The regular meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie at 7:30
P.M., May'5, .1969;

A Motion was duly made by Councilman Dimm, second by Councilman
Norman to accept the minutes from the Regular Meeting of April
21, 1969. The motion by roll call vote CARRIED.

COMMUNICATIONS
A letter from South Florida Natural Gas Company dated April
30,1969 regarding a 2 3/811 O.D. welded steel gas pipe line
on the bridge crossing the canal at North Palmetto and the
North City limits of Edgewater.
Councilman Dimm: I don't see any objections to it. They have
to have it.
A Motion was duly made by Councilman Dimm, second by Councilman
Norman to :grant~ permission for the gas pipe line to South
Natural Gas Company and the Motion upon roll call vote CARRIED.
ORDINANCES
ORDINANCE NO. 629. AN ORDINANCE AUTHORIZING THE EXTENSION OF
WATER AND SEWER SERVICE TO PROPERTY OWNED BY ROSS O. SULLIVAN
AND LYING OUTSIDE THE CORPORATE LIMITS OF THE CITY OF EDGEWATER,
FLORIDA FOR THE PURPOSE OF PROVIDING SAID PROPERTY WITH WATER
AND SEWER SERVICE DESIGNATING THE AREA OR TERRITORY TO BE
INCLUDED IN SAID WATER AND SEWER SERVICE, PROVIDING THAT NO
MORTGAGE REVENUE CERTIFICATES OR DEBENTURES WILL BE ISSUED TO
PAY FOR SAID EXTENSION, AND PROVIDING FOR PAYMENT OF COST OF
SIAD EXTENSION, AND PROVIDING AN EFFECTIVE DATE.

Councilman Dietz: Is there a contract that enters into this?
Attorney Hall: Yes, there is an agreement that has to be signed.

Dimm to adppt the above Ordinance and the motion upon roll call
vote CARRIED. Councilman Ledbetter voted Nay.

RESOLUTION NO. 290. A RESOLUTION AMENDING RESOLUTION NO.
275 SO AS TO AUTHORIZE THE INCREASE IN SALARY OF PATROLMAN
EVERETT A..MARTIN FROM $400 PER MONTH TO $435 PER MONTH AND
PROVIDING AN EFFECTIVE DATE THEREFOR..
The above resolution was read by City Attorney Charles A. Hall.
A Motion was duly made by Councilman Norman, second by Councilman
Ledbetter to adopt the above resolution and the motion upon roll
call vote CARRIED.

RESOLUTION NO. 291. A RESOLUTION REJECTING THE BID OF MARVIN
L. MODLIN FOR A SURPLUS SCRAPER HERETOFORE ADVERTISED BY THE
CITY~
The above Resolution was read by City Attorney Charles A. Hall.
A Motion was duly made by Councilman Dimm,.second by Councilman
Norman to adopt the above resolution and the motion upon roll
call vote CARRIED.

A Motion was duly made by Councilman Norman,.second by Counci1ma~
Ledbetter to authorize City Engineers to advertise for bids
on the proposed drainage from Park Avenue North to The City Limits.

Councilman Dimm: If we authorize the City Engineers will
we be liable for the expense whether or not we accept the
bids?
Mayor Ca~rnie: Yes.
Councilman Dimm: Due to the past experience on this project,
I would like to have a letter from the Engineers telling the
City that this is their suggestion.
Mayor Cairnie: They have already done that. They have given
us a letter on their suggestions on how to take care of the
drainage.
Councilman Dietz: Did they object to the other proposals?
Councilman Dimm: We had two plans for the^^.
Councilman Dietz: Did they give us a letter of rejection on
that?
Mayor Cairnie: No.
Councilman Dietz: We are talking about the box culverts.
Councilman Norman: Welre saying that if we use the box culverts
we then want them to write us a letter saying that it was fHK.ID.
Councilman Dimm: 11m perfectly willing to forget that and go
along with their plans, but I would like it for future reference
so that a case doesnlt come up like it did sometime back when
we had the discussion in hereand the Engineers were here and
they said that they wanted it one way but the City insisted on
doing it another way.
Councilman Norman: In otherwords you want their written
recommendations?
Councilman Dimm: Yes, that this is their recommendation that
they want to do it. This way it takes us off the hook. There's
no problem getting that is there?
A MOTION was duly made by Councilman Dimm, second by Councilman
Dietz to advertise for bids on a new tractor with front end
loader, power take-off and mower attachments and with the under-
standing that they pick up ~ l' I _r~r specifications at the
City Ball and that the bids are to be returned by 4:00 P.M. June
2, with trade-in on the old tractor and mower. The Motion
by roll call vote CARRIED;
CITY CLERK, Elsie L. Ward read the bids for the sale of the
old addressograph and verifax copier.
THERE was only one bid received, this was from Mrs. Hill for
the addressograph only and the bid was for $35.00

A Motion was duly made by Councilman Ledbetter, second by
Count1man Norman to reject the bid from Mrs. Hill. The motion
by roll call vote CARRIED.
MISCELLANEOUS
Mr. Martin Stuck: Has Banyon Drive been taken care of? What
is the situation on that?
Mayor Cairnie: We had a talk with Mr. Saxon on Banyon Drive and
he will not touch it until 1-95 comes in.
Mr. Stuck: Was this in the past two days??
Mayor Cairnie: ~No, it was a week ago.
Mr. Stock: 11m just wondering if youl~e already scratched it
or just what exactly the situation is.
Mayou Cairnie: He said he didn't prefer to touch Banyon Drive
unit1 1-95 is put in on account of the grade levels.
Councilman Dietz: He also stated it would take $8,OOO~OO to
pave that street.
Mr. Stuck: He and I had quite a little discussion on that and
he promised to come back with an engineer. Two men surveyed
this this afternoon.
Councilman Dietz: Well of course we don't know about that.
Counci1man.Dimm: Let me say this to help you straighten out
the situation a little Bit. On April the 23rd. we did survey
the town ourselves, that is the Councilmen and the Mayor and
we looked at that street along with various others and we have
a program that we would like approved. Now we have to have a
meeting with Mr. Saxon to see if we can sell him this program and
he objected to that Banyon Drive because of the expense but,
if he is surveying and looking at it again its still on the agenda
and hasn't been crossed off and that~ all I can tell you at this
time. Can we announce that meeting?
Mayor Cairnie: After we have a talk with Mr. Saxon to see if
he will give us the whole paving program that we have outlined,
then we will have a pub1i~ meeting and tell the people what roads
are going to be paved.
MAYOR CAIRNIE: I have a Proclamation I would like to read.
Wher-eas in recognition of the American Legion Poppy Day sponsored
locally by our unit Number 285 American Legion Auxillary and
whereas the proceeds of this worthy fund raising campaign are used
exclusively for the benefits of the disabled veterians and their
families. I therefor as the Mayor of the City of Edgewater,
Florida do proclaim May 9th and 10th for Poppy sales in the City
of Edgewater.

Councilman Dimm, second by Councilman Dietz to adjourn the
meeting. The Motion upon roll call vote CARRIED.
