The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor Earl L. Tingle at 7:30 P.M.
on November 21st, 1966.

The Minutes of the Regular Meeting of the City Council held
November 7th, 1966 were presented to each Councilman for his
approval. Motion duly made by Councilman Walls these minutes
stand approved as submitted, seconded by Councilman Cairnie and
by vote CARRIED. The roll call vote was unanimous.

Motion duly made by Councilman Walls these bills be paid and be
made a part of the minutes, seconded by Councilman Bebbington and

OFFICERS REPORTS
Certification of Posting dated November 8th, 1966, was read.
Clerk's Cash Statement for October, 1966, was read.
Clerk's Cash Statement for the Year was read.
The Bud~et Report for the month of October, 1966, w~s read.
The Budget Report for the year was read.
The Police Department Report for October, 1966, was read.
The Police Departmp.nt Report for the Year was read.
Certification of Bids on a Pick-up Truck dated November 21st, was read.
Mayor Tingle expressed his appreciation for the above repats.
COMMUNICATIONS
A letter was read from Dan R. Warren, State Attorney, dated
November 9th, 1966 complementing Ch~,ef of Police Herman Witmeyer
for his excellent work in the recent solving of the breaking
and entering of the American Truss Company Office in Edgewater.
A letter was read from 26 residents of Silver Pid~e requesting the
following things be done to improve the Subdivision:
1. Larger bulbs for the fpw street
lights we now have.
2. More street lights added to dark
streets
3. ~trpets sealed so that wash outs won't
stop up storm sewers
4. Big trai1pr truck Moved from entrance to
a section less nrominent.
5. Vacant lots cleared at entrance and
elsewhere of rubbish, and over growth
beca~se af sha~es ann mosquito larvae.
A letter was read from Florida Power & Light Company with
regards to the street 1i~hts in the City of Edgewater.
Mayor Tingle and the entire council thanked Chief Witmeyer for
a job well done and congratulated him on the letter from Dan Warren.
Mayor Tingle said Florida Power & Light has presented the City
with a map showing the location of 70 additional street lights
for the City. A public hearing will be held on December 5th
at a regular council meeting.

RESOLUTIONS
RESOLUTION NUMBER 156 ACCEPTING BID OF LAKELAND TRUCK EQUIPMENT
COMPANY FOR FIRE TRUCK EQUIPMENT.
The above Reso1ution~s read in full by City Attorney Hall and
motion duly made by Councilman Walls this resolution he adopted,
seconded by Councilman Bebbington and passed by vote of the
City Council of the City of Edgewater, Florida at the regular
meeting of the said Council held November 21st, 1966. The roll
call vote was unanimous.

Motion duly made hy Councilman Cairnie we tentatively accept
the low bid of $1,491.00 from Spence Chevrolet Co., Inc.
and retain the old truck, seconded by Councilman Walls and
by vote CARRIED. The roll call vote was unanimous.
The Council agreed to leave it up to the City Manager to
sell the old truck.
Mayor Tingle said the City has received the $9,000 check
from the County for part payment of the railroad crossing
in Florida Shores. The next payment will be in January.
Councilman Lodico suggested a letter be sent to Mr. Harris Saxon
thanking him for this part payment.
Motion rluly m~rle by Councilman Walls the City Clerk be authorized
to advertise for insurance bids. Bids to be in by 4:00 P.M.
Oecember 5th, 1966. Motion seconded by Councilman Rebbington
and by vote CARRIED. The roll call vote was unanimous.
Councilman Walls said the City has received final approval on
the libr.ary plans.
Motion duly made by Counciman Walls the City Clerk be authorized
to advertise for bids for the new Librarv anrl bids to be turned
in by 4:00 P.M. on December 19t~ 1966, s~conded by Councilman
Bebbington and by vote CARRIED. The roll call vote was unanimous.
Councilman Cairnie said the City usually gives $100 for the
Edgewater Christmas P~rty to be he~d this year on Decpmber 23rd.
Motion duly made by Councilman Bebbington the City do~ate
$100.00 for the Children's Christmas Party, seconded by Councilman
Walls and by vote CARRIED. The roll call vote was unanimous.
Councilman Walls said the proposed charter changes have to be
submitted to the Florida Legislature. The council had decided
to keep the primarie~ but have made a provision for a run off
it there is a tie vote.
Motion duly made by Counr.ilman Walls the City Attorney be authorized
to prepare these charter changes to be submitted to the State Legislature,
seconded by Councilman Lodico and by vote CARRIED. The roll call
vote was unanimous.

Councilman Lodico gave a short report on the proposed improved
lighting system for the City. Seventy new lights will be
installed. And all lights will be improved so as to give
adequate lighting.
Mayor Ti-ng1e s~id he would like to see Mercury Lights put on
U. S. #1. He suggested the City Manager check with Florida
Power ~ Light on this.
Motion duly made hy Councilman Walls we accept the recommendation
from Florida Power & Light Co. with regards to the lighting and
a public hearing be held at the next Council Meeting, December 5th~
seconded by Councilman Cairnie and by. vote CARRIED. The roll
call vote was unanimous.
A map with the proposed new lights will be posted in a nllmber
of public places.
Councilman Lodico said the City is going to purchase an addressograph
for the Water and Sew~r Department. He said it is a necessary
item and will cut down the work considerably.
Motion duly made by Council~an Walls the r.ity Clerk be authorized
to advertise for bids for an electric addressograph, and bids
are to be in by 4:00 P.M. on December 5th, 1966, seconded by
Councilman Bebbington and by vote CARRIED. The roll call vote
was unani~ous.
Motion duly made by Councilman Walls the City Clerk be authorized
to transfer $500 to the Community Center for operating expenses,
seconded by Councilman Bebbington and by vote CARRIED. The roll
call vote \'as unanimous.
MISCELLANEOUS
Councilman Walls: The City is planning on opening the Youth
Center again. It has not been opened because of lack of
supervlslon. The Volunteer Fire Department has agreed to
sponsor the dances and if nece~ry supervise the activities.
We are indebted to the Fire Department for its many unselfish
acts. They have many fund raising activities that benefit the
City. The Fire Department is giving 50% of what it makes on
its coming auction to the School for Playground Equipment. They
are also sponsoring the sen~ng of~one school patrol member to
Washington.
Councilman Walls: The City is also thinking about opening the
Community Center on the 1st. 2nd, 4th and 5th Friday of each
month for public dances. This would be a City Sponsored dance.
I know of two people who would be glad to do the calling for the
square dances.
Mayor Tingle said the City is going to try and turn the Christmas
Lights on December 2nd.
Mayor Tingle announced that all Garbage Collections will be on
Wednesday, November 23rd and rot again un~1l Monday, November 28th.
City Manager Hilton commended the Fire Department on their fast
efficient work. He was at City Hall the other day and two minutes
after the alarm was runn the firemen were in the truck and off to
the fire. Mr. LaBonde said their prompt action prevented any
extensive wood damage to the building.
Mayor Tingle said the City will still receive pave~ streets this
year. There had been some confusion about thi~ as some people thought
because of the $9,000 for the Railroad Crossing we would not get any
paved streets.
City Hall will be closed Thursday and Friday of this week for
Thanksgiving. MClyor Tingle, on behalf of the entire rtroU'nt:ln..
