The Recessed Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie at 7:30
P.M. on September 6th, 1967. The meeting was recessed from
September 4th, 1967.

Present
Minutes of the Regular Meeting held August 21, Minutes of the
'Special Meeting held August 30, and Minutes of the Regular
Meeting held September 4, of the City Council of the City of
the City of Edgewater, Florida were presented to each Councilman
for his approval. Motion was duly made by Councilman Walls
that these Minutes stand approved as submitted, seconded by
Councilman Bebbington and by vote CARRIED. The roll call vote
for the Regular Meeting of August 21 and the Special Meeting of
August 30 was unanimous. On roll call vote on the Minutes of
the Regular Meeting of September 4th, Mayor Cairnie voted yea
while each Councilman abstained.

Motion was duly made by Councilman Walls these bills be paid and
be made a part of the minutes, seconded by Councilman Bebbington
and by vote CARRIED. The roll call vote was unanimous.
OFFICERS REPORTS
A Certification of Posting dated August 22nd was read.
A Certification of Posting dated August 31st Was read.
Police Report for August was read.
Following the reading of the Police Report, Sergeant McKinnon
of the Florida Highway Patrol presented a Certificate of Honor
from the Florida State Department of Public Safety on behalf of
Colonel Kirkland to Mayor Cairnie for no recorded traffic fatalities
in the City of Edgewater during the entire year of 1966. He
stated that it was very seldom that this Certificate of Honor could
be presented to any M~yor.
COMMUNICATIONS
A letter was read from Mr. T. Russell requesting a permit to fill
and square off property as submitted on an enclosed map.
Motion was duly made by Councilman Walls that the request be accepted
and the letter tabled until the Council has an opportunity to view
the property, seconded by Councilman Bebbington; and by vote CARRIED.
The roll call vote was unanimous.

A petition from residents on South Ridgewood Avenue was read
concerning junk cars and a howling dog on the H. A. Green property.
Mayor Cairnie stated that the complaint had been turned over to
the Sanitation Officer and the Chief of Police respectively.
Mr. LaBonde, Sanitation Officer, explained that Mr. Montesano,
who is in the auto repair business there, had removed all the
junk cars with the exception of two he had repaired and was only
waiting for the owners to pick up.
Police Chief Herman Witmeyer stated that he had Officers checking
periodically on the howling dog and as far as they could tell,
the dog had been taken away also; but that they would continue to
check on it.
Mayor Cairnie stated that he would look at it tomorrow.
A letter was read from the City Planning Board listing three
recommendations for a solution on Ocean Avenue in relation to
the safety of school children.
After some discussion of the recommendations, motion was duly
made by Councilman Walls that the Council take immediate action
to expedite their completion. seconded by Councilman Bebbington
and by vote CARRIED. The roll call vote was unanimous.
Motion was duly made by Councilman Mosher that the City erect a
STOP sign on both sides of the Railroad Tracks on Ocean Ave,
seconded by Councilman Walls and by vote CARRIED. The roll call
vote was unanimous.
Mr. Ellis Shaffer, President of the Edgewater PTA, stated that
the PTA will attempt to put a school patrol member at the tracks.
A letter was read from Briley, Wild & Associates proposing that
the City accept the bid of Sanitary Engineering Company in the
amount of $56,613.00 for extension of the Sewer System.
ORDINANCES
ORDINANCE NO. 570 REPEALING ORDINANCE NO. 561 AND PROMULGATING THE
POLICY OF THE CITY OF EDGEW~TER AS TO TIME ALLOWED FOR SICK LEAVE
TO FULL TIME EMPLOYEES OF THE CITY OF EDGEWATER, FLORIDA.
The above Ordinance was read in full by City Attorney Hall and upon
motion duly made by Councilman Walls this Ordinance be adopted,
seconded by Councilman Bebbington and passed by vote of the City
Council of the City of Edgewater, Florida at the recessed meeting
of said Council held September 6th, 1967. The roll call vote was
unanimous.
Upon motion duly made by Councilman Walls, seconded by Councilman
Bebbington, the requirement of reading Ordinance upon second reading
was waived and the Ordinance was ordered put into effect immediately
at the regular meeting of the City Council held September 6th, 1967.
The roll call vote was unanimous.

