The Regular Meeting of the City Council of the City of Edgewater,
Florida, was called to order by Vice Mayor Jacob Lodico at 7:30
P.M., Monday, October 19, 1970.

APPROVAL OF MINUTES
A motion was duly made by Councilman Ledbetter and seconded by
Councilman Dietz for approval of the minutes of the Regular
Meeting of October 19, 1970, and Special Meetings of October 8, 1970
and October 9, 1970. Upon roll call vote, said motion CARRIED.

COMMUNICATIONS
A letter from Florida Water & Pollution Control Operators Assoc.,
stating that the City of Edgewater's wastewater treatment facility
has been selected to receive an Award of Honor was read by the
City Clerk, Elsie L. Ward.
They asked that Mr. Paul Ream or a representative be present at the
21st Annual Conference Awards Luncheon to receive the award certificate.
Councilman Dietz duly moved to send Mr. Ream to the Luncheon. Said
motion was seconded by Councilman Fuga~e. Upon roll call vote, said
motion CARRIED.
ORDINANCES
ORDINANCE NO. 668: AN ORDINANCE APPROPRIATING
REVENUE TO BE COLLECTED FOR THE WATERWORKS AND SEWER SYSTEM OF THE
CITY OF EDGEWATER, FLORIDA, FOR THE FISCAL YEAR BEGINNING NOVEMBER
1970, AND ENDINg OCT6BER 31, 1971, TO THE VARIOUS ITEMS OF THE
WATERWORKS AND SEWER SYSTEM BUDGET.

The Second Reading of the Ordinance stated above was read by City
Attorney Charles Hall.
Councilman Dietz duly moved for adoption of said Ordinance, said
motion being seconded by Vice Mayor Lodico. Upon roll call vote,
said motion CARRIED.
ORDINANCE NO.670: AN ORDINANCE AMENDING SECTION 2
OF ORDINANCE 635, THE SAME BEING AN ORDINANCE APPROPRIATING REVENUES
TO BE COLLECTED FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA FOR
THE FISCAL YEAR BEGINNING NOVEMBER 1, 1969 AND ENDING OCTOBER 31, 1970
TO THE VARIOUS ITEMS OF THE CITY BUDGET.
The Ordinance stated above was read by City Attorney Charles Hall.
Councilman Dietz duly moved for adoption of said Ordinance, said
motion being seconded by Councilman Fugate. Upon roll call vote,
said motion CARRIED.
RESOLUTION NO. 358: A RESOLUTION AMENDING RESOLUTION
NO. 355 TO REPLACE SPECIAL OFFICER FOR THE PRIMARY ELECTION TO BE
HELD IN THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, ON OCTOBER
20, 1970.
The Resolution stated above was read by City Attorney Charles Hall.
Councilman Dietz duly moved for adoption of said Resolution,
said motion being seconded by Councilman Fugate. Upon roll call

RESOUUTIONS, CONT.
RESOLUTION NO. 359: A RESOLUTION APPOINTING AN
ELECTION CLERK, INSPECTORS AND A SPECIAL OFFICER FOR THE GENERAL
CITY ELECTION TO BE HELD IN THE CITY OF EDGEWATER, VOLUSIA COUNTY,
FLORIDA, NOVEMBER 3, A.D., 1970.
The Resolution stated above was read by City Attorney Charles HAll.
Councilman Fugate duly moved for adoption of said Resolution,
said motion being seconded by Councilman Dietz. Upon roll call
vote, said motion CARRIED.
RESOLUTION NO. 360: A RESOLUTION APPOINTING
AND DESIGNATING CAROLYN DIANNE SCHEDLER AS DEPDTY CLERK FOR THE
CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, AND SETTING FORTH
HER DUTIES AND COMPENSATION AND PROVIDING AN EFFECTIVE DATE
THEREFOR.
The Resolution stated above was read by City Attorney Charles Hall.
Councilman Fugate duly moved for adoption of said resolution,
said motion being seconded by Councilman Ledbetter. Upon roll c
call vote, said motion CARRIED.
OLD BUSINESS
City Clerk Elsie L. Ward read a Certification of Bids received
on new Police car. She stated two (2) bids had been received,
one (1) from Watkins Ford, Inc. and one (1) from New Smyrna Motors.
The sealed bids were opened and read by the eity Clerk who quoted
the bids as follows:
WATKINS FORD:+ One (1) 1971 Ford, four dour Police
car with trade-in on 1969 Chevrolet.
Total difference - $2,593.06.
NEW SMYRNA MOTORS: One (1) 1971 Plymouth Fury Police
car, with trade-in on 1969 Chevrolet.
Total difference - $3,000.00.
Councilman Fugate duly moved to table the bids for the police car
for furthur study, said motion being seconded by Councilman Dietz.
Upon roll call vote, said motion CARRIED.
City Clerk, Elsie L. Ward read a Certification of Bids received
for Remodeling of Interior of City Hall from P..LL Wright,
W. K. Robinson, and Kennedy Construction Co.
The sealed bids were opened and read by the City Clerk who quoted
the bids as follows:

Councilman Fugate duly moved to table the bids for furthur study
at a meeting at 1 :00 P.M. Hednesday, October 21, 1970. Said
motion was seconded by Councilman Dietz. Upon roll call vote,
said motion CARRIED.

OLD BUSINESS, CONT.
A motion was duly made by Councilman Dietz to table the discussion
on the Motor driven valve and electrical work at Water Plant
since the only bid received wasn1t sealed. Said motion was
seconded by Councilman Fugate.
Councilman Dietz withdrew his first motion, being seconded by
Councilman Fugate.
A motion was duly made by Councilman Dietz to reject all bids
on the electrical work for the installation of valve and readvertise
for bids. Said motion was seconded by Ledbetter. Upon roll call
vote, said motion CARRIED.
A motion was duly made by Councilman Dietz to table the continuation
of the Seawall for furthur study, said motion being seconded
by Councilman Fugate. Upon roll call vo~e, said motion CARRIED.
A motion was duly made by Councilman Fugate to reject the request
for a light at Bair's Den parking lot. The said motion was
seconded by Councilman Ledbetter. Upon roll call vote, said
motion CARRIED.
Councilman Fugate stated that the Bair1s Den parking lot was
p~tYatel property and you can't put a light on private property.
NEW BUSINESS
A motion was duly made by Councilman Fugate to advertise for
bids to re-roof the Community Center Bldg. with specifications
of material on bids. The said motion was seconded by Councilman
Dietz. Upon roll call vote, said motion CARRIED.
All bids for re-roofing the Community Center are to be in by
4:00 P.M., November 2, 1970.
MISCELLANEOUS
Mr. Smith who lives on India Palm and 18th stated he had a culvert
on his property that he would like to have removed. Mr. Smith
said the culvert was built on bfue property before he purchased
the property.
A motion was duly made by Councilman Ledbetter to move the culvert.
The motion died for lack of second.
Councilman Dietz duly made a motion to turn the matter over to
the City Attorney, Charles A. Hall and whatever legal terms he
decided on would be satisfactory with the Council. The said motion
was seconded by Councilman Fugate. Upon roll call vote, said
motion CARRIED.
MR. Smith requested an answer within two (2) weeks. Attorney
Charles Hall assured Mr. Smith he would have an answer within
two (2) weeks.

There being no further business, Councilman Fugate duly moved
for adjournment of the meeting, said motion being seconded by
Councilman Dietz and motion CARRIED.
