The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to or.der by Mayor William H. Cairnie at 7:30
P.M. on May 20, 1968.

Present
The Minutes of the Regular Meeting of the City tounci1, held on
May 6, 1968, and the Special Meeting held on May 16, 1968 were
presented to each Councilman for his approval. Motion was duly
made by Councilman Dimm these Minutes stand approved as submitted,
seconded by Councilman Dietz and by vote CARRIED. Councilman
Norman abstained from voting on the Minutes of the Regular Meeting
and Councilman Ledbetter abstained from voting on the Minutes of
the Special Meeting.

Motion was duly made by Councilman Dimm that these bills be
accep~ed for payment, seconded by Councilman Dietz and by roll
call vote. CARRIED. Councilman Ledbetter abstained from voting.
OFFICERS REPORTS
Certification~ of POSTING dated May 7 and May 16, 1968 was read.
Clerk's Cash Statement for April was read.
Budget Report for April was read.
COMMUNICATIONS
A letter was read from Pam Walker, Captain of the Edgewater
School Patrol thanking the Council for their contribution.,
A letter was read from Mrs. Robert Redding, Edgewater School
Patrol Sponsor thanking the Council for making the Patrol trip
to Nassau possible.
A letter was read from the Zoning Board relative to a petition
from James L. and Valeda H. Budd for a variance, in which the
Zoning Board made no recommendation.
Motion was duly made by Councilman Norman to table the petition
from the Budds for further study, seconded by Councilman Ledbetter,
and there were no objections.
RESOLUTIONS
RESOLUTION NO. 237 APPOINTING CHIEF OF POLICE CLYDE HEATH AS THE
REPRESENTATIVE OF THE CITY TO THE GOVERNOR'S HIGHWAY SAFETY COM-
MITTEE AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Resolution was read in full by City Attorney Hall and
upon motion duly made by Councilman Norman this Resolution be
adopted, and seconded by Councilman Dimm, and passed by vote of
the City Council of the City of Edgewater, Florida at the regular
meeting of said Council held May 20, 1968.
RESOLUTION NO. 238 APPOINTING A COMMITTEE TO STUDY, PROMOTE AND
SUPERVISE THE USE OF THE SOUTH END OF THE VOLUSIA COUNTY BOARD OF
PUBLIC INSTRUCTION PROPERTY UPON WHICH THE GRAMMAR SCHOOL IS LO-
CATED IN THE CITY OF EDGEWATER, FLORIDA AS A PLAY GROUND AND REC~_
REATIONAL AREA FOR THE CHILDREN OF THE CITY OF EDGEWATER, FLORIDA.
The above Resolution was read in full by City Attorney Hall and
upon motion duly made by Councilman Dietz, this Resolution be
adQpted, and seconded by Councilman Dimm, and passed by vote of
the City Council of the City of Edgewater, Florida at the regular
meeting of said Council held May 20, 1968.
, OLD BUSINESS
The Mayor called for old business and Councilman Dimm spoke, "I "m
afraid to bring up Monroe Circle again; we can't even seem to get
the specifications out let alone a bid on the paving. I wonder if
the Mayor can do something about it?" Mayor Cairnie, "We have
turned it over to the engineers, and so far, I have not received
any specifications from them. Every time I call Mr. Strang, he
says he wi 11 call me tomorrow. Tomorrow obviously never comes."
Councilman Dimm, "Perhaps we can get the specifications from the
County." Councilman Dietz, "We might as well set it up for the
next regular meeting; might as well try once more." Councilman
Dimm, "What else can I do?"
Councilman Dimm, "Councilman Ledbetter brought up the idea of a
raise for the hourly employees at an earlier meeting. I have a
few resolutions to propose, so is this old business or should it
be new business?" Mayor Cairnie, "It is new business."

NEW BUSINESS
Motion duly made by Councilman Dimm that this Council instruct
the Mayor to have each City Department Head submit a list of all
city equipment in his or her department, whether now in use or not,
to the City Clerk; the City Clerk to transpose this information on
a card system, including the date of purchase, the cost, present
condition and use, the purpose being so Council can evaluate these
items for trade, sale or any other use also for comprehensive ser-
vicing records to be completed by July 1, 1968, seconded by Coun-
cilman Ledbetter. The rollcall vote was unanimous.
Councilman Dimm, III1I'm a little amazed we don't already have this
system set Up.1I Mayor Cairnie,IIWell, I think the information is

