OFFICERS REPORTS Certification of Posting of November 18, 1968 Certification of Posting of November 22, 1968 COMMUNICATIONS A letter dated November 20, 1968 from Thomas B. Loveland of Loveland Groves Inc. Mr. Loveland has requested permission to errect a sign on Mr. Harold McClane's property on U.S.#l. Motion was duly made by Councilman Norman, second by Councilman Dimm this letter referred to the Zoning Board as per Mr. Hall1s suggestion. Being no objections motion by roll call vote CARRIED. A letter dated November 26, 1968 from the Business & Professional Women's Club stated the Telephone Reassurance program daily checks on elderly individuals living alone or younger persons who are disabled. It is a free service inaugurated by the Volusia County. Citizens Advisory Council on Aging, Inc. A letter of resignation dated November 27, 1968 of Deputy Clerk ,Gail V. Alderman effective December 6,1968. Motion was duly made by Councilman Norman second by Councilman~ Dimm to accept the above resignation and by roll call vote CARRIED. ORDINANCES ORDINANCE NO. 618. AN ORDINANCE PROCLAIMING THE CITY OF EDGEWATER, FLORIDA TO BE A WILD AND GAME BIRD AND FOWL SANCTURY, PROHIBITING THE SHOOTING OF OR HARMING OF WILD AND GAME BIRDS AND FOWLS, AND PROVIDING AND EFFECTIVE DATE THEREFOR. The above Ordinance was read by City Attorney Charles A. Hall. Motion was duly made by Councilman Norman second by Councilman Dimm that the City of Edgewater be declared a Bird & Wild Life Sanctuary and by roll call vote CARRIED. Motion was made by Councilman Norman second by Councilman Dimm to waive the second reading of the above Ordinance and by roll call vote CARRIeD. ORDINANCE NO 617. AN ORDINANCE AMENDING SECTION 3 OF ORDINANCE NO.611 BY ADDING SUB-SECTION (m) DEFINING MOTEL, AND AMENDING SECTION 4 OF ORDINANCE NO 611 OF THE CODE OF ORDINANCES OF THE CITY OF EDGE- WATER, FLORIDA PERTAINING TO GARBAGE AND TRASH MONTHLY ..RATES TO BE CHANGED MOTELS, AND PROVIDING AND EFFECTIVE DATE THEREFOR. The above Ordinance was read by City Attorney Charles A. Hall. Mayor Cairnie stated it was a hard-ship on the motels to be classed as multiple dwellings in the orginal Ordinance. Mr. Hall said in order to add motels the whole Ordinance had to be amended. Mayor Cairnie assured all present the Ordinance had not been altered in any other way. Motion was duly made by Councilman Norman second by Councilman Dimm this Ordinance be adopted' and by roll call vote CARRIED. Motion was made by Councilman Dimm second by Councilman Norman to waive the second reading of the above mentioned Ordinance. two I, u { o o " u RESOLUTIONS NONE OLD BUSINESS NONE NEW BUSINESS Certification of Insurance bids received was read by City Clerk, Elsie L. Ward. The only bid received was from Insurance Company of North American, Mr. J. E. Tumblin, Agent. in the amount of Seven Thousand Four Hundred Dollars and forty-five cents. for a one year policy and a savings of approximately Six Hundred Fifty Dollars on a three year policy payable annually. . Councilman Dimm ask Mr. Tumblin how much last years policy was. Mr. Tumblin cou~dn't remember. Mr. Hall said there was nothing in the Charter objecting to the City taking a three year policy. Councilman Dimm ask Mr. Tumblin if it was the policy of other small Cities to have more than one year insurance policy and was answered YES. Motion was duly made by Councilman Dimm second by Councilman Norman that the City of Edgewater accept the three year insurance bid with North American, and by roll call vote CARRIED. Mayor Cairnie suggested that Mr. Tumblin meet with City Clerk Elsie L. Ward to work out necessary details. MISCELLENEOUS Motion was made by Councilman Norman second by Councilman Dimm a donation up to One Hundred Dollars be made toward the annual Chi1drens Christmas Party and by roll call vote CARRIED. Mayor Cairnie ask for a few words from Police Chief C.W. Heath regarding the bad trafficoaccident November 26, 1968. Chief Heath stated that the New Smyrna Police Department was very co-operative as were the Edgewater Volunteer Fire Department and the Florida Highway Patrol. There was a total damage of about Fifty Thousand Dollars. The truck driver has severe head and neck injurys and has been transferred to St. Luke's Hospital in Jacksonvill. A motion duly made by Councilman Norman second by Councilman Dimm for the City to write a letter of appreciation to Chief Ferriea and there was no objections. Councilman Dimm ask how the City was getting along with the Christmas lights. Mr. Pete Ream said they expected them to be turned on by December 6, 1968. three t~ II , . o o '" V Mayor Cairnie explained about the City Directory that was in the process of near publication. Mr. Fred Garlic said the Directory was a fine idea but he ididn't like the man that was in charge. He was very mean to the public. His only payment was from the advertisements. He would call the people by phone and become very nasty about payment, he wouldn't go personally to see the people. Mr. Garlic said he didn't approve of his methods or that he was the one in charge. ' Mayor Cairnie said that was his problem to collect and not that of the City Council. Mrs. Nora Gillespie said the Christmas pagent will be December 11, 1968 at 7:30 P.M. in the New Smyrna Jr. High School Auditorium. Mr. Mosher said the Board of Governors would like to see the Flag at City Hall at night with a light in honor of our Service Boys. The' Board of Governors would do all the work on the lights. Permission was granted by Mayor Cairnie. There were no objections.
