Ledbetter dated August 1, 1969 requesting a street light to be installed between Park Avenue and Snider Street on the west side of Highway #1 or State Road 5. Councilman Dimm: month or two ago. I think that~ the same re~uest we had a We were going to investigate it. Mayor Cairnie: Yes. Councilman Ledbetter: That is the same thing I put a motion in a month or so back. We were going to investigate, maybe the reason there~ been no investigation on it, there isn't any possums and snakes to crawl across U.S.I. There are some of the others that have been added ~ over various parts of the town and I think that we should either stagger the lights or put some additional lighting along there, and if its to big of a request you can wad it up and throw it in the waste basket. Councilman Dimm: I thought it was to be taken up with the State Highway Department. Councilman Ledbetter: The State Highway doesn't control the lights on that. The City of Edgewater controls them. Councilman Dietz: What happened to the investigation that we asked for. Did you find out anything, Bill? Did you ask them about it? -2- ~ C) Q o Mayor Cairnie: No, because I havenlt seen anyone from the Florida Power and Light Company recently. Councilman Dietz: I still think weld have to find out if we can do it or not. Are the poles over there sufficient to do it? Councilman Ledbetter: Yes, there's poles over there. Councilman Dietz: Sufficient to handle high tension? Mayor Cairnle: I think that lid recommend that this be turned over to the Councilmen to review this situation. Councilman Ledbetter: No Mayor, 1111 tell you, I made the motion for the lights on that Pine Bluff and Snider Street and I think I made the request which was normal and I donlt feel like being its from my wife that I should be the one, only one to say anything about it. Councilman Dietz: Well then, I tell you what 1111 do, 1111 make a motion that we table this with the provision that the Mayor will look into it and get with the Power & Light Company and see what it entails and see what we have to do. Then have him report back at the next meeting. Is that fair enough Dave? Mayor Cairnie: You make that as a motion? Councilman Ledbetter: It will die like it did before. Mayor Cairnie: No, this is a motion.this time. I think yours before died of a lack of a second, if I remember right. A Motion was duly made by Councilman Dietz, second by Councilman Dimm to have the Mayor investigate the possibilities of install- ing a light between Park Avenue & Snider Street and checking with the Power Company and see what can be worked out and reporting back to the City Council. The Motion Upon roll call vote CARRIED. Councilman Dimm: While you Ire checking that, you may look around the Post Office' ~ll5f_ too and see if you need any there also. Mayor Cairnie: Yes, 1111 do that. A LETTER of resignation for Betty E. Martz effective August 12, 1969 due to.the fact that her Husband has been transfert.ed- and she is going to join him. Mayor Ca;rn;e: We certainly hate to see Betty leave us, but on the other hand I certainly don't blame her. A Motion was duly made by Councilman Dimm, second by Councilman Dietz to accept the above resignation with deep regrets. THe- Motion upon roll call vote CARRIED. -3- ~ o o o ORDINANCES ORDINANCE NO. 631. AN ORDINANCE REPEALING ORDINANCE NO. 550 AND ORDINANCE NO. 285 OF THE CITY OF EDGEWATER, FLORIDA RELATING TO TRAILER PARKS AND ADOPTING AN ORDINANCE RELATING TO MINIMAL REQUIREMENTS FOR TRAILER PARKS OR MOBILE HOME PARKS WITHIN THE CITY OF EDGEWATER, FLORIDA, AND SETTING FORTH AN EFFECTIVE DATE. The above Ordinance was read by City Attorney Charles A. Hall. Councilman Dimm: One question on that. Back to section one there, in the beginning, where he started reading. Streets and Park area. Mayor Cairnie: To be not less that 18 feet wide, a double lane and a black top or topped with other suitable topping. A one way street not to be less than 9 feet. Councilman Dimm: I wanted to get the 9 feet street. Councilman Ledbetter: And other suitable topping now that means a man can use lime-rock or he can use shell and spray it with hot asphalt, is that right? Att. Hall: If the City Council approved that. Mayor Cairnie: We had quite a discussion on that during the week. It would be up to the City Council to determine what is suitable. Dave McAllister: Mr. Mayor, may I ask a question? They make a handbook on paving and grating and if you wanted to you can adopt that and use that as a ~uide rul~ it will take a lot of load off of the individual. They make certain specifications for certian kind of jobs. If you had regulations set down guiding that it would make it easier. Councilman Dietz: Is the code book available. Dave McAllister: Yes, the State Road Department puts out the code book and they give you all types of asphalt types. Mr. Armstrong: We adopted that five years ago. Mayor Cairnie: I mean for road construction in trailer parks, Dana. Mr. Armstrong: Any roads in Edgewater. Mayor Cairnie: I think that somewhere in the ordinance they should have a provision for adequate drainage facility. A Motion was duly made by Councilman Dimm, second by Councilman Dietz to adopt the above ordinance as written. The Motion upon roll call vote CARRIED. A Motion was duly made by Councilman Dimm, second by Councilman Dietz to waive the second~reading. The Motion upon roll call vote