The Regular Meeting of the City Council of the City of Edgewater,
Florida, was called to order by Mayor William H. Cairnie on Monday,
August 17, 1970, at 7:30 P.M.

COMMUNICATIONS
A petition letter from the residents of Hubbell Street was read
by City Clerk, Elsie L. Ward.
The residents requested two additional street lights for Hubbell
Street, stating that the present lighting was insufficient and
did not offer enough protection.
Councilman Fugate duly moved to table the petition until Council-
man Lodico returned from vacation, since Hubbell Street was located
in Councilman Lodico's zone. Said motion was seconded by Council-
man Dietz and upon roll call vote, said motion CARRIED.
A letter from Etta H. (Mrs. U. L.) Ogden to the Edgewater Police
Department was read by the City Clerk.
Mrs. Ogden wished to express her appreciation to the police officer
who, during the night of Saturday, August 8, noticed lights on
at her residence and telephoned to see if everything was in order
at the Ogden home. Mrs. Ogden explained that she and her husband
had been away previously, but that she was gratified to know that
the policemen were so watchful and interested.
Mayor Cairnie stated, lilt is very gratifying to all of us here at
the Council table that we have such an alert police department;
I think a copy of this letter should be given to the Chief of
Police for his men and to the officer (Officer G. R. Katez) on
duty that night. II
ORDINANCES
ORDINANCE NO. 665: AN ORDINANCE PROVIDING THAT NO
APPOINTIVE BOARD OR MEMBER THEREOF NOR ANY DEPARTMENT OR MEMBER
THEREOF, NOR ANY ELECTIVE BOARD OR BODY WHICH IS INCLUDED IN THE
CITY'S BUDGET, OR MEMBER THEREOF, SHALL MAKE ANY EXPENDITURE OR
INCUR ANY BILL FOR WHICH THE CITY WOULD BE LIABLE FOR PAYMENT IN
EXCESS OF TWENTY-FIVE DOLLARS WITHOUT FIRST OBTAINING THE APPROVAL
OF THE COORDINATOR ON THE CITY COUNCIL FOR THAT PARTICULAR BOARD,
DEPARTMENT OR BODY; AND PROVIDING AN EFFECTIVE DATE THEREFOR.
Councilman Ledbetter duly moved for adoption of said Ordinance,
said motion being seconded by Councilman Dietz. Upon roll call
vote, said motion CARRIED.
Councilman Dietz duly moved for waivure of the second reading of
said Ordinance, said motion being seconded by Councilman Ledbetter.
Upon roll call vote, said motion CARRIED.
RESOLUTIONS
RESOLUTION NO. 345: A RESOLUTION SETTING A MILLAGE
TO BE LEVIED BY THE CITY OF EDGEWATER, FLORIDA, FOR THE FISCAL
YEAR BEGINNING NOVEMBER 1, 1970.

RESOLUTION NO. 346: A RESOLUTION REJECTING ALL BIDS
FOR PAVING AND/OR SURFACING THE PARK AND PIER AREA IMMEDIATELY
TO THE EAST OF THE EDGEWATER CITY HALL AND PROVIDING AN EFFECTIVE
DATE THEREFOR.
Councilman Dietz duly moved for adoption of said Resolution, said
motion being seconded by Councilman Fugate. Upon roll call vote,
said motion CARRIED.

PROCLAMATION A PROCLAMATION CALLING A REGULAR ELECTION FOR
NOVEMBER 3, 1970, FOR THE PURPOSE OF ELECTING COUNCILMEN FROM EACH
OF ZONES 2 AND 4; CALLING A PRIMARY ELECTION, IF NECESSARY, FOR
OCTOBER 20, 1970, FOR THE PURPOSE OF FILLING THE OFFICES OF
COUNCILMAN FROM ZONE 2 AND ZONE 4; PROVIDING THAT EACH CANDIDATE
FOR COUNCILMAN FROM ZONE 2 AND FROM lONE 4 MAY PICK UP HIS OR HER
PETITION FROM THE CITY CLERK ANY TIME BEGINNING SEPTEMBER 8, 1970;
PROVIDING FURTHER THAT SAID PETITIONS SHALL BE FILED BY EACH OF SAID
CANDIDATES ~ITH THE CITY CLERK NO LATER THAN 4 P.M. ON SEPTEMBER
23, 1970; PROVIDING FURTHER THAT EACH CANDIDATE MUST FILE HIS OR

Councilman Ledbet~er duly moved to adopt said Proclamation, said
motion being seconded by Councilman Dietz. Upon roll call vote,

Mayor Cairnie stated the first regular meeting of the City Council
for the month of September would be held on Wednesday, September
9, because of Labor Day being tbe 7th day of September, and
Tuesday, September 8, being County election day. The regular
meeting would begin at the usual time of 7:30 P.M.
PROCLAMATION A PROCLAMATION CALLING A SPECIAL ELECTION TO BE HELD
IN CONJUNCTION WITH THE PRIMARY ELECTION CALLED FOR OCTOBER 20,
1970, EOR THE PURPOSE OF AMENDING THE CHARTER OF THE CITY OF
EDGEWATER, FLORIDA, PURSUANT TO CHAPTER 69-242, FLORIDA STATU[ES,
SAID ELECTION TO BE HELD TO DECIDE THE QUESTION OF WHETHER TO AMEND
SECTION 8, CHAPTER 27532, SPECIAL ACTS 1951, LAWS OF FLORIDA, AS
AMENDED BY SECTION 1, CHAPTER 29049, SPECIAL ACTS 1953, LAWS OF
FLORIDA, AS AMENDED BY SECTION 1, CHAPTER 1310, SPECIAL ACTS 1965,
LAWS OF FLORIDA, AS AMENDED BY SECTION 1, LAWS OF FLORIDA, AS

