REGULAR MEETING OF THE CITY
COUNCIL OF THE CITY OF EDGEWATER, FLORIDA
HELD NOVEMBER 4, 1968
The Regular Meeting of the City Council of the City of Edgewater,
Florida was called to order by Mayor William H. Cairnie at 7:30
P. M. November 4, 1968.

COMMUNICATIONS
A letter was read by the City Clerk from Magnuson Corp. regarding
rezoning certain lots in Florida Shores 7th Addition from
residential to multi-family dwe~lings.
Councilman Dimm made a motion to refer this letter to the Zoning
and Planning Board. Motion was duly second by Councilman Dietz
and by roll call vote CARRIED.
Mayor Cairnie announced that the New Smyrna Beach Police
Department was conducting a school November 4, thru 8, 1968
comprised fo Proper Patrol Techniques, Traffic Violation,
Citation Writing and Traffic Signals and Directions. The
Edgewater Patrolmen are attending this school.
ORDINANCES
ORDINANCE NO. 613 RAISING THE SALARY OF DUPUTY CITY CLERK SUE
BLACKWELL TO THE SUM OF $275.00 PER MONTH, AND PROVIDING AND
EFFECTIVE DATE THEREFOR.
Motion was duly made by Councilman Norman, second by Councilman
Dietz this Ordinance be adopted and by roll call vote CARRIED.
Motion to waive second reading of th;.s Ordinance was made by
Councilman Dimm, second by Councilman Dietz and by roll call
vote CARRIED.

ORDINANCE NO. 614 RAISING THE SALARY OF ALVIN W. SHIPPEE
SUPERINTENDENT OF THE STREET DEPARTMENT AND SUPERINTEDENT
OF THE GARBAGE AND TRASH DEPARTMENT, TO THE SUM OF $5,200.00
PER YEAR, AND PROVIDING AND EFFECTIVE DATE THEREFOR.
The above Ordinance was read by City Attorney Charles A. Hall
and upon motion duly made by Councilman Dimm, second by
Councilman Norman this Ordinance be adopted and by roll call
vote CARRIED.
Motion was duly made by Councilman Dimm, second by Councilman
Norman we waive the second reading of the above Ordinance and
there were no objections.
ORDINANCE NO 615 RAISING THE SALARY OF ELSIE L. WARD, CITY
CLERK FOR THE CITY OF EDGEWATER, FLORIDA AND PROVIDING AN
EFFECTIVE DATE THEREFOR.
The above Ordinance was read by City Attorney Charles A. Hall
and upon motion duly made by Councilman Dimm, second by
Councilman Norman this Ordinance be adopted and by roll call
vote CARRIED. Motion was duly made by Councilman Dimm,
second by Councilman Norman we waive the second reading of the
above Ordinance and there were no objections.
ORDINANCE NO. 616 RAISING THE SALARY OF SIGURD OHRWALL AND OF
KENNETH G. COOPER OF THE SEWER DEPARTMENT AND OF HENRY I.
MIDKIFF OF THE WATER DEPARTMENT OF THE CITY OF EDGEWATER,
FLORIDA, AND PROVIDING AN EFFECTIVE DATE THEREFOR.
The above Ordinance was read by City Attorney Charles A. Hall
and upon motion duly made by Councilman Dietz, second by
Councilman Dimm this Ordinance be adopted and by roll call
vote CARRIED. Motion was duly made by Councilman Diet~,
second by Councilman Dimm we waive the second reading of the
above Ordinance and there were no objections.
RESOLUTIONS
RESOtU[DON0NOL261 APPOINTING AND DESIGNATION VARIOUS MEMBERS
OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA AS
COORDINATORS TO THE VARIOUS DEPARTMENTS AND FUNCTIONS OF THE CITY,
FOR A PERIOD OF ONE YEAR, AND PROVIDING AN EFFECTIVE DATE
THEREFOR.
The above Resolution was read by City Attorney Charles A. Hall
and upon motion duly made by Councilman Norman, second by
Councilman Dietz this Resolution be adopted and by roll call
vote CARRIED.
RESOLUTION NO. 262 APPOINTING OFFICERS OF THE VOLUNTEER FIRE
DEPARTMENT FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA.

and upon motion duly made by Councilman Norman, second by
Councilman Dietz this Resolution be adopted and by roll call

RESOLUTION NO. 263 SETTING FORTH A MINIMUM STARTING SALARY FOR
REGULAR FULL TIME POLICEMEN TO BE HIRED BY THE CITY OF EDGEWATER,
PROVIDING FOR AN AUTOMATIC RAISE IN PAY AFTER A PROBATIONARY
PERIOD, RAISING THE PAY OF ALL POLICEMEN CURRENTLY EMPLOYED BY
THE CITY OF EDGEWATER, FLORIDA, AND PROVIDING AN EFFECTIVE DATE
THEREFOR.
The above Resolution was read by City Attorney Charles A. Hall
and upon motion duly made by Councilman Norman, second by Council-
man Dietz this Resolution be adopted and by roll call vote CARRIED.
RESOLUTION NO.264 DECLARING THE RESULTS OF THE ELECTION BY THE
CITY COUNCIL OF A VICE MAYOR AND THE SELECTION OF AN ACTING
MAYOR BY THE CITY COUNCIL, IN COMPLIANCE WITH THE CHARTER OF THE
CITY OF EDGEWATER, FLORIDA.
The above Resolution was read by City Attorney Charles A. Hall
and upon motion duly made by Councilman Dietz, second by Councilman
Norman this Resolution be adopted and by roll call vote CARRIED.

Motion was duly made by Councilman Dietz, seconded by Councilman
Dimm to have City Attorney Charles A. Hall draw up a Resolution
accepting the Board of Governors resignations of the following
members :
C. E. Mosher
John E. Brooks
Troy Reynolds
Lauretta M. Shafer
Ethel A. Wasserott
Mr. Lodico, "Why fire the Board of Governors, and then hire them
allover again?" And look at all the work they do around here they
don't get paid for, what about that?"
Councilman Dietz, "Each Councilman will appoint a member and if any
old members want to come back, they will be reappointed."
By roll call vote the motion CARRIED. Mayor Cairnie voted nay.
MISCELLANEOUS
Mr. Jake Lodico, "Why is Councilman Ledbetter head of the Park
and Pier? He's not here, dose he know about this?" Councilman
Dietz, "W-e had 'a~me-e--t-i-ng which he attended, and this arrangement-
was agreeable with all present."

Mr. Lodico, "Why did they quit? Just what is the big ati'gument?"
Councilman Dietz, "I don't think the Allstates Club and Coffee
Break group should have to pay for the use of the Community
Center because they are nonprofit organizations and have no
money comming in."
Mr. Maxwell. ,"lf one organization is required to pay, there
should be no exceptfori .. Isn't that what Mr. Hall said in the
beginning?" Councilman Dietz, lilt is closed to closed organizations
such as the Garden Club & V.F.W., but this is a Commumity
Center for the Community of Edgewater. It gives those old
people a lot of pleasure. You should come and have coffee with
them some time. They are the only two (2) organizations I will
fight for."
Mr. Walls, "Will the Fire Department have to pay for the use of
the Hall?" Councilman Dietz, "They have their own bliilding."
Mr. Walls, "There will have to be a few repairs on the Library.
Water is seeping through the wall. II Mayor Cairnie, liThe contract
does not say the building had to be sealed. It has been turned over
to Mr. Hall and will be taken care of."
There being no further business motion was made by Councilman
Dietz, second by Councilman Norman the meeting be adjourned and
there were no objections.
