REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER,
FLORIDA HELD ON JUNE 3, 1968
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie at 7:30
P.M. on June 3, 1968.

APPROVAL OF MINUTES
The Minutes of the Regular Meeting of the City Council, held on
May 20, 1968 were presented to each Councilman for his approval.
Councilman Dimm asked if he could call for clarification before

meeting I made a motion to raise the pay of the hourly employees.
Is the motion legal without an effective date?" Attorney Hall,
"A motion becomes effective immediately upon passage and approval
of the Council. An Ordinance or a Resolution becomes effective
after passage of thirty days. This applies if an effective date
is not included in the Ordinance or Resolution."
Councilman Norman then asked the minutes be amended to show that
he abstained from voting on the motion to give Mr. A. H. Shippe
a raise in salary. He had abstained to allow himself time to
check with the auditors. Minutes of the Regular Meeting of the
City Council held May 20, 1968 will be so amended. Motion then
made by Councilman Norman we approve these minut~s, seconded by
Councilman Ledbetter, and by roll call vote CARRIED.

Motion was duly made by Councilman Dietz that these bills be
accepted for payment, seconded by Councilman Dimm and by roll
call vote CARRIED.
OFFICERS REPORTS
Certification of POSTING dated May 21, 1968 was read.
Library Report for May was read.
COMMUNICATIONS
At this time Mayor Cairnie asked for a little time to correct
the impression made by the statements relative to the pay scale
at the last meeting. Mayor Cairnie, IICouncilman Dimm said that
the pay range for our hourly employees was $64.00 up to $68.00
per week and this was a disgrace. According to our payroll rec-
ords one man is paid $64.00 per week, four men are paid $68.00,
one man is paid $70.00, two men are paid $74.00, one man is paid
$76.00 and one man is paid $80.00 per week. These employees al-
so get paid sick leave, a paid vacation; they are paid for holi-
days; and the City pays for Health and Accident Insurance at the
rate of $9.83 per man monthly. There is nothing to be ashamed
of in our current payroll. If our bookkeeping system was in
fault, I'm sure we would be so advised by our accountants~~ We
use the standard system used by all municipa1ities.1I
Councilman Dimm, IIThen why have we been kept in the dark?1I IIA
couple of days ago was the first time I saw the payro11.11 Mayor
CairniellThe City Clerk can make it available to you at any time.
I certainly don't run around with the payroll book in my hand.
I just want the public to know that we have no reason to be ashamed
of our payro11.11
A letter of resignation from Mr. Raymond Hill, a member of the
Board of Governors of the Community Center, was read. Councilman
Dietz, III talked to Mr. Hill last week. We are losing a good man;
he is a very conscientious person. I would suggest we set a date
in the future to look over the Board of Directors. Let's see if
we can arrive at a more efficient way of working with them.1I
Councilman Norman, III go along with that idea.1I
A letter was read from the Edgewater Chamber of Commerce inviting
the Council to an 1I0pen Housell honoring Dr. J. Harvey Rester.
Councilman Dietz, III think this is a good deal. Let's get behind
this fellow.1I Councilman Dimm, IIYou mean we all should go to the
lopen housel?1I Councilman Dietz, IISure, we should be the first
to make him we1come.1I Mayor Cairnie, 1100 you think the Council
should send f10wers?1I Councilman Dimm, IIIf we can afford it, 11m
all for it.1I Councilman Ledbetter,IIWe could always pay for flow-
ers out of our own pockets.1I