THIS PROCLAMATION SHALL BE POSTED IN TWO PUBLIC PLACES IN THE CITY
OF EDGEWATER, FLORIDA, AT LEAST THIRTY DAYS PRIOR TO SAID ELECTION,
ONE OF WHICH SAID PUBLIC PLACES SHALL BE THE BULLETIN BOARD IN
THE CITY HALL IN THE CITY OF EDGEWATER, FLORIDA; PROVIDING THAT

call vote, said motion CARRIED, with Councilman Ledbetter ABSTAINING.
PROCLAMATION A PROCLAMATION CALLING A SPECIAL ELECTION TO BE
HELD IN CONJUNCTION WITH THE PRIMARY ELECTION CALLED FOR OCTOBER
20, 1970, FOR THE PURPOSE OF AMENDING THE CHARTER OF THE CITY OF
EDGEWATER, FLORIDA, PURSUANT TO CHAPTER 69-242, FLORIDA STATUTES,
SAID ELECTION TO BE HELD TO DECIDE THE QUESTION OF WHETHER TO
AMEND SECTION 104, CHAPTER 27532, SPECIAL ACTS 1951, LAWS OF
FLORIDA, AS AMENDED BY SECTION 2, CHAPTER 61-2115, SPECIAL ACTS
1961, LAWS OF FLORIDA, SO AS TO CHANGE SAID SECTION TO PROVIDE
THAT THE CITY COUNCIL SHALL BE ALLOWED TO MAKE EXPENDITURES OR
ENTER INTO CONTRACTS UP TO THE AMOUNT OF ONE THOUSAND DOLLARS
WITHOUT THE NECESSITY OF COMPETITIVE BIDS; PROVIDING THAT THIS
PROCLAMATION SHALL BE POSTED IN TWO PUBLIC PLACES IN THE CITY OF
EDGEWATER, FLORIDA, ONE OF WHICH SHALL BE THE BULLETIN BOARD AT
THE EDGEWATER CITY HALL, THE FIRST OF WHICH SAID POSTINGS SHALL
BE NOT LESS THAN THIRTY DAYS PRIOR TO OCTOBER 20, 1970; PROVIDING

Councilman Ledbetter duly moved for adoption of said Proclamation,
said motion being seconded by Councilman Fugate. Upon roll call
vote, said motion CARRIED.
MISCELLANEOUS
Councilman Dietz duly moved to readvertise for the paving af the
area around the Shuffleboard Court; with specifications now avail-
able in the City Clerk's office at City Hall and bids to be returned
by 4:00 P.M. on Wednesday, September 9, 1970. Said motion was
seconded by Councilman Fugate and upon roll call vote, said motion
CARRIED.
A motion to pay the balance due on the fire truck was duly made
by Councilman Dietz.
Prior to a second on the motion Councilman Fugate asked the City
Clerk approximately how much was the balance. The City Clerk,
Elsie L. Ward, replied, IIAbout $14,000.0011.

MISCELLANEOUS, CONT.
Mayor Cairnie then asked the City Clerk the amount of interest
to be saved by paying the balance ahead of time. The City Clerk
answered, IIApproximately $2,000.0011.
Councilman Fugate then seconded the motion and upon roll call vote,
said motion CARRIED.
Councilman Fugate duly moved to pass a resolution to help promote
the location of the Police Academy at Sanford, said motion being
seconded by Councilman Ledbetter. Upon roll call vote, said
motion CARRIED.
Mr. Larry Lawrence, India Palm Drive, addressed the Council and
asked if the lIapronll at the intersection of India Palm and Indian
River Boulevard would be fixed.
Mayor'Cairnie replied that this matter would be taken up with the
State Road Department and that lIif the State will not do it, the
City willll.
Mr. James Budd addressed the Council and stated, III think we
should have a sign stating ligas, food and lodgingll underneanh the
sign on 1-95 now denoting simply Edgewater Road, to promote trade
in our City.1I
The Council agreed that this was a good suggestion and Mayor Cairnie
stated that the matter would be turned over to the Chamber of Commerce.
Councilman Ledbetter stated, III would like the minutes to show
that I verbally resign as of this date as coordinator of the
Park and Pier, which I was appointed to.1I
Councilman Dietz moved to have Mayor Cairnie assume the responsi-
bilities of the Park and Pier. Mayor Cairnie accepted and asked
for Councilman Ledbetter's assistance.
Councilman Dietz stated, III want to thank the men who worked last
Sunday morning on the water line on Knapp Avenue. They had quite
a few problems, but got everything under control and did a fine
job.1I
There being no further business, Councilman Dietz moved for
adjournment of the meeting, said motion being seconded by Council-
man Ledbetter and CARRIED.
