Page 1 of 5 Pages ~ o o ~ u APPROVAL OF MINUTES The Minutes of the Regular Meeting of the City Council held July 3rd, 1967 were presented to each councilman for his approval. Motion was duly made by Councilman Walls that these minutes stand approved as submitted, seconded by Councilman Bebbington and by vote CARRIED. The roll call vote was unanimous. ORDINANCES ORDINANCE NO. 561 PROMULGATING THE POLICY OF THE CITY COUNCIL AS TO TIME ALLOWED FOR SICK LEAVE TO EMPLOYES OF THE CITY OF EDGEWATER, FLORIDA EMPLOYED ON A MONTHLY BASIS. The above Ordinance was read in full by City Attorney Hall and upon motion duly made by Councilman Walls this Ordinance be adopted, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said Council held July 17th, 1967. The roll call vote was unanimous. Upon motion duly made by Councilman Bebbington, seconded by Council- man Walls, the requirement of reading ordinance upon second reading was waived and the ordinance ordered put into effect immediately at the regular meeting of the City Council held July 17th, 1967. The roll call vote was unanimous. Mrs.Mt11er raised the question of sick leave for hourly employes as well as monthly. Mayor Cairnie suggested this ordinance be passed now and then one could be drawn up for hourly employes. ORDINANCE NO. 562 AMENDING SECTION 7 (1) OF ZONING ORDINANCE NO. 219, AS AMENDED BY SECTION 1 OF ORDINANCE NO. 307, AS AMENDED BY ORDINANCE NO. 558, SECTION 1, BY PROVIDING AN EXEMPTION FROM THE TERMS THEREOF FOR WHAT IS COMMONLY KNOWN AS CAMPERS OR CAMPING TRAILERS. The above Ordinance was read in full by City Attorney Hall and upon motion duly made by Councilman Walls this Ordinance be adopted, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said Council held July 17th, 1967. Page 2 of 5 Pages ~ o ~ H U ORDINANCE NO. 563 CREATING A CITY PLANNING BOARD; SETTING FORTH ITS MEMBERSHIP, METHOD OF APPOINTING MEMBERS, TERMS OF MEMBERS AND METHOD AND MANNER OF FILLING VACANCIES AND SETTING FORTH THE FUNCTIONS AND DUTIES AND THE POWERS OF SAID CITY PLANNING BOARD. The above Ordinance was read in full by City Attorney Hall and upon motion duly made by Councilman Walls this Ordinance be adopted, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said Council held July 17th, 1967. ORDINANCE NO. 564 REQUIRING A 12 INCH DIAMETER PIPE FOR ALL CULVERTS UNDER DRIVEWAYS THAT CROSS DRAINAGE DITCHES; AND PROVIDING THAT THE INSTALLATION OF ALL SUCH CULVERTS SHALL BE DONE UNDER THE SUPERVISION OF THE CITY BUILDING INSPECTOR; AND PROVIDING A PENALTY FOR ANY VIO- LATIONS THEREOF. The roll call vote was unanimous. Mr. Robert Fisher of Flagler Avenue asked if these culverts are to be installed at the owners expense. Mayor Cairnie replied that it was. Mr. Fisher then asked who is to maintain the ditches to and from the culverts. Mr. LaBonde stated the ditch on Flagler Avenue should be enlarged. Councilman Walls answered Mr. Fisher stating that the City is to maintain the ditches. Mr. Bebbington then explained the reason for the 12 inch culvert stating that new home owners in the past have just been putting in shell or tile and when the first good storm comes, the ditches are backed up and then a big pool exists. The City is requiring the 12 inch culvert in order to keep the ditches cleared and more easily maintained. He then informed the people that they could purchase the culvert from the City and we will install it for them at no profit, as we get the culvert from the County. ORDINANCE NO. 565 INCREASING THE MONTHLY PAY OF PATROLMEN CLAYTON E. DEHLMAN AND MICHAEL R. McCUMBER. ORDINANCE NO. 666 PROHIBITING THE CONSUMPTION OF ALCOHOLIC OR INTOX- ICATING BEVERAGES IN OR UPON A LICENSEE'S PLACE OF BUSINESS AFTER 2 A.M.; AND PROVIDING PENALTIES FOR VIOLATION THEREOF. The roll call vote was unanimous. RESOLUTIONS RESOLUTION NO. 188 APPOINTING JOHN BROOKS TO THE BOARD OF GOVERNORS OF THE COMMUNITY CENTER. The above Resolution was read in full by City Attorney Hall and motion duly made by Councilman Bebbington this Resolution be adopted, seconded by Councilman Walls and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of said Council held July 17th, 1967. The roll call vote was unanimous. Councilman Mosher explained that this appointment was necessary to add another member to the Board of Governors to represent the Recreation area and the Shuffleboard Club. OLD BUSINESS Mayor Cairnie stated the City Clerk had received word today that Mr. Alexander has notified Hansen & McAllister to mow the lots in Silver Ridge and they will move the trailer either Tuesday or Wednesday of this week. They are waiting to get a piece of equipment to move it. NEW BUSINESS A PROCLAMATION PROVIDING FOR THE CALLING AND HOLDING OF A SPECIAL REFERENDUM ELECTION IN THE CITY OF EDGEWATER, VOCUSIA COUNTY, FLORIDA FOR THE PURPOSE OF APPROVING OR DISAPPROVING CHANGES AND ADDITIONS TO THE CHARTER OF THE CITY OF EDGEWATER, FLORIDA. The roll call vote was unanimous. MISCELLANEOUS Mr. Robert Fisher, a resident of Flagler Avenue, came before the Council with a descriptive drawing of that and adjoining streets. He wished to point out to the Council that Flagler Avenue and 12th Street into Florida Shores only has one speed sign of 25 M.P.H. Since the children have no sidewalks to play on~ they are using the street. He expressed concern for their safety in regards to the speeding of automobiles and motorcycles on these streets, especially during school days when the children have to walk on the streets to school. He went on to say that during that time, mothers were the worst offenders. Mr. Fisher asked if there couldn't be one or two more speed signs placed along Flagler Avenue and possible a "S10w-Children P1aying" sign. Mayor Cairnie expressed appreciation for Mr. Fishers concern and time and asked that he leave his drawing, saying the Council would study the matter and see that the proper signs were erected. Councilman Walls explained that the paving of 12th Street into Florida Shores was in the near future and the County is considering the paving of Mango Tree Drive to Park Avenue which will eliminate some of the traffic through Edgewater Acres. Nora Gillespie requested that a "S10w-Children P1aying" sign be erected on Monroe Drive. Mayor Cairnie said the Council will take her request into consideration. Councilman Bebbington stated that Councilman Lodico is on vacation and he would like to inform the public in regards to the closed bridge on Palmetto Street. He stated that Mr. Lodico has received two bids on the lumber to rebuild the bridge and is awaiting the third bid, which should be here by his return; and a decision will be made. Councilman Bebbington suggested that a weight capacity be placed on the bridge when it is rebuilt, permitting only light traffic. He stated that the bridge will be finished before school starts. There being no further business, Councilman Walls made a motion that we adjourn. Councilman Bebbington seconded the motion. Minutes taken by Patricia Spencer. Time 8:25 P.M.