CARRIED. -4- ~ o <; H U RESOLUTIONS RESOLUTION NO. 299. A RESOLUTION APPOINTING AND DESIGNATING ANNABELLE DOROTHY JACKSON AS DEPUTY CLERK FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA AND SETTING FORTH HER DUTIES AND COMPENSATION. The above Resolution was read by City Attorney Charles A. Hall. A Motion was duly made by Councilman Dimm, second by Councilman Dietz to adopt the above Resolution employing Annabelle Jackson. The Motion upon roll call vote CARRIED. OLD BUSINESS NONE NEW BUSINESS PROCLAMATION Be it proclaimed by the City Council of the City of Edgewater, Florida: That on behalf of the citizens of Edgewater, Florida the City Council hereby wishes to express its pride in the recent accomplishment by the United States of landing men on the moon and returning them safely to earth, and the City Council on behalf of the citizens of Edgewater extends its appreciation to those residents of Edgewater, who, through thei'r employment at the Kennedy Space Center, and their efforts and dedication, contributed so much to this historic achievement. Dated this 4th day of August A.D., 1969. A Motion was duly made by Councilman Norman, second by Councilman Dietz to adopt the above Proclamation as read. The motion upon roll call vote CARRIED. Q o o BID NUMBER III From Halifax Dock & Bulkhead Company The amount of the bid was ------------------------- $6,950.00 A Motion was duly made by Councilman Dimm, second by Councilman Dietz to accept the lowest bid subject to meeting specifications and subject to the contractor entering into an agreement with the City. The motion upon roll call vote CARRIED. Councilman Ledbetter voted NAY. MISCELLANEOUS Mr. Armstrong: Mr. Mayor, you know next month school is going to start again and live done a little research since the School Board has instituted a commuter service by school bus for the children west of the railroad in Florida Shores. I found that /thye have two pick-ups east of the railroad and two west which the children have to go to a designated spot in order to be picked up and in the vicinity of Mango and Indian River Blvd. There is quite a number of children that will be picked up at that designated point. Now Mango Tree Drive is a paved street and the south east corner of Mango Tree Drive is vacant property for quite a few lots down. In otherwords, there is a house just west of Mango, four lots from the corner, but nothjng close to the corner there on Mango and Indian River Blvd. Now live drawn a little sketch of that which 1111 pass up there to you. The 18 feet of paved street leaves 11 feet of off street parking on each side of the street. Now it only takes 51 by 8' for a school bus shelter or a stop for the children to get under in case it rains. Now if the Mothers who haul the children to those designated spots ~eave them off or th~walk or ride their bicycles or what have you, are out in the rain and all kinds of weather. Now this is a City street right of way. I~s 40' wide. The City is only utilizing 401 of it and on a temporary basis until the property owner who happens to be Mr. Magnason, who happens to own the Florida Shores home/pr.operty setting back- from the stop sign at Indian River Blve or approximately 40 or 50 feet. The City can look this over and if they find that they can or will consider these children and the weather they will be in by errecting this school bus shelter, which is quite inexpensive as far as that part is concerned and it could be on a basis by which the Power Company can give you a couple of dead men to screw in the ground and fasten it down with chrome buckles to make it safe and be on a portable basis, so if necessary we can p~ck it up and move it to another spot if the school board should change thetr plans and pick up in another place. Now some of the neighbors over there and I have talked about this and if the City is short of money, we will build it. All we want is the right to put it there. Mayor Cairnie: I think thatls a very fine suggestion. Mr. Armstrong: I~s inexpensive and i~s something we can do to keep the children out of bad weather. Mayor Cairnie: Is there any other locations in the City with a similar situation? Mr. Armstrong: There are numerous, but this particular place, there's no where for them to shelter. -6- '-v. . A Motion was duly made by Councilman Norman, second by Councilman Ledbetter to put out for bids. The motion upon roll call vote CARRIED. Mayor Cairnie: Thank you Dana. It was very fine of you to bring this to our attention. Chief Heath: Mr. Mayor. I believe we saw a piece in the paper last year where they were going to let the County Commission put up a red light down there at the school crossing, which would be turned on and off during the school hours. I would like for you to call the County Commissioner and see if he could put that up down the~within the next month. That would be a great help at the crossing during school. Mayor Cairnie: We111 do the County Commissioners have the authority on that or would it be the State. Att. Hall: Is this on U.S.I? Chief Heath: Yes. Att. Hall: Theyld have to get the States permission on that and 11m sure they could do that. Mayor Cairnie: 1111 check with the County Commissioners. There being no further business a Motion was duly made by Councilman Dimm, second by Councilman Dietz that the meeting be adjourned. The Motion upon roll call vote CARRIED.
