10-23-1968 - Special , I U u (.) o SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA HELD OCTOBER 23, 1968 The special meeting of the City Council of the City of Edgewater, Florida was called to order by Mayor William H. Cairnie at 1 :32 P.M. October 23, 1968 in the office of the Mayor. ROLL CALL Mayor William H. Cairnie Councilman Francis H. Norman Councilman David C. Ledbetter Councilman George M. Heath Present Bresent Present Present Present Present Present Present Present RESOLUTION #258 A RESOLUTION ACCEPTING THE RESIGNATION OF PATROLMAN H.E. JONES AND EARL F. GILBERT, AND PROVIDING AN EFFECTIVE DATE THEREFOR. The above resolution was read by City Attorney Charles A. Hall Jnd there was a Call for questions by Mayor Cairnie. vacation Councilman Ledbetter asked if Officer Gilbert had any/money com- ming to him and was informed NO! Councilman Norman asked if Officer Gilbert still abtained any articles belonging to the department. Chief Heath reported there was two (2) pairs of pants, and two (2) shirts being cleaned before returned. Motion was.made by Councilman Norman, seconded by Councilman Ledbetter we accept these resignations and by roll call vote CARRIED. RESOLUTION #259 A RESOLUTION APPOINTING ROBERT FISHER TO THE EDGEWATER ZONING BOARD AS THE ZONING BOARD MEMBER FROM ZONE 2,AND PROVIDING AN EFFECTIVE DATE THEREFOR. The above resolution was read by City Attorney Charles A. Hall and upon motion duly made by Councilman Ledbetter, seconded by Councilman Norman this Resolution be adopted and by roll call vote CARRIED. Councilman Dietz voted nay. A Resolution was drawn up by City Attorney Charles A. Hall concerning salary increase of Patrolman. Councilman Dimm stated that Patrolman Hopper and Patrolman McCall had said in his presence they would quit if the raise did not go through. Mayor Cairnie related to Councilman Dimm' that during a meeting held in the Mayo~ office that morning both men said they had never made such a statement. Councilman Dietz said a man with four (4) or five (5) in his family rcan't live on a salary that low. Councilman Norman said you can't pay a man by the size of his family. Councilman Dietz said he didn't see why they were trying to beat the men out of their money. If you pay a man $435.00 per month to start with you will get better men that will stay. Chief Heath asked if Officer Hopper was hired on a 90 day probation period and was informed YES. Councilman Norman said that the Chief had stated he would give up his raise in order for the Patrolmen to get one. Jhe~r6l1:call vote was as follows: Mayor Cairnie Councilman Norman Councilman Ledbetter Councilman Dimm Councilman Dietz Nay N'ay Na'y Yea' Yea RESOLUTION #260 A RESOLUTION RAISING THE SALARY OF CHIEF OF POLICE ClYDDE HEATH TO THE SUM OF $550.00 PER MONTH, AND PROVIDING ANr~EFFECTIVE DATE THEREFOR. The foregoing Resolution was read in full by City Attorney Charles A. Hall and there was a call for questions. Councilman Dimm stated it was fOQlish for Patrolmen to recieve $350.00 per month and the Chief $550.00 per month. he also stated he felt there was a play of politics. Mayor Cairnie informed him this was not true. Motion was duly made by Councilman Norman, seconded by Councilman Ledbetter we adopt this resolution and by roll call vote CARRIED. Councilman Dimm and Councilman Dietz voted nay. A Resolution was drawn up by City Attorney Charles A. Hall designa- ting Holidays to be observed by City Hall. Mayor Cairnie said that the resolution was not drawn up the way that the motion was made. Councilman Norman asked what difference there was in the way the Motion was made and the way the resolution read? Mr. Hall said there was no big difference really. You don't have to work on legal Holidays, with exception to the Police Department of course, but you can be requested to work. Councilman Dietz stated that the Police Department doesn't get paid extra for working on Holidays. No motion was made to adopt the resolution. PAGE TWO " o CJ o Mayor Cairnie suggested all Councilman meet with Mr. Hall' and work out a solution. There being no further business motion was made by Mayor Cairnie and seconded by Councilman led better the Meeting ajourn and there were no objections.