A letter was read from the City Planning Board suggesting the
City of Edgewater purchase a base map of the City. Councilman
Ledbetter, Ills this map the one that is supposed to cost upward
to $15,000.00.11 Councilman Dietz, lilt is one of them.1I Council-
man Ledbetter, IIWell, in that case I make a motion we table it.1I
Councilman Norman seconded the motion to table. Councilman
Dietz, IIWell, the fact is we do need a good official base map.
If we discuss this now we.can plan to put it in the budget for
next year. We just recently ran into a problem with the zoning
when Budd made his request for a variance. Mr. Wiggins can back
up my statement that we have problems now, but we will have worse
problems in the future. We don't have a useable map. We don't
even know where the City limits are. I think we should have Mr.
Briggs down and discuss this with him.1I Councilman Ledbetter,
IICan't the maps the county has be used? I'm sure they must have
maps that show the corporate limits of Edgewater.1I Councilman
Dietz, III can assure you if those maps owned by the county are
any good, New Smyrna Beach wouldn't have had a base map made.1I
Councilman Ledbetter, IICouldn't we get a scale on it and scale
out what we need?1I
Mr. D. Armstrong, liThe County has maps that we have used. Their
Honeycutt maps could be used to establish what is in the Corpor-
~ion of Edgewater. Those Honeycutt maps are used to determine
the rate of tax millage. But any map has to be recorded in De-
land to be official.1I Councilman Dietz, 1I0kay, I'll go along
with tabling the suggestion.1I
A letter was read from the City Planning Board stating they could
make no suggestion to the Zoning Board as to the zoning of US#l.
Councilman Dimm, IIWhat is the Planning Board getting at.1I Council-
man Dietz, lilt all goes back to the fact that we don't have a map
we can rely on for a true picture.1I Councilman Dimm, IIBut they
don't even clarify what the question is.1I Councilman Dietz, IIWe
can always table ;t.l~ Councilman Dimm to Attorney Hall, IIWhat
happens when we table a question?1I Attorney Hall, liThe Councilman
making the motion to table can bring the subject back on the floor.1I
Councilman Dimm, IIMeanwhile it gets shoved out of sight and event-
ually forgotten.1I
A letter was read from the City Planning Board glvlng their unan-
imous opinion that the present zoning of Indian River Boulevard
be left as is. Councilman Ledbetter, IIWhy are we all so inter-
ested in Indian River Boulevard all of a sudden; everyone is
talking about Indian River Boulevard.1I Councilman Dietz, IIBe-
cause we are going to have a highway there in the very near fu-
ture.1I Councilman Ledbetter, IIS0?1I Councilman Dietz, IIDon't
you think it bears looking into?1I Councilman Ledbetter, IISure,
when the time is right.1I
Mr. D. Armstrong, IIThere are restrictions written into the deeds
to the property in Florida Shores.1I Mayor Cairnie, IIMr. Bebbing-
ton you were President of the Florida Shores Association; you
should know something about it.1I Mr. Bebbington, IIMost of Flor-
ida Shores is zoned residential except for back at Hibiscus;
there along each side of the railroad, and I think around the
front entrance is also commercial. There is a restriction in
the deeds als9.11 Councilman Dietz, III think we should take this
zoning plat and look it over and see what the present situation
really is. Then we can give it to the Planning and Zoning Boards
so they know what they are dealing with.1I Councilman Ledbetter,
You are pushing this real hard, Cal.1I Mayor Cairnie, liThe letter
reads, liThe present zoning be left in effect until such time that
a change may be in the best interest of the City of Edgewater.1I

A letter was read from Robertson, May, Zima and Company. Council-
man Dimm, "I thought we had an agreement that when mail came in
to City Hall all the Councilman are to be informed and it is to
be readily availabe. When did this letter from the auditors come
in? I haven't seen it; when Mrs. Ward read it, that was the first
I knew of iL" Mayor Cairnie, lilt was placed in my box at the
post office. I didn't pick up my mail until Friday and gave the
letter to Mrs. Ward who opened it. It was addressed to me.1I
Councilman Dimm, "Well, I was in the Hall today, and I asked you
if you had anything for me and you didn't mention the letter.
Dave, (Councilman Ledbetter) how did you see it first?" Mayor

