Cairnie at 7:00 P.M. August 13, 1969 for the following purpose: To pass an Ordinance accepting the low bid on the Fishing Pier at Indian River Blvd. with authorization for the Mayor and City , Clerk to sign the contract. with Springer and Company, the low bidder. . Heath Present Present Present Present Present Present Present Present ORDINANCE AN ORDINANCE ACCEPTING THE BID OF FRANK SPRING CONTRACTING COHPANY OF PORT ORANGE, FLORIDA, TO INSTALL AND CONSTRUCT A DOCK AT THE INDIAN RIVER BOULVE_ VARD PARK IN EDGE~lATER, VOLUSIA COUNTY, FLORIDA, AS PER SPECIFICATIONS FOR THE SUH OF SIX THOUSAND TWO HUNDRED DOLLARS ($6,200.00); REJECTING ALL OTHER BIDS: AND AUTHORIZING THE ~~YOR A1~ CITY CLERK TO ENTER INTO AN AGREEMENT OR CONTRACT l'lITH THE SAID FRANK SPRINGER CONTRACTING COMPANY; AND SETTING FORTH AN EFFECTIVE DATE THEREFOR. The above ordinance and contract agreement was read by City Attorney Charles A. Hall. A motion was duly made by Councilman Dimm, seconded by Councilman Dietz to accept and adopt the above Ordinance and authorize the Hayor and City Clerk to execute the agreement. The Mayor remarked that this contract is for $6,200 and that the Chamber of Commerce had given their check for $3,100 which is half of the contract bid on constructing the pier but what about the other additional costs? Is the Chamber agreeable to pay their part of this, which is roughly in the neighborhood of $500. I Brittingham: The Chamber agreed that they will pay their half of the other ex- penses but that no definite figure or cost had been set. , \. Ledbetter: vmat about lights? no provision has been made for them. We started out with $2,500 and the Chamber was to match this amount but there still isn't ~y provision for lights. Dietz: It makes no difference what was put into the budget for the pier, the idea was to earmark something and. $2,500 was merely a starting point. Brittin~ham: Back in 1967 or 68 the City, at a joint meeting with the Chamber, agreed to that figure but since then things have gone up. Mrs. Hill: I think the fishing pier isa wonderful idea for people who love to fish. ~:.:-' II' -'" v -' "L ~ tS' u Dietz: Our portion of this contract is $3,100. We have $3,894 left in the Park & Pier budget so there is enough'.to cover this amount. Certification of funds available was read by City Clerk Elsie L. Ward. Mayor Cairnie stated that a motion was now in order. The motion to accept the Ordinance was made by Councilman Dietz and seconded by Councilman Dimm. The roll call vote was as follows: Councilman Norman .Councilman Ledbetter Councilman Dimm Councilman Dietz Mayor Cairnie Nay Nay Yea Yea Nay Brittingham: Does this mean that the pier is out? Dietz: vfuat about the contract we voted to accept? Attorney Hall: You have not authorized the Mayor and City Clerk to sign the contract. Brittingham: I'm very disappointed, is the worse thing that has happened to the community. You all agreed, at one time, that this was a good project. The Chamber has worked hard to get this money and I think you three have sorta let us down. Knowing this, I request that the $3,100 be returned to the Chamber of Commerce immediately. Mayor Cairnie advised the check could be picked up in the morning. Mr. Hill: I think this shows a very low public spirit. Dietz: At the first meeting of the City Council and the Chamber of Commerce, Ledbetter volunteered for the job to help with the pier. Now how can you vote against it? Ledbetter: No. Dimm: vJould ~you now change your vote? The Mayor declared the meeting adjourned.
