library Budget, as the Librarian, }1rs. Ruthe Driskel was at a Library
Regional Conference at Cocoa Beach.
A letter was read from Rose C. Angers, Secretary of the Library Board,
dated November 8th, 1965, recommending that the ten dollars ($10.00)
per month for cleaning the Edgewater Public Library, should be taken
from the City Funds, as there is no provision in the Edgewater Public
Library Budget to cover this expense.
A letter was read from LaVerne W. Johnson, Patrolman for the City of
Edgewater, dated November 2nd, 1965, submitting his resignation effective
November 20th, 1965 as he is moving up North. He thanked the CounciL'for
giving him the chance and opportunity of working for the City of Edgewater
and with Chief ~'litmeyer of the Police Department.
Hayor Armstrong expressed his appreciation to Hrs. Goodrich and 11rs. Angers
for their past services on the Edgewater Library Board. He expressed his
regrets that they find it necessary to leav@ the Board at this time.
Motion duly made by Councilman Walls we pay Hrs. Thelma Putnel for her
services at the Edgewater Library on November 5th, 1965, from the Library
Funds, seconded by Councilman Bebbington and by vote CARRIED. The roll
call vote of those present was unanimous.
The Council and Mayor could not come to an agreement as to what Department
of the City should pay for the $10 per month for cleaning the Library.
They agreed, no matter who does pay for it, it will be paid.
Motion duly made by Councilman Bebbington we accept the resignation of
LaVerne Johnson, Patrolman fDr the City of Edgewater, Florida, with regrets
and wish him luck on his job up North, seconded by Councilman Lodico.

Councilman vlalls made a motion to accept the ordinance terminating the services
of LaVerne Johnson but withdrew his motion. Councilman Bebbington seconded toe
motion terminating the services of LaVerne Johnson hut withdrew his second.
Motion duly made by Councilman Halls we table the above ordinance until next
meeting, seconded by Councilman Bebbington.
The Mayor said there will be two more ordinances at the next meeting.

Motion duly made by Councilman Walls the City Clerk be authorized and directed
to advertise for bids on City Insurance, seconded by Councilman Lodico and by vote
CARRIED. The roll call vote of those present was unanimous.
Motion duly made by Councilman Walls all bids be turned in at the City Hall
no later than 4:00 P.M. on December 3rd, 1965, seconded by Councilman Bebbington
and by vote CARRIED. The roll call vote of those present was unanimous.
The Council agreed to post on the Bulletin Board as the form of advertising
for the Insurance Bids. I t. woUld. De in the form of a Public Announcement.
Specifications will be available at the City Hall tomorrow for all those who want
to bid.

; MISCELLANEOUS
Mayor Armstrong said at the last meeting he had with the City Commissioners
of New Sl'I\Yrna Beach, they indicated they were going to make every effort to
meet the requirements set down. They are nOi'l making inventory. We have already
made inventory. We hope to make the change to Florida Power & Light with the
minimum of inconvenience to anyone. Three members of the Council attended the
meeting with me and the City Commissioners in New Smyrna showed us the greatest
of respect.
Mr. Richard Hanson, Fire Chief, suggested a change be made on the escorting
of funerals through the City. He said this causes traffic jams and many times
fire engines and ambulances can't get. through. He said other cities don't do
it and couldn't see why Edgewater should either.
Mayor Armstrong said he would have to look into the Florida Statutes on this
matter and see what the reqUirements are.
Mr. David L. Wiggins, Sr., asked if there was a Progress Report available on the
Water Extension Project.
Mayor Armstrong said this report was read at the Recessed Meeting of the City Council
a couple of weeks ago but he didn't have it with him tonight. It is at the City
Hall if anyone wants to see it. He did say the expiration date on the "Tater
Extension is December 15th, 1965.
Councilman Bebbington said the foundation for the new Water Tank is in and they
are ready to start the steel work.
After a question from the audience as to when the Florida Shores people can figure
on getting water, Mayor Armstrong said after all the lines are installed,
sterilized and approved by the Board of Health, water will be available.
Hayor Armstrong said in reference to the yearly report from the Police Department
that the Edgewater Police Department is not operated as a revenue department.
He said it is true that the fines and forfeitures taken in by the Police Department
is only 1/10 of the cost of the operation of the Police Department. We operate
around the clock. vie also answer Fire Calls around the clock. He asked everyone
to drive carefully and be a good example and maybe we can cut down on the traffic
accidents.
Mr. Joseph Blauvelt said the people of the City should be a good example and also
a crack drn'ln should be made on the trucks that fly through the City at a great
rate of speed.
I{r. John Grafton, President of the EdgewatAr Chamber of Commerce, commended the
Council on their attitude about the Police Department not being a revenue department.
The letters of complaint that the Chamber of Commerce once received have dropped
considerably.
There oeing no further business, motion duly made by Councilman Walls we now
adjourn, seconded by Counc:iJ:mflp,Bebbington and there were no objections.
