The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie at 7:30
P.M. on July 15, 1968.

APPROVAL OF MINUTES
The Minutes of the Regular Meeting of the City Council, held on
July 1, 1968 and the Minutes of a Special Meeting of the City
Council, held on July 3, 1968 were presented to each Councilman
for his approval. Motion was made by Councilman Ledbetter we
approve these minutes, seconded by Councilman Dimm and by roll
call vote CARRIED.

for payment, seconded by Councilman Ledbetter and by roll call
vote CARRIED.

RESOLUTIONS
RESOlUTtON No. 241 APPROV1NG THE REQUEST MADE BY THE VOLUSIA
LIBRARY BOARD TO THE BOARD OF COUNTY COMMISSIONERS, VOLUSIA
COUNTY, FLORIDA, REGARDING THE COUNTY'S FUNDING OF ALL COSTS
OF OPERATION OF MUNICIPAL LIBRARIES IN VOLUSIA COUNTY, FLORIDA.
Councilman Ledbetter, "ls that some of the road and bridge taxes
we are getting back?" Councilman Dimm, "ls this the same as the
Resolution the other cities are adopting?" Mayor Cairnie, "Yes,
we have copied the Resolution." Mr. Paul Walls, liThe Library
Board is very much in favor of it, because we will still have
our choice of books; and we can stillhhire and fire the librar-
ian. It will be of great financial value. Our recent reports
show our library attendance is improving right along. The mem-
bers of the Board see no reason to stand in the way of progress."
Mayor Cairnie, "I attended a meeting of the Volusia County Li-
brary Board with our Board Chairman and they have assured us
they will take care of the complete expense of the library, ex-
cept for the maintenance of the building. I believe the reason
for this offer is that because of the millage cutback the County
feels most municipalities will cut their library fund before
anything else is cut back. Councilman Dimm, "And we can pick
our employees and run the library the way we want to; well, it
just doesn't make sense. I believe this is the fore runner,
next they will be taking over the fire department and the police
department; I'm sure we can all predict what will happen." Mr.
Walls, "I"m sure we can add three or four hundred dollars to
our present budget." Mayor Cairnie, "Well, we will still have
to appropriate money in the budget for maintenance."
Motion duly made by Councilman Dimm this Resolution be adopted,
seconded by Councilman Ledbetter and by roll call vote CARRIED.
OLD BUSINESS
Councilman Dimm, liThe Edgewater Recreation Association had a
meeting and I attended as a Councilman and interested spectator.
I see Don Gillespie here. Don, would you get up and tell us how
much and what you need." Don Gillespie, "We need building blocks,
lumber mainly 2 x 8's, but most of all we need good hard labor.
We also need the use of heavy equipment and an operator for clear-
ing. On the 14th of August we are having another meeting of the
association at the school. Dudley and First National Bank donated
1500 membership cards. Membership in the Association is by dona-
tion only." Councilman Dimm, "You had a nice write up in the
morning paper. Mr. Shippee and I were out there looking over
the ground. We are going to fix up the road so you can get in
there. How do you stand with money?" Don Gillespie, "We have
about $75.00." Councilman Dimm, "I understand you need a lot of
sod for the infield. Huggins will donate as much sod as you can
use. We just have to get a flat body truck for it. Hug~ins will
arrange to pick up and deliver the sod on a Saturday as that is
the day you will be doing the work out there. I think it is a
great thing Huggins is doing."

MISCELLANEOUS
Mayor Cairnie, liThe City has decided to participate in the Telephone
ReassuraDce Program. The Business & Professional Women of the area
will be in charge of this program. It is free, and is not confined
to older people. Either leave your name at City Hall or tall Carrie
McCarger if you are interested."
Mr. J. Lodico was recognized by the chair. Mr. Lodico, "Down at the
park and pier at Indian River Boulevard, there are three cars parked
there. They are apparently abandoned. Can we do something about it?"
Mayor Cairnie, "1111 have the Chief of Police look into it."
Mr. Lodico, "We are having-;a meeting on Thursday; what, if anything,
has been done about building the pier?" Councilman Dimm, "11m going
to be truthful with you; nothing has been done." Mr. Lodico, "Well,
we have done our part, now it is up to you." Mayor Cairnie, "I have
to take this up with our attorney. We had a pier there about eight
years ago, and 11m not sure what kind of precedent this gives us.
Mr. Hall, "Will we have to petition the Corps of Engineers?" Mr. Hall,
II I I m not sure at t his time what steps we wi 11 have to take. I II 11 have
to look into it and report to you." Mr. Cairnie, "Jake, one of us
will try to attend your meeting; the first thing we need is a drawing
of the proposed park." Mr. Lodico, "11m sure we already have one, at
least Magnuson has one I think."
Councilman Ledbetter, "I understand there is a little rumor around
that I am going to resign. I would like to skotch that rumor right
here. 11m not about to resign. 11m announcing that right here and
now. II
Mr. P. Bebbington, "Are we all paid up on the sewer?" Mayor Cairnie,
"A1l but $1,000.00 which will be paid when the engineers tie up a
few small prob1ems."
Mr. Lodico, "11m afraid to open my mouth about this, but the weeds
across the road from me are about seven foot high." Mayor Cairnie,
"Jake, is that City property?" Mr. Lodico, "Well, it is really known
as "Jake's Ditbh", but it is owned by the City." Mayor Cairnie, "1111
have our Sanitation Officer look into it."
Councilman Dimm, "lf anyone is wondering, the road work is being held
up by the weather, it will be finished, be patient, we need dry weather."
There being no further business, motion to adjourn was made by Council=
man Dimm seconded by Councilman Ledbetter and there were no objections:
