Heath Present Present Present Present Present Present Present Present Present APPROVAL OF MINUTES The Minutes of the Regular Meeting of the City Council, held on June 3, 1968 were presented to each Councilman for his approval. Mayor Cairnie asked for a correction. His figures for the bud- get of the Garbage and Street Department had been incorrectly quoted. The figures should read $38,300.00 appropriated with expenditures of $26,592.00, leaving a balance of $11,726.00. Motion was then made by Councilman Dimm we approve these min- utes, seconded by Councilman Dietz and by roll call vote CARRIED. BILLS & ACCOUNTS General Government Florida Power & Light Co. OFFICERS REPORTS Certification of Posting dated June 4, 1968 was read. Clerk's Cash Statement for May, 1968 was read. Budget Report for May was read. COMMUNICATIONS A letter was read from the Vol usia County Health Department in which the Health Department asked the City to approximate ten cents per capita to aid their financial commitments. Motion was made by Councilman Ledbetter to table the request for fur- ther study. Councilman Oimm, IIIld like a little discussion on this. Where do they get their money?1I Mayor Cairnie, IIFrom the County, but it seems they are running short of money like everyone else.1I Councilman Dietz, IIWonlt this set a precedent?1I Councilman Dimm, IIThat's what I~m getting at.1I Mayor Cairnie, III think the Volusia County Health Department should raise their own funds.1I Councilman Dietz, 1I0k, 1111 second Dave's motion to table.1I Motion passed by roll call vote. A letter was read from R. B. Williams the trouble man for the Florida Power & Light Company requesting a street light on the south east pole at 107 Flagler Ave. Mayor Cairnie, III'd like to call your attention to the fact that the Street Department budget is already shot to pieces.1I Councilman Dimm, IIWon't that come under the street lighting?1I Mayor Cairnie, IIYes. It costs us about $800.00 a month now for lighting.1I Council- man Dietz, IITable it.1I Dana Armstrong from the floor, IIThere are street lights way out in the woods where no one lives. Take one of those down and put it in front of Mr. Williams. house.1I Councilman Dimm, "OK Dana, what street do you live on?" Councilman Ledbetter to Chief Heath, "Chief, hasn't there been reports of vandalism on Mr. Williams' truck?1I Chief Heath, IIYes.1I Councilman Dietz, III withdraw my motion to table.1I Councilman Ledbetter, IIHe keeps his truck at his house for the benefit of the town, but it looks like Florida Power & Light would furnish him with a little 25 watt bulb.1I Councilman Dietz, IIMrs. Ward, how much does a street light cost?1I Mrs. Ward, III believe it comes to about $1.83 a month.1I Councilman Dietz, IIWell, that shouldn't break us.1I Councilman Dimm, IIIf it does, we sure run a tight budget.1I Mayor Cairnie, $1.83 a month will add up in twelve months.1I Councilman Dietz, IIYes, it is almost $22.00 a year. Page Two o , " o o ORDINANCES ORDINANCE NO. 601 AMENDING SECTIONS 1, 2 AND 3 OF ORDINANCE NO. 567 PROVIDING FOR THE CLEARING OF TRASH AND OTHER DEBRIS AND THE CUTTING OF GRASS AND WEEDS OF EXCESSIVE HEIGHT; DE- CLARING THE ACCUMULATION OF TRASH AND OTHER DEBRIS AND GRASS TO BE AN PUBLIC NUISANCE; DECLARING THE DUTIES OF OWNERS OF LAND TO MAINTAIN THEIR LAND IN A SAFE AND SANITARY CONDITION; PROVIDING A PENALTY THEREFOR; PROVIDING FOR THE ABATEMENT OF SAID NUISANCE BY THE CITY; PROVIDING A LIEN IN FAVOR OF THE CITY; AND PROVIDING FOR AN EFFECTIVE DATE. The foregoing Ordinance was read in full by City Attorney Hall and upon motion duly made by Councilman Dimm this Ord- inance be adopted, seconded by Councilman Norman and by roll I call vote CARRIED. Mayor Cairnie, IIThis Ordinance makes just a few changes in the old Ordinance. One change is in the ~eight of the grass to 24 inches; the old Ordinance was 12 inches. One other change is vines and weeds of jungle type growth. We just can't get that kind of growth; we are talking about grass, weeds, papers and debris. The procedure will be the same. The City will clean the lots and then bill the owner. The owner will have ten to fifteen days to clean the lot himself after he receives a notice.1I Councilman Dimm, liThe Ordinance passed in 1967 was just a little far out; we just withdrew ourselves a little bit. We don't have the equipment or the manpower for removing large trees, etc. Primarily, we have kept the same Ordinance as passed by the former Counci1.11 Councilman Ledbetter made motion to waive the second reading, seconded by Councilman Dimm, and by ro[[ call vote CARRIED. II Councilman Dimm, IIIf you will just hold your question a few minutes, we have a Resolution on this now.1I RESOLUTIONS RESOLUTION NO. 239 APPOINTING CLYDE HEATH, AS CHIEF OF POLICE, AS SANITATION OFFICER FOR THE CITY OF EDGEWATER, FLORIDA, PRO- VIDING FOR HIS TENURE AS SUCH SANITATION OFFICER, AND PROVID- ING AN EFFECTIVE DATE THEREFOR. The above Resolution was read in full by City Attorney Hall and upon motion duly made by Councilman Dimm this Resolution be adopted, and seconded by Councilman Ledbetter, and passed by vote of the City Council of the City of Edgewater, Florida at the Regular Meeting of said Council held June 17, 1968. Councilman Dimm, IINow Mrs. Wiggins?1I Mrs. Wiggins, IIYou and Mr. Shippee came out to look at the lot; it is over run with rats. I think a couple of letters have been sent to the owner but he has ignored them.1I Mayor Cairnie, III would say we can now get to it and bill him.1I Councilman Dimm, III believe Mr. Shippee and his crew came down and cut a path through the lot. This satisfied your husband.1I Mrs. Wiggins, IIWe11, he has al- ready killed about twenty rats there. II Mr. Wiggins, IIThere is no profit in killing the rats now; the Chinese restaurant has gone out of business.1I Councilman Dimm, III'm going to ask the Mayor to go over the whole procedure again. I'm not going to get in the middle on all of this.1I Mayor Cairnie, liThe mechan- ics will be the same. You will file a complaint at City Hall. The complaint will be turned over to the Sanitation Officer to determine if a health hazard exists; and the property owner will be notified accordingly by mail. Out of state owners will have fifteen days to clean up the lots, and local owners will have ten days. If this is not done, then the City will do the work and we wi 11 bi 11 the property owners. Mr. D. Armstrong from the floor, "What about the acreage the U.S. Government owns, and then there are several areas on Riv- erside Drive that canlt be gotten to.1I ~1ayor Cairnie, "I do think that items like this have to be processed as we come to them. Each one is an individual case.1I OLD BUSINESS Mrs. Elsie L. Ward read the Certification of Bids received. Two bids were received and were opened. The bid from L.&M. Paving Company was in the amount of $2,856.00 and the bid from Fellows Paving Company was in the amount of $2,639.00. Councilman Dietz, "Can we accept one of these bids tonight? Do we have to have a special meeting to accept or award a bid?1I Mayor Cairnie, "They will have to be checked out by our engineers first.1I Councilman Dimm, "I make a motion we table the bids until our next meeting, whether it be a work- shop lJIeeting, Regular Meeting or Special meeting." What have I said that is wrong Dana?1I Mr. Armstrong, "You canlt award a contract against a bid or even open the bids unless it is at an official meeting.1I Councilman Dimm, III therefore amend my motion to read at either a Special or at a Regular Meeting.1I The motion was seconded by Councilman Norman and by roll call vote CARRIED. MISCELLANEOUS Mayor Cairnie, III notice in this article from the newspaper, that Deland, Miami and a number of other towns have a service that is called 1I0peration Assurancell. It started in Miami, and the purpose is to have elderly people call in to the Police Department every morning between certain hours, usually between nine and ten in the morning. If they aren't heard from a police officer investigates.1I Mrs. D. Gillespie, liThe VFW Auxilliary somewhere started a plan like this. They can= vassed the town and made up a list. It was volunteer parti- cipation and worked out very well. II Mayor Cairnie, "Well, I'd like to hear from the residents; what they think about it for Edgewater.1I Mayor Cairnie, "I have here the plans and specifications for the new Post Office. It is quite detailed, and I will leave these out so you all can see them. II Mayor Cairnie, IIIld like to'mention that the trash men have picked up 89 loads of trash. We will get to all of you as soon as possible; we will work it out but we are behind due to the storm. Please bear with us because it will take a 1 i t t 1 e time. Councilman Dimm, IIHe said that as if he enjoyed saying it.1I Mayor Cairnie, "Well, Mr. Saxon says maybe in ten or twenty years.
