BudgetReport for December, 1966, was read. The Police Department Report for the month of December, 1966, was read. The Library Report for the month of December, 1966, was read. Certification of Bids dated January 16th, 1967, was read. (Police Car) Certification of Bids dated January 16th, 1967, was read. (Fire Tank) Mayor Tingle thanked the City Clerk for the above reports. COMMUNICATIONS A letter was read from Florida Power & Light Company, dated January 11th, 1967, stating they were pleased to be part of the City's lighting program for Christmas. They contributed $291 for energy, labor, etc. Mayor Tingle expressed his appreciation to Florida Power & Light Company for their assitance. ORDINANCE ORDINANCE NUMBER 526 TERMINATING THE SERVICES OF LEWIS S. HILTON, AS CITY MANAGER OF THE CITY OF EDGEWATER, FLORIDA. The above Ordinance was read in full by City Attorney Hall and motion duly made by Councilman Walls this ordinance be adopted, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida at the regular meeting of the said Council held January 16th, 1967. Discussion as follows: A question was asked from the audience as to why Mr. Hilton was dismissed from office. Councilman Walls: I would like to take this time to give a rebuttal to the charges of our supposed City Manager. First, the normal working habits of Mr. Hilton is to take ndes of the things the council requested and failed to follow instructions to our satisfaction. However, lets get to some facts. He recommended increasedrpay for city employees. However, he did not 90 any research in the matter or he wwld have discovered that we had just raised the pay of the city employees on August 5th, 1966 for the second time since this council had been in office. He did mention an employees insurance and retirement plan. He was informed that the council had been briefed by an insurance company on this matter, and the city employees in fact did have such a plan on a volunteer basis and that the city could not at that time see its way clear to undertake an all employee and city shared system. Mr. Hilton stated he recommended toilets for the City Park and additional shuffleboard courts. This was not a recommendation by our City Manager but a request from the Shuffleboard Club on November 7t~lJ966. However the City Manager was given the project of getting an estimate of the cost of the improvements. He came up with some cost figures and was requested to investigate further. No further reports were made to the Council. Last but not least, Mr. Hilton has charged that I requested h4s dismissal on the grounds that he could not give me instant data on the construction of some roads. Page 2 of 6 pages \ n u o o ~ u Approximately November 15th, the council had a special meeting to discuss the selection of roads to be paved. Mr. Hilton was given a map with these streets outlined. At the same time he was instructed to give full time and effort to getting Old County Road ready and to determine from that work just what we would require to construct the roadbeds for the new paving project in the way of men, equipment and money. When asked last Tuesday night for some of this data, All I got was a blank answer. And, to top the whole thing off, Mr. Hilton had lost the map outlining the streets to be paved. Councilman Bebbington: We have been accused of blocking Mr. Hilton from having access to the City files and vault. The City Charter stipulates that the City Clerk and Deputy Clerk are the only ones to have access to the vault. In October we had to work on the City Insurance. Mr. Hilton obtained insurance papers from the City Clerk and several days later when we had to cherk the policies we found that he had it at home. About a week later he asked that he take out records of the City so that his wife could work on them at home. We denied him the right to take them out of the office. Anyone can come in and look at the records but they can not take them out of the office. The Mayor and Councilmen have no access to the vault or the files. I have been accused of wanting full control of the Water Department. I have not been at the Water Plant for some time and the only thing I have stayed with is the 1966 Water Extension Program which I promised to check until completion. Mr. Hilton had full control of the Water Department. Councilman Cairnie: I was against a City Manager from the beginning. I believe Mr. Hilton was not qualified to be City Manager. We knew that. We thought he could pick it up. Apparently he hasn't. I still say that this town is not quite ready for a Manager at this time. Councilman Lodico: We have been accused of denying Mr. Hilton access to the vault and files. The City Clerk and Deputy Clerk have access to these files and we do not. If we want something in the files we ask the City Clerk. Mr. Hilton had no right to go into these files. He wanted to take books home and we said no. When we hired him it was on a three month basis. If he didn1t work out we had a right to let him go. Mayor Tingle: I have advocated a City Manager. We can not do without one. When Mr. Hilton was hired I knew we needed a man with experience. He informed us he had no~ experience as City Manager. We promised we would do everything possible to help him with City Business. I have done everything possible to assist him in his office. I don't believe any man could have held the job under this council. Mr. Hilton has been ridiculed. Mr. Hilton was not ready for the job of City Manager. He has an excellent record from past jobs. A job as City Manager takes a little more and your age has something