The regular meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie at 7:30
P.M., June 16, 1969.

A Motion was duly made by Councilman Ledbetter, second by
Councilman Norman to accept the minutes from the Regular
Meeting of June 2, 1969. The motion upon roll call vote
CARRIED. Councilman Dimm and Councilman Dietz Abstained.

A LETTER from John D. Swartz dated June 9, 1969 requesting a
street light at the corner of Juniper and 20th Street.
A Motion was duly made by Councilman Dimm, second by Councilman
Dietz to grant the errection of a street light at the corner of
Juniper and 20th Street. The Motion upon roll call vote CARRIED.
A LETTER from the Board of Edgewater Public Library dated
June 5, 1969 recommending Mrs. Kenneth Mavis of Florida Shores
to the Edgewater Library Board in place of Mrs. Margaret
Swinehart who resigned.
Mayor Cairnie: We'll hold this until the resolution.
A LETTER From David L. Wiggins, Sr., Chairman of the Edge\'Iater
Zoning Board in reference to the parcel of land formerly used
by Floreco Crab Company, Edgewater, Florida. They were asking
the Council to put into effect the second portion of Ordinance
No. 219-Section 2-Paragraph (p). Which reads as follows:
IIWhen a non-conforming use has been discontinued for a period
of 120 days, it shall not be re-established and future use shall
be in conformity with this ordinancell.
Councilman Dimm: Before you put back this, I would like to
ask a question. I noticed your language there says you put in
force. Now lid like a resolution putting back in force the
number of that piece of land under the Ordinance 219.

Mayor Cairnie: Suggest that you put into effect the second
portion of Ordinance Number 219.
Councilman Dimm: All right, how are you going to put it into
effect?
Mayor Cairnie: Dave you have checked this out pretty thoroughly,
can you explain it to us?
Mr. Wiggins: What it means is that you are to notify the owners
that the property has been placed back to its original zoning.
That is residential.
Councilman Dietz: You mean to notify the owners by letter?
Mr. Wiggins: Yes.
Mayor Cairnie: I think the Zoning Board is just following out
Ordinance 219.
A Motion was duly made by Councilman Dimm, second by Councilman
Dietz to write the owners that the property has now been converted
back to residential zoning. The Motion upon roll call vote CARRIED.
A LETTER from the Department of the Army dated June 11, 1969
stating: "There is ~nc10sed a Department of the Army permit
authorizing you to perform the work specified therein in
accordance with the plans shown on the drawings attached
thereto. This permit is issued under the provisions of the
Federal laws for the protection and preservation of the navigable
waters of the United States. These laws provide that after
proposed work has been approved by issuance of a Department of
the Army permit, IT SHALL NOT BE LAWFUL TO DEVIATE FROM SUCH
PLANS EITHER BEFORE OR AFTER COMPLETION OF THE WORK.
A Motion was Duly made by Councilman Dimm, second by Councilman
Dietz to put out for bids on the Park & Pier now that we have
the permit and okay from the Army. These bids are to be returned
by July 7,.1969 at 4:00 P.M. The Motion upon roll call vote
CARRIED.
A LETTER from the City Planning Board dated June 16, 1969
regarding the Park & Pier. They stated that they feel that the
Park & Pier is in urgent need of a sea wall, do to the decaying
of logs on the south edge and erosion on the east end. They
approximated that 775 feet of retainer wall would be necessary
to take care of this situation.
A Motion was duly made by Councilman Dietz, second by Councilman
D1mm to table this request until they can study the budget for
next year. The Motion upon roll call vote CARRIED.
A LETTER from the Board of County Commissioners, Vo1usia
County dated June 6, 1969 regarding the apointment of one of
our Councilman to the Centralized Purchasing Study Committee
if we wish to participate.
A Motion was duly made by Councilman Ledbetter, second by Councilman
Dietz to have the Mayor participate as the member of the Committee,