ed in our inventory records. II Councilman Dimm, III have suggested
this before and have been told it would be made, and it never has
gone any further. All of the information I want is not on the
inventory.1I Mrs. Ward, IINo, all of the information is not on the
inventory.1I
Councilman Dimm, III now make a motion that this Council instruct
the Mayor to have Mr. Shippee, Superintendent of Streets and the
Garbage Department, build a concrete platform at the City Barn,
the size and exact location to be determined by him, for the pur-
pose of servicing City equipment. We had decided that this be
done in a workshop, and it's never been done, therefore, 11m
making a motion. I am doing this so it now becomes a part of the
record. Some day in the near future, we will hire our own mechan-
ic. 11m not ready to propose hiring one now.1I Councilman Norman
seconded the motion. The roll call vote was unanimous.
Councilman Dietz, IIGeorge, do you have any specifications; how
much do you think this will cost? Those shuffleboard courts cost
$600.00. We should certainly have some idea of the cost. This
whole thing should have been settled in workshop.1I Councilman
Dimm, IIThat is why 11m doing it this way. Nothing ever gets ac-
complished in workshop.1I
Councilman Dimm, IINow 1111 lay the groundwork for my next motion...
We gave a raise to the City Clerk, to Mrs. Blackwell and Mrs. Sedg-
wick. We gave a raise to the Water Department Superintendent. At
that time, nothing was said about the money or the budget. We gave
a raise to our patrolman, and raised the Police Chiefls salary to
$500.00 a month. Still no one said anything about the cost of the
raises or the budget. We apparently got the money somewhere. Now
I make a motion to raise the salary of our Superintendent of Streets
and Garbage, Mr. Alvin Shippee, to an annual salary of $5,200.00.
This will bring him up to the level of the other department head.1I
Councilman Ledbetter seconded the motion. Councilman Dietz and-"
Mayor Cairnie voted ~ay. Motion denied.-.~~
Councilman Dimm, liMy next motion is to give all our hourly employ-
ees in the street and garbage departments a flat $.20 per hour in-
crease.1I 1I0ur hourly employees make approximately $64.00 to $68.00
per week and that is a disgrace. We can pay them more than that.
To make this money available, one man is to go on part time, one
man is retiring and one man, who has been off because of disabil-
ity is not returning to work. If we can do it in the Police de-
partment, we can work it in my department. Councilman Dietz, IIWe
canlt do this, George. We have been advised by our auditors that
we have to keep the payroll as is in order to maintain our budget
for the rest of the year. We just cannot raise the salaries now.1I
Councilman Ledbetter, IIYou are hollering about a few'pennies to
the street ,department. II Counci 1man Dietz, IIWe11, how are we going
to do it? We just don't have the money to pay for it.1I Council-
man Ledbetter, IIMayor Cairnie, don't you believe in giving the
hourly employees a raise?1I Mayor Cairnie, III do if we don't over-
extend our budget.

Councilman Dietz, IIWe have been told to cut the budget.1I Council-
man Dimm, IIHow come we werenlt in danger of over-extending the
budget when we raised the pay in the other departments? What did
we do with the garbage department when we ran out of money? We
put money into it. And remember the revenue my department never
gets. When we clean off lots, we charge the people. When those
checks come in, it does not go into my department, it goes into
the general fund. No wonder my department is always short of
funds. We are already $2,000.00 over-expended. But the cigar-
ette tax is already aver~ging more. I may not get these raises,
but at least 11m letting the public in on what we are doing. Why
must the employees in my department be penalized by a faulty book-
keeping method.1I Councilman Dietz, IIWell, if you want to bring
the public into it, ask them if they want a raise in their rates.1I
Councilman Dimm, IICal, you will just have to get the money out of

auditors'..advised us not to raise any wages at this time?1I Mayor
Cairnie, liAs live stated before, they have.1I Councilman Dimm,
"Have the auditors put that in a letter to the City Council. The
auditor does not know all the facts, and when he does, he may de-
cide to change his view.1I
Mayor Cairnie, liDo we have a second to the motion?1I Councilman
Ledbetter, III second the motion.1I A roll call vote elicited nay
votes from Mayor Cairnie and Councilman Dietz. Motion CARRIED.
MISCELLANEOUS
Mrs. Donald Gillespie was recognized by the Chair. Mrs. Gillespie,
IIMayor Cairnie, the building report which was read at the last meet-
ing showed a great increase in construction of new homes. Wonlt
the city derive quite a lot of tax money from this area?1I Council-
man Dietz, IIPerhaps we will Mrs. Gillespie, however it won't be
until sometime next year. II
Fire Chief Hanson was recognized by the Chair. Chief Hanson, IIIld
like to talk about the communications necessary to the Fire Depart-
ment. Unless a policeman is at the fire, and stays with us, we
have no way to communicate. We should have a radio so we could
be in constant touch with City Hall and the Police. Pete Ream is
usually always with us during the day and his truck has a radio.
The radio the Fire Department has now is just a piece of junk. We
need a radio that will allow us to talk over all frequencjes, that
is New Smyrna Police Department and our own.1I Mayor Cairnie, "I
will see to it that Chief Heath has a patrolman present at all fires~
There being no further business, motion duly made by Councilman
Norman we now adjourn, seconded by Councilman Ledbetter and there
were no objections.

AMENDMENT TO THE MINUTES
OF THE
REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER,
FLORIDA HELD ON MAY 20, 1968
Upon motion duly made by Councilman Dimm we raise the salary
of our Superintendent of Streets and Garbage, Mr. Alvin H.
Shippee to an annual salary of $5,200.00, these minutes be
and are amended to read Councilman Ledbetter seconded the r'-
motion. Councilman Dietz and Mayor Cairnie voted nay.
Councilman Norman abstained from voting until such time
he may consult with the auditors.