ORDINANCE NO. 571 ACCEPTING THE BID OF SANITARY ENGINEERING
COMPANY OF ORMOND BEACH, FLORIDA TO EXTEND SEWAGE LINES PURSUANT
TO THE 1967 SEWER EXTENSION PROGRAM OF THE CITY OF EDGEWATER,
FLORIDA.
The above Ordinance was read in full by City Attorney Hall and
motion duly made by Councilman Bebbington this Ordinance be
adopted. Councilman Walls seconded the motion.
Mr. Tom Groover, City Engineer, presented a bid tabulation sheet
to each Councilman showing the break down of each bid.
After studying the sheet and considerable discussion, the Ordinance
was passed by vote of the City Council of the City of Edgewater,
Florida at the ne.c~$e~r meeting of said Council held September 6th,
1967. The roll call vote was unanimous.
Upon motion duly made by Councilman Walls, the requirement of reading
Ordinance upon second reading was waived and the Ordinance was
ordered put into effect immediately at the recessed meeting of the
City Council held September 6th, 1967. The roll call vote was unanimous.
Since the Sewer Extension Contract was not ready, motion was duly
made by Councilman Lodico that the Mayor be authorized to sign this
contract upon its being ready and approved by the City Attorney,
seconded by Councilman Walls and by vote CARRIED. The roll call
vote was unanimous.
ORDINANCE NO. 572 TERMINATING THE SERVICES OF WILLIAM EVANS AS
PATROLMAN FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA.
The above Ordinance was read in full by City Attorney Hall and upon
motion duly made by Councilman Bebbington this Ordinance be adopted,
seconded by Councilman Walls and passed by vote of the City Council
of the City of Edgewater, Florida at the recessed meeting of said
Council held September 6th, 1967. Councilman Mosher voted nay on
the roll call vote while all other Council members voted yea.
Upon motion duly made by Councilman Walls, seconded by Councilman
Bebbington, the requirement of reading Ordinance upon second reading
was waived and the Ordinance ordered put into effect immediately at
the recessed meeting of the City Council held September 6th, 1967.
On roll call vote, Councilman Mosher voted nay, while all other
Council members voted yea.
Mayor Cairnie explained to those present that this termination was
the result of several complaints; not just one.

NEW BUSINESS
A PROCLAMATION PROVIDING FOR THE CALLING AND HOLDING OF A GENERAL
CITY ELECTION AND A PRIMARY ELECTION, IF NECESSARY, IN THE CITY
OF EDGEWATER, VOLUSIA COUNTY, FLORIDA FOR THE PURPOSE OF ELECTING
A MAYOR AND FOUR COUNCILMEN.
The above Proclamation was read in full by City Attorney Hall and
upon motion duly made by Councilman Walls this Proclamation be
adopted, seconded by Councilman Bebbington and passed by vote of
the City Council of the City of Edgewater, Florida at the recessed
meeting of said Council held September 6th, 1967. The roll call
vote was unanimous.
MISCELLANEOUS
Nora Gillespie asked when the opening ceremonies of the new Library
were to be held.
Councilman Walls explained that the Library Board was meeting on the
13th of September and the date would be announced at the next City
Council meeting on the 18th.
Councilman Lodico expressed appreciatdon and thanks to Mr. Shippee
and the men in the Street Department for a job well done on the new
bridge at Palmetto Street.
He stated that the City had received appreciation from several of
our residents for the work being done to clean up the City.
There being no further business, motion was duly made by Councilman
Walls that we adjourn. Councilman Bebbington seconded the motion.