A LETTER from the EDGEWATER ZONING BOARD dated June 12, 1969,
regarding the sign for Chimera Enterprises.
Mayor Cairnie: Weill hold this until the Ordinance.
ORDINANCES
Ordinance No. 630. AN ORDINANCE APPROVING THE RECOMMENDATION
OF THE EDGEWATER ZONING BOARD PERTAINING TO THE APPLICATION OF
CHIMERA ENTERPRISES FOR PERMISSION TO ERECT A BILLBOARD, AND
GIVING AND GRANTING UNTO SAID CHIMERA ENTERPRISES A VARIANCE
OF THE PROVISIONS OF SECTION 2 OF ORDINANCE NO. 96, AND ANY
OTHER ORDINANCE OR ORDINANCES IN CONFLICT WITH THE VARIANCE, AND
PROVIDING AN EFFECTIVE DATE THEREFOR.
The above ordinance was read by City Attorney Charles A. Hall.
A Motion was duly made by Councilman Ledbetter, second by
Councilman Dimm to accept and adopt the above Ordinance. The
Motion upon roll call vote CARRIED.
RESOLUTIONS'
RESOLUTION NO. 293. A RESOLUTION APPOINTING MRS. KENNETH
MAVIS TO REPLACE MRS. MARGARET SWINEHART AS A MEMBER OF THE
EDGEWATER LIBRARY BOARD AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above resolution was read by City Attorney Charles A. Hall.
A Motion was duly made by Councilman Ledbetter, second by Councilman
Dimm to accept the above resolution and the Motion upon roll
call vote CARRIED.
A Motion was Duly made by Councilman Dimm, second by Councilman
Norman to waive the second reading of the above resolution. The
Motion upon roll call vote CARRIED.
RESOLUTION NO. 294. A RESOLUTION URGING THE UNITED STATES
CONGRESSIONAL DELEGATION FROM FLORIDA TO SEEK THE CONSTRUCTION
AND ESTABLISHMENT OF A VETERANS ADMINISTRATION HOSPITAL IN THE
SAMSULA AREA IN VOLUSIA COUNTY, FLORIDA.
The above resolution was read by City Attorney Charles A. Hall.
A Motion was Duly made by Councilman Ledbetter, second by
Councilman Norman to adopt the above Resolution and the Motion
upon roll call vote CARRIED.
OLD BUSINESS
Councilman Dimm: At the last meeting you read a letter from
Shirly Clark requesting a street light in Florida Shores and
the motion was made by Councilman Ledbetter to table this until
the next meeting, I believe. Could I give him a chance to
bring it up again before we go to new Business?
Councilman Ledbetter: I withdraw the motion.

Councilman Dimm: You withd~aw the motion. Then I make such
a motion at this time, that we grant the~light to Mrs. Clark
at whatever address it is in Florida Shores. I donlt have it

A Motion was Duly made By Councilman Dimm, second by Councilman
Dietz to grant the street light on Orange Tree Drive. The
Motion upon roll call Vote CARRIED.
Councilman Ledbetter: 11m going to make a motion to get some
lights on the West end of USI at Pine Bluff Street and Snider.
Councilman Dimm: Pine Bluff and Snider. Thats one block where
the Post Office is. Doesnlt it have to go through the State
Highway Department? Is that the lights on the Highway?
Councilman Ledbetter: Yes.
Councilman Dietz: Dave, why donlt you make a motion for a
study on that and to get permission from the State Highway so
we can look into it?
Councilman Ledbetter: Well, live asked about that here several
times and I always get the run around on it, so 1111 think lid
rather put it in the form of a motion then if it dies right
then from the lack of a second, then I don't have to be surprized
on it.
Councilman Dietz: Well 1111 second the motion for a study but
we should find out what it is going to cost us to put them up.
There is no poles.
Councilman Ledbetter: It won't cost anymore to put lights up
on the west of USI down there to Pine Bluff Street to the Post
Office, then it does to put one up in Florida Shores Mr. Dietz.
A Motion was Duly made by Councilman Ledbetter, second by
Councilman Norman to establish lights on the Corner of Pine Bluff
and Snider Streets. Councilmen Norman and tedbetter voted YEA.
Councilmen DIMM, and Dietz and Mayor Cairnie voted NAY. The
motion upon roll call vote DID NOT CARRY.
A Mrition was Duly made by Councilman Norman, second by Councilman
Dimm to make a study of the lights needed around the Post Office.
The Motion upon roll call vote CARRIED.
Certification of the bids received for the purchase of Fire
Equipment was read by the City Clerk, Elsie L. Ward.