Mayor Cairnie, IIMaybe you would like them sent to you by special

Mr. Norman, didn't I call you and tell you about this letter?1I
Councilman Ledbetter, III guess you all forget about me."
OLD BUSINESS
Councilman Dimm, "00 we have anything on the paving of Monroe
Circle?1I Mrs. Ward, liThe invitations to bid went out Friday to
three contractors. The bids are due for the next Council meeting."
NEW BUSINESS
Councilman Dimm', "I wish to make a motion that at least one of the
four Councilmen approve the payroll before the checks are drawn
up. I have a letter which lists payroll rates which was given to
me when I became a Councilman. It is not up to date.1I Mayor'
Cairnie, "You can always look at the payroll book." Councilman
Dimm to Attorney Hall, Ills my motion our of order?1I Attorney
Hall, IIlld leave the situation as is or set up regular payroll
meetings to approve the payroll. II Councilman Ledbetter, "New
Smyrna Beach has special meeting to approve their payrol1.11
Attorney Hall, IIThey did, but cut them out just last week."
Councilman Dimm, "Well, we have hired a new girl. Who hired her
and how did she get on the payroll. I didn't. If I am going to
be a Councilman, I want to know what goes on.1I Councilman Led-
better, III:think it should be a body, not just one man.1I Coun-
cilman Dietz, "That would mean a meeting every Friday morning."
Mr. D. Armstrong, IIWhat you are proposing may mean that someone
may go home without being paid. The budget sets up the salaries
and 11m sure the payroll is available for any of the Councilman
to view it. You should never have to hold up the payroll just
because someone did not get to go over it and approve it. You

Dunn, do you mind telling the audience what your salary is?1I
Mrs. Dunn, IINo, I now make $200.00 per month, however, starting
the first of June I will get a $35.00 a month raise.1I CouDail-
man Dimm, "How did you get the raise?1I Mrs. Dunn, lilt was auto-
matic as of the first of June. It was written into the Resol-
ution by which I was hired.1I Councilman Dimm, "Well, a few days
ago I asked Frank Norman if he knew what the payroll was; he
didn't know. Frank, aren't you interested in knowing what the
payroll is?" Councilman Norman, "lf I was interested, I could
always find out 11m sure." Councilman Dimm, "Well, 1"11 with-
draw my motion; no use to let this proceed, let it die."
Councilman Dimm, III wish to make a motion that the minutes be ready
for each Councilman to read by Wednesday morning. When we discuss
things here it is difficult to refresh your memory on Friday morn-
ing or a week from now. The minutes usually aren1t available for
at least a week." The motion was seconded by Councilman Norman,
and by roll call vote CARRIED. Mayor Cairnie voted nay.

Mr. Jim Hogan was recognized by the chair. Mr. Hogan, "We would
like to present our findings and plans for the recreation area
at the school; the committee is here and we have all our plans
drawn Up." Mayor Cairnie, "We will have a special meeting set
up to go over this with you." Mr. Hogan, "Well, it is all ready
and we are all here together now." Councilman Dietz, "We can
meet right after this meeting is adjourned." There were no ob-
jections to this suggestion.
MISCELLANEOUS
Mayor Cairnie, "Ild like to make a statement to explain to the
taxpayers of Edgewater why I voted against the pay increases;
and I would like to have on record my reasons for doing so. Our
accountants informed me that we cannot afford any increase in
any department and still stay within our budget. This informa-
tion was related to the Council, and this budget was presented
to the people of Edgewater; and I feel we should live up to our
commitments. This is the reason I voted against the wage in-
creases. We have heard tonight the letter from our accountants.
Our garbage and street department has appropriated $24,000.00,
for operating expense. We have already expended $$13,382.00
which leaves approximately $10,618.00 for the operation of this
department for the next five months; and when we deduct the in-
crease of salaries it brings us down considerably. This depart-
ment will probably run into the red for about $8,000.00. One
other interesting fact I ran across in checking this increase
in wages; certain members of the garbage department will make
more money than our City Clerk who has so many responsibilities,
and also more than our patrolman who work six days a week, on
holidays and Sundays. I most certainly would like to see an
increase in wages if the budget would stand for it." Councilman
Ledbetter, lilt looks 1 ike you are(~directing that at Dimm, Norman
and me." Mayor Cairnie, "I did not name any names. Now you get
up and take the Chair, I wish to make a motion."

Motion duly made by Mayor Cairnie that the salaries in effect on
May 20, 1968 be continued, and no salary increase be made in any
department until we first consult with our accountants." "This is
my motion." There was no second to the motion. Motion denied.
There being no further business, motion duly made by Councilman
Norman we now adjourn, seconded by Councilman Dimm and there were
no objections.
