The Regular Meeting of the City Council of the City of Edgewater, Florida
was called to order by Mayor William H. Cairnie at 7:30 P.M. on October
21, 1968.

The Minutes of the Regular Meeting of the City Council Held on
October 7, 1968, and the Special Meeting held on October 14, 1968,
were presented to each Councilman for his approval. Councilman Dimm
made a motion to approve the above mentioned minutes and Councilman
Norman seconed the motion and by vote CARRIED with Councilman
Ledbetter abstain~Dg.

OFFICERS REPORTS
The following reports were read by Elsie L. Ward, City Clerk;
Certification of Posting dated October 7, 1968

COMMUNICATIONS
A letter from the American Legion dated October 12, 1968 requesting
the City of Edgewater to furnish a wreath to be placed on the Veteran's
Monument during the service outside of the Community Center November
10, 1968 at 2;00 P.M. Mayor Cairnie was asked to welcome the out of
town speakers with a brief address.
A letter from Ethel A. Wasserott dated October 16, 1968, was read stating
several Civic Garden Club members reported complaints concerning the high
growth of weeds on lots within the City of Edgewater. No address was
given, therefore: nothing could be done. Counc1eman Dimm said he would
check into it.
A letter of resignation dated October 15, 1968 was received from
John E. Brooks, Fred Garlick, Troy Reynold, Lauretta N. Shafer, and Et~e1
A. Wasserott. All are members of the Board of Governors. Motion was
made by Councilman Ledbetter, seconded by Councilman Norman that these
resignations from the Board of Governors be tabled and that a meeting
between them and the Council be set up to see if some of the differences
can't, be ironed out. A tentative meeting was made for 1 :00 P.M. on
October 23, 1968.
A letter of resignation dated October 14, 1968, was received from C.E.
Mosher from the Board of Governors. Motion was made by Councilman Norman
seconded Councilman Ledbetter that this resignation be tabled and
discussed at the meeting set for October 23, 1968.
Two letters of resignation were received by Police Chief Heath, one
from Patrolman H.E. Jones, dated October 18, 1968, and the second from
Patrolman Earl F. Gilbert dated October 19, 1968. Motion was made by
Councilman Norman, and seconded by Councilman Ledbetter, we accept these
resignations and it was by roll call Carried.
ORDINANCES
ORDINANCE NO. 609 SETTING A TENTATIVE BUDGET AND APPROPTIATING REVENUES
TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA FOR THE
FISCAL YEAR BEGINNING NOVEMBER 1, 1968, AND ENDING OCTOBER 31, 1969, TO
THE VARIOUS ITEMS OF THE CITY BUDGET.
The second reading of the above Ordinance was read in full by City Attorney
Charles A. Hall and questions were called for.
Mr. Robert Fisher ask how much the Police budget was over the previous
year? Councilman Dimm said it was within the Accountants estimate.

Motion was made by Councilman Dietz, seconded by Councilman
Dimm we adopt this budget and by roll call vote carried.
Councilman Ledbetter abstained stating he wasn't satisfied with
the way the budget was set-up.
Mr. Fisher asked how much higher this budget was over last
year and was informed that it was $17,200.00.
Councilman Dimm stated that the Accountant had been con~ulted
to go over the proposed budget and the Accountant felt it was
a well balanced budget and it was upon his recommendation that
it be presented.
Motion was made by Councilman Dietz, seconded by Councilman
Dimm, we adopt this budget and by roll call vote carried.
Councilman Ledbetter abstained again stating he was not present
when the budget was nade out, was in the hospital.
ORDINANCE NO. 611 AMENDING SECTION 2 OF ORDINANCE 576, THE SAME
BEING AND ORDINANCE APPROPRIATING REVENUES TO BE COLLECTED
FOR THE CITY FOR THE FISCAL YEAR BEGINNING NOVEMBER 1, 1967
AND ENDING OCTOBER 31, 1968. TO THE VARIOUS ITEMS OF THE CITY
BUDGET.
The above Ordinance was read in full by City Attorney Charles
A. Hall and questions were called for and there were none.
Motion was made by Councilman Dietz, seconded by Councilman
Norman we adopt this budget and by roll call vote CARRIED.
Motion was duly made by Councilman Dietz, seconded by Councilman
Norman the second reading of this Ordinance be waived, and by
vote CARRIED.
OLD BUSINESS
NONE
NEW BUSINESS
Motion was duly made by Councilman Ledbetter, seconded by
Councilman Norman that a resolution be drawn, appointing Mr.
Robert Fisher to the Zoning Board from Zone 2, and by vote
CARRIED. Councilman Dietz voted nay.
Motion was made by Councilman Norman seconded by Councilman
Ledbetter that for 1969 we advertize for bids for City Insurance,
bids to be returned by 4:00 P.M. December 2, 1968. Councilman
Dimm suggested we get bids on a three (3) year basis as well as
year to year. By roll call vote motion was CARRIED.
A motion was made by Councilman Dimm that a resolution be drawn
up for all policemen to be paid $435.00 a month effective Nov-
ember 1, 1968, seconded by Councilman Dietz, roll call vote
being as follows:

A motion was made by Councilman Dimm, seconded by Councilman
Dietz that a resolution be drawn up for Police Chief Heath
be raised to $550.00 and by vote CARRIED. Councilman Ledbetter
voted nay.
A motion made by Councilman Dimm, seconded by Councilman Dietz
for a resolution be drawn stating City Hall recognize five (5)
legal holidays, name1y:New Years Day, July 4th, Labor Day,
Thanksgiving Day, and Christmas Day.
MISCELLANEOUS
Mayor Cairnie ask Mr. Paul Walls abput the Library asithere were still
some leaks and Contractors performance Bond would expire this month.
Mr. Walls said he felt the building was never sealed properly, that
water still comes through the blocks.
There being no further business, motion was duly made by Councilman
Norman, seconded by Councilman Ledbetter that we adjourn, and there
were no objections.
