REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER,
FLORIDA HELD APRIL 3rd, 1967
The Regular Meeting of the City Council of the City of
Edgewater, Florida was called to order by Vice Mayor
Jacob Lodico at 7:30 P. M. on April 3rd, 1967.

The Minutes of the Regular Meeting of the City Council held
March 30th, 1967, and the Minutes of the Special Meeting of the
City Council held March 23rd, 1967, were presented to each
councilman for his approval. Motion duly made by Councilman
Walls that these minutes stand approved as submitted, seconded
by C6yhci1man Bebbington and by vote CARRIED. The roll call
vote was unanimous.

COMMUNICATIONS
A letter was read from Mrs. W. H. 01ton commending Chief
Witmeyer and the Police Department for thetr response to
her call and service performed while she was away. Also
hoping the street light about her home would be made brighter.
Mice Mayor Lodico stated the new lights with more brightness
will be in service soon and new lights are planned to be in-
stalled in area behind Fat BoyAs Restaurant.
A letter of resignation was read from Police Officer John
N. Rich, effective as of March 31, 1967.
A letter of resignation was read from Marie Robinson, Deputy
City Clerk, effective as of April 3rd, 1967.

ORDINANCE NO. 535 TO ACCEPT THE RESIGNATION OF POLICE OFFICER
JOHN N. RICH,ijIS SERVICES BEING TERMINATED AS OF APRIL 1, 1967,
WITH THE CITY OF EDGEWATER, FLORIDA.
The above ordinance was read in full by City Attorney~Ha11 and
motion duly made by Councilman Walls this ordinance by adopted,
seconded by Councilman Bebbington and passed by vote of the
City Council of the City of Edgewater, Florida at the regular

HER SERVICES AS SAID DEPUTY CLERK AS OF APRIL 3rd, 1967.

motion duly made by Councilman Bebbington this ordinance be adopted,
seconded by Councilman Walls and passed by vote of the City Council
of the City of Edgewater, Florida, at the regular meeting of the

ORDINANCE NO. 537 HIRING AND EMPLOYING PATRICIA ANN SPENCER AS
A CLERK FOR THE CITY OF EDGEWATER, VOUUSIA COUNTY, FLORIDA.
The above Ordinance was read in full by City Attorney Hall and
motion duly made by Councilman Walls this Ordinance be adopted,
seconded by Councilman Bebbington, and passed by vote of the
City Council of the City of Edgewater, Florida, at the regular
meeting of said Council held April 3rd, 1967. The roll call
vote was unanimous.

RESOLUTIONS
RESOLUTION NO. 175 APPOINTING AND DESIGNATING JACOB LODICO AS
SUPERVISOR OF THE STREET DEPARTMENT OF THE CITY OF EDGEWATER.
The above resolution was read in full by City Attorney Hall and
motion duly made by Councilman Bebbington this Resolution be
adopted, seconded by Councilman Walls and passed by vote of the
City Council of the City of Edgewater, Florida, at the regular
meeting of the said Council held April 3rd, 1967. The roll call
vote was unanimous.
OLD BUSINESS
ORDINANCE NO. 538 REQUIRING CONNECTION WITH THE MUNICIPAL SEWER
SYSTEM; PROMULGATING DEFINITIONS AND CLASSIFICATIONS; PROMULGATING
RATES TO BE CHARGED THEREFOR; OUTLINING MEANS OF ENFORCING PAYMENT
FOR SEWER SERVICE; PROMULGATING REQUIREMENTS FOR CONNECTION TO
THE MUNICIPAL SEWER SYSTEM, SETTING FORTH MAINTENANCE REQUIREMENTS;
PROHIBITING FREE SEWER SERVICE; AND PROMULGATING PENALTIES FOR
VIOLATIONS THEREOF.
The above Ordinance was read in full by City Attorney Hall and
motion duly made by Councilman Bebbington this Ordinance be
adopted, seconded by Councilman Walls. Questions from the floor
were then called for.
Mr. Armstrong asked if it wouldn*t be a detriment to the City of
Edgewater to charge for the 8 inch pipe whether used or not.
Mr. Groover answered that 8 inch pipe is specified by the State
Board of Health and if any pd~~~above that size is used, the City
of Edgewater stands the excess cost. This is a service pipe and
not the main sewer line.
Mrs. Hazel Ledbetter asked why the Trailer Parks had to pay the
sewer bill if space occupants were not occupying the year round.
Vice Mayor Lodico answered that they have a reduced charge of
$1.20 compared to homeowners of $3.50.
Mr. Grant Hoover raised the question of these people paying on
unoccupied spaces because they have "investment property".
Vice Mayor Lodico respond~d~ag~in with the fact they already
have reduced rates.

This Ordinance was then passed by vote of the City Council of
the City of Edgewater, Florida. at the regular meeting of said
Council held April 3rd, 1967. The roll call vote was unanimous.
Upon motion duly made by Councilman Walis, seconded by Councilman
Bebbington the requirement of the reading of said Ordinance upon
second reading was waived and the Ordinance was ordered put into
effect immediately at the regular meeting of the City Council held
April 3rd, 1967. The roll call vote was unanimous.
PUBLIC HEARING ON PROPOSED WATER ORDINANCE.
City Attorney Hall read the complete Ordinance.
Mr. Tom Groover, City Engineer, said the Ordinance is the same as
the one passed four years ago with one change. This change is on
commercial buildings. He said there have been some misunderstandings
and misbi11ings so we are trying to clarify the ordinance.
On questions from the floor, Mr. Palmateer asked about the charge
of $7.00 on water being reconnected.
Mr. Groover stated that the new rates areffor new customers, and
it went up a little.
Mr. Hoover asked why the City didn't pay 6 per cent interest on
deposits.
Mr. Groover stated that the State of Florida doesn't require it,
and most of the cities of Florida did not pay interest.
Councilman Bebbington made the statement that the second reading
be held at the next Council meeting on April 17, 1967.
NEW BUSINESS
The City Clerk read a certification of bids received on a new
garbage truck.

Motion duly made by Councilman Walls we tentatively accept the bid
of the Florida Equipment Co. pending acceptance of specifications.
Councilman Bebbington seconded the motion and by vote CARRIED.
City Clerk read certification of unappropriated funds available for
purchase of a garbage truck.
MISCELLANEOUS
A PROCLAMATION PROCLAIMING NATIONAL LIBRARY WEEK IN EDGEWATER,
FLORIDA DURING THE WEEK OF APRIL 16-22, 1967.
The above Proclamation was read in full by City Attorney Hall and
motion duly made by Councilman Walls this Proclamation be adopted.

Councilman Walls made a motion that the City Clerk place bids for
steel shelving for the Library, to be returned by April 17, 1967.
Councilman Bebbington seconded the motion and was passed by vote
of the City Council of the City of Edgewater, Florida, at the
regular meeting of said Council held April 3rd, 1967. The'roll
call vote was unanimous.
Mr. Ray Shambora asked what progress was being made in getting a
Mayor for the City. I
Vice Mayor Lodico stated that we were having an election on May
16,1967.
In answer to a question asked by Dana Armstrong at a previous
Council meeting whether the City had checked to see if there
would be an increase in the Insurance cost if more people used
the Shuffleboard Courts, Vice Mayor Lodico stated that we are
fully insured with no increase in premium if anything is added.
There being no further business, motion duly made by Councilman
Walls we now adjourn, seconded by Councilman Bebbington; and there
were no objections.