to do with it. After the age of 60 you are too old for this job. A good City Manager will save you lots of money, but it is up to the Council to get a good man. The roll call vote on the above ordinance was unanimous with the exception of Mayor Tingle who abstained. Page 3 of 6 pages u o o J U Upon motion duly made by Councilman Walls, seconded by Councilman Bebbington the requirement of reading Ordinance upon second reading was waived and the Ordinance was ordered put into effect immediately at the regular meeting of the said Council held January 16th, 1967. The roll call vote was unanimous with the exception of Mayor Tingle \'Iho abstained. RESOLUTIONS RESOLUTION NUMBER 158 APPOINTINGi AND AUTHORIZING ADOLPH A. LABONDE, CITY BUILDING AND PLUMBING INSPECTOR, AS REPRESENTATIVE TO THE VOLUSIA COUNTY CENTRALIZED EXAMINING BOARD. The above Resolution was read in full by City Attorney Hall and motion duly made by Councilman Bebbington this resolution be adopted, seconded by Councilman Walls and pa$ed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the City Council held January 16th, 1967. The roll call vote was unanimous. RESOLUTION NUMBER 159 OF INTENT TO HOLD A PUBLIC HEARING ON THE 1967 PAVING PROGRAM FOR THE CIf-Y OF EDGE~ATER, FLORIDA, S~ID PUBLIC HEARING TO BE HELD IN CONJUNCTION WITH A REGULARLY SCHEDULED MEETING OF THE CITY COUNCIL ON THAT DATE. The above Resolution was read in full by City Attorney Hall and motion duly made by Councilman Walls this resolution be adopted, seconded by Councilman Bebbington and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the City Council held January 16th, 1967. The roll call vote was unanimous. RESOLUTION NUMBER 160 OF INTENT TO HOLD A PUBLIC HEARING ON JANUARY 30, 1967 AT THE COMMUNITY CENTER IN THE CITY OF EDGEWATER, FLORIDA AT 7:30 P.M. FOR THE PURPOSE OF GIVING ALL USERS AND OWNERS, TENANTS OR OCCUPANTS, OF PROPERTY SERVED BY THE MUNICIPAL WATER SYSTEM AN OPPORTUNITY TO BE HEARD CONCERNING THE ADOPTION OF A NEW WATER ORDINANCE CHANGING AND PROMULGATING DEFINITIONS AND CLASSIFICATIONS AND CHANGING AND PROMULGATING RATES, FEES AND CHARGES AND OTHER RELATED MATTER. The above Resolution was read in full by City Attorney Hall and motion duly made by Councilman Cairnie this resolution be adopted, seconded by Councilman Lodico and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of the City Council held January 16th, 1967. FOR THE PURPOSE OF GIVING ALL USERS, OWNERS, TENANTS OR OCCUPANTS OF PROPERTY SERVED OR TO BE SERVED BY THE MUNICIPAL SEWER SYSTEM AN OPPORTUNITY TO BE HEARD CONCERNING PROPOSED CHANGES IN RATES, FEES AND CHARGES AND CLASSIFICATION OF SEWER SERVICE AND OTHER RELATED AND INCIDENTAL MATTERS THERETO. Bids on Tank for Truck Charley's Welding Hall Machine Works $1,349.75 1,092.50 Motion duly made by bid of Hall Machine pending approval of Cairnie and by vote Councilman Walls we tentatively accept Works in the amount of $1,092.50 Fire Chief, seconded by Councilman CARRIED. The roll call vote was unanimous. Motion duly made by Councilman Walls the Library Bid be tabled until further study is made by the Council, seconded by Councilman Bebbington and by vote CARRIED. The roll call vote was unanimous. NEW BU$ifNESS Motion duly made by Councilman Walls the City Clerk be authorized to advp.rtise for bids on a mower for the Street Department; bids to be in by 4:00 P.M. on February 6th, 1967, seconded by Councilman Rebbington and by vote CARRIED. The roll call vote was unanimous. A question was asked as to how the City Manager can save the City any money. Mayor Tingle said a City is a business. A Big business. A business is operated by qualified men and a City needs a man qualified for the job. Councilman Walls said we are talking about a budget in the vicinity of 1/4 Million Dollars. The Council has not enough time to give to this. We need a qualified person to run the city. You can not expect to get th~ right man the first time. Mayor Tingle said the City needs a City Manager to put in from eight to ten hours a day. There was a question on the proposed water and sewer ordinance. Mrs. Blanken wanted to know if she could have a copy of the proposed ordinance. The Council told her there would be copies at City Hall. Motion duly made by Councilman Cairnie the City Clerk be authorized to advettise for bids on a chassis for the Water Department Truck; bids to be in by 4:00 P.M. MISCELLANEOUS There seemed to be a difference between Hall Machine Co. and Charley.s Welding on the Fire Truck Tank specifications. The Council said they had tentatively awarded the bid and would give it further study."before the final awarding of bid was made. Mr. Nat Brittingham, President of the Edgewater Chamber of Commerce, said he would like the City Councdl to endorse the activities of the Chamber of Commerce with regards to city improvements. Mayor Tingle asked that a letter be written to the City telling what they should expect and then they will take action on it. Mayor Tingle said Flortda Power & Light has already started on the Stret Lights. They started at the South end of town and are working to the North end of town. A request was made from a resident of Silver Ridge' for some lights down in that area. Mayor Tingle said the next project by Florida Power & Light will be lights on the highway. Mr. George Schwarter requested a white line be drawn on Riverside Drive to make it less dangerous. There being no further business, motion duly made by Councilman Cairnie we now adjourn, seconded by Councilman Walls and there were no objections. Minutes taken by Marie Robinson.
