" U The Regular Meeting of the City Council of the City of Edgewater, Florida was called to order by Mayor William H. Cairnie at 7:30 P.M. on October 16th, 1967. ROLL CALL Mayor William H. Witmeyer APPROVAL OF MINUTES Present Present Present Present Present Present Present Present Present The Minutes of the Regular Meeting of the City Council held October 2nd, 1967 and the Minutes of the Special Meeting of the City Council held October 4th, 1967 were presented to each Councilman for his approval. Motion was duly made by Councilman Walls that these Minutes stand approved as submitted, seconded by Councilman Bebbington and by vote CARRIED. Mayor Cairnie abstained on each roll call vote due to absence. All Councilmen voted Yea. The roll call vote was unanimous. OFFICERS REPORTS Certification of Posting dated October 3rd, 1967 was read. Certification of Posting dated October 5th, 1967 was read. Police Report for September, 1967 was read. Library Report for September, 1967 was read. Clerk's Cash Statement for September, 1967 was read. Budget Report for September, 1967 was read. Mr. LaBonde, Sanitation Officer, reported that 119 notices had been sent on lot cleaning and 103 lots had been cleared. COMMUNICATIONS I A letter from the Special Safety Committee of the Florida Section of the American Water Works Association was read stating that our Water Department has been selected to receive an Award of Merit for having no lost-time accidents for the year 1966, and that the 18th Annual Conference Awards Luncheon would be held on October 31, 1967 in the Silver Chimes Room of the Carillon Hotel in Miami Beach where the awards will be presented. Motion was duly made by Councilman Bebbington that Paul Ream be allowed to go down and receive the award in person, seconded by Councilman Walls and passed by vote of the City Council. This motion was amended by Councilman Bebbington to include all expenses paid, seconded by Councilman Walls and by vote CARRIED. The roll call vote was unanimous on both motions. A petition from residents on Hill Street in Edgewater Heights was read asking for the paving of Hill Street and Eaton Road. Councilman Lodico stated that Hill Street will have to go on next years paving program, ~ut that Eaton Road is on the present paving schedule. Mayor Cairnie stated that the petition for Hill Street would be tabled until the new Council is elected and that a public hearing would have to be held in order to add Hill Street to the new paving program. Mr. Severance asked if a load of fill dirt could be delivered to Hill Street to fill up some of the bad holes. Councilman Lodico assured him that the Street Department would take care of it within a week. Page 2 I I J ~ o o Q o ORDINANCES ORDINANCE NO. 576 SETTING A TENTATIVE BUDGET AND APPROPRIATiNG REVENUES TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA FOR THE FISCAL YEAR BEGINNING NOVEMBER 1, 1967 AND ENDING OCTOBER 31, 1968 to THE VARIOUS ITEMS OF THE CITY BUDGET. The above Ordinance was read in full by City Attorney Charles A. Hall for the second reading. Motion was duly made by Councilman Bebbington this Ordinance be adopted, seconded by Councilman Walls and passed by vote of the .'city Council of the City of Edgewater, Florida at the regular meeting of said Council held October 16, 1967. The roll call vote was unanimous. ORDINANCE NO. 578 AMENDING SECTION 2 OF ORDINANCE NO. 518, THE SAME BEING AN ORDINANCE APPROPRIATING REVENUES TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA FOR THE FISCAL YEAR BEGINNING NOVEMBER 1, 1966 AND ENDING OCTOBER 31, 1967, TO THE VARIOUS ITEMS OF THE CITY BUDGET. The above Ordinance was read in full by City Attorney Hall and upon motion duly made by Councilman Walls this Ordinance be adopted, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said Council held October 16th, 1967. The roll call vote was unanimous. I Upon motion duly made by Counci.1man Walls, seconded by Councilman Bebbington, the requirement of reading Ordinance upon second reading was waived and the Ordinance ordered put into effect immediately at the regular meeting of the City Council held October 16th, 1967. The roll call vote was unanimous. ORDINANCE NO. 579 APPROPRIATING REVENUE TO BE COLLECTED FOR THE WATERWORKS AND SEWER SYSTEM OF THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA FOR THE FISCAL YEAR BEGINNING NOVEMBER 