REGULAR MEETING HELD
JULY 20, 1970
The Regular Meeting of the City Council of the City of Edgewater,
Florida, was caLled to order by Mayor William H. Cairnie at
7:30 P.M., Monday, July 20, 1970, in the Community Center building.

A motion was duly made by Councilman Ledbetter and seconded by
Councilman Lodico to approve the minutes of the Regular Meeting
of July 6 and the minutes of the Special Meeting of July 10, 1970.
Upon roll call vote, said motion CARRIED.

Councilman Lodico duly moved to approve the above stated bills
for p~Jment. Said motion was seconded by Councilman Dietz and
upon roll call vote, said motion CARRIED.

The Officers Reperts stated above were read by City Clerk, Elsie
L. ~Jard.
COMMUNICATIONS
A petttion signed by three residents of Perdita and/or Palmetto
Street was read by City Clerk, Elsie L. Ward.
The petitioners cited inadequate draingge, improper placement of
garbage containers and junk cars in the area as deplorable
conditions and asked immediate action in all areas.
Mayor Cairnie stated "Under Ordinance No. 611 regarding trash
containers, the matter should be turned over to the Police
Department for them to notify these people and see that the trash
containers are taken from the street within 24 hours after pickup."
Chief of Police C. W. Heath stated lion the junk cars, the matter
is being looked into and notices are being given to those people
who have old cars on their property".
Councilman Lodico stated that one culvert had been ordered for
property at the south end of Palmetto Street and another property
owner was sebedu1ed to purchase a culvert to alleviate the
drainage problem in that area.
Councilman Lodico added that in checking the drainage problem on
Palmetto he noticed some property owners had chickens, rabbits
and pigeons and that there was an Ordinance against that also.
A letter of thanks from Mrs. Olive Parker, 320 South Riverside
Drive, was read by the City Clerk.
Mrs. Parker, who is elderly and living alone, wished to thank
the patrolman on night duty for noticing an attic light on in
her home, alerting one of her neighbors, and inquiriing if
everything was in order. The light had been left on by mistake
by an exterminator.
Mayor Cairnie asked that a copy of the letter b~ placed in the
patrolman's (Officer W. K. Bucher) personal file at City Hall.

OLD BUSINESS
A Certification of Bids Received on paving of the area around
the shuffleboard complex and the installation of a culvert
under Knapp Avenue was read by City Clerk, Elsie L. Ward.
The reading of the Certificationsdisc10sed that two (2) bids
had been received for the paving; L. & M. Paving & Construction
Company and M. L. Modlin Paving Company, and that NO BIDS had
been received for the installation of the culvert under Knapp
Avenue~
The sealed bids were then opened by the City Clerk and read as
follows:

(Bumper stops will be installed at an extra unit price
of $8.00 each for 61 standard bumper stops).

A motion was duly made by Councilman Fugate and seconded by
Councilman Dietz to table these bids for further study at the
next regularly scheduled workshop meeting. Upon roll call vote,
said motion CARRIED.
Due to the fact that no bids were received for the au1vert work
on Knapp Avenue, Councilman Ledbetter duly moved to have the
City crews put the culvert in, said motion being seconded by
Councilman Dietz.
Prior to roll call vote, a discussion on the possibilities of
using metal squash pipe, its advantages and reduced pri~e,
instead of cement pipe, was held by the Council and members of
the audience present.
Councilman Fugate stated, IIIf we use a cement culvert, I doubt
that the City crew can put the pipe in, but if we go to galvanized
pipe I think they could, if you want to amend that motion, Mr.
Ledbetterll.
Councilman Ledbetter moved to amend his original motion to state
that 6011 diameter galvanized metal squash pipe be installed,
said motion being seconded by Councilman Dietz.
Upon roll call vote of the AMENDMENT, said motion CARRIED With
Councilman Lodico ABSTAINING.
Upon roll call vote of the MOTION, said motion CARRIED with
Councilman Lodico ABSTAINING.
Councilman Lodico duly moved to appoint Councilman Dietz
of the Department in charge of putting the culvert under
Avenue, said motion being seconded by Councilman Fugate.

NEW BUSINESS
Councilman Dietz stated that a problem had arisen concerning the
paving