1, 1967 AND ENDING OCTOBER 31, 1968 TO THE VARIOUS ITEMS OF THE CITY BUDGET. The above Ordinance was read in full by City Attorney Hall and upon motion duly made by Councilman Bebbington this Ordinance be adopted, seconded by Councilman Walls and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said Council held October 16th, 1967. The roll call vote was unanimous. Mr. Armstrong asked if Bri1ey,Wi1d & Associates had approved this ~udget. Councilman Bebbington informed the audience that they had drafted this budget. Upon motion duly made by Councilman Walls, seconded by Councilman Bebbington, the requirement of reading Ordinance upon second reading was waived and the Ordinance ordered put into effect immediately at the regular meeting of the City Council held Octoberl16th, 1967. The roll call vote was unanimous. RESOLUTIONS RESOLUTION NO. 198 APPOINTING AN ELECTION, CLERK, INSPECTORS AND A SPECIAL OFFICER FOR THE PRIMARY ELECTION TO BE HELD IN THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA ON OCTOBER 24th, 1967. The above Resolution was read in full by City Attorney Hall and upon motion duly made by Councilman Walls, seconded by Councilman Bebbington, this Resolution be adopted and was passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said Council held Octoberi16th, 1967. The roll call vote was unanimous. Page 3 '0 u u o OLD BUSINESS Mr. A1gers asked if the study had been made about getting a street light at 20th St. and Pine Tree Drive in Florida Shores and if any action had been taken. Councilman Lodico stated that the light had been ordered, but that Florida Power and Light Company had to go through channels and it would take some time. Mr. Dimm asked the total cost of the Library. Councilman Walls answered him that the complete total cost of the Library, including rental and d~mo1ition of the old building was $32,648,32. There was a $10,000 gift from Florida Power and Light Company wnich was used on the Library, a Federal Grant in the amount of $12,650.00 and a donation of $580.00 from one of your councilmen which left a total cost to the City~of 49,418.32. Mayor Cairnie brought up the suggestion of also posting City notices on the Library bulletin board since the Community Center was locked during the day. Motion was duly made by Councilman Walls that the City Clerk post on the Library Bulletin Board in addition to the bulletin boards in City Hall and in the Community Center, seconded by Councilman Lodico and passed by the unanimous approval of the City Council. NEW BUSINESS Motion was duly maee by Councilman Walls that the City Clerk advertise for Insurance bids, specifications to be ready October 18, 1967 and the bids to be returned to City Hall by 4:00 P.M. on December 4th, 1967, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida. The roll call vote was unanimous. MISCELLANEOUS Mayor Cairnie announced that the Chamber of Commerce would hold their annual Candidate night in the Community Center on October 19th, 1967 and urged everyone to attend to hear the candidates present themselves for office. He also stated that everyone should vote in the Primary Election, not just those people in zones 3 and 4. Councilman Lodico thanked everyone for being so nice to him since his wife had been taken ill. He commended Mr. Sh~ppee and his crew from the Street Department for the fine job in clearing the weeds from the Stop signs in Florida Shores. He stated that all the stop sighs in Florida Shores were now exposed. Councilman Bebbington announced that the 20th Street crossing over the Florida East Coast Railway tracks was closed permanently and he wanted to be sure the public was aware of it. He also stated that the water tank in Florida Shores was being repainted and having a general face lifting before the guarantee had expired. Page 4 , , . '6 o (.) (.) Councilman Walls explained that the 20th Street Crossing was closed per an agreement with the railroad. He also announced that the Florida East Coast Railroad had installed new traffic signals at the Ocean Avenue crossing and suggested that if the City had to pay for the signals; we should request that they clear their right of way before payment is made. There being no further business, motion to adjourn was made by Councilman Mosher, secDRded by Councilman Lodico and there were no objections Minutes taken by Patricia Spencer.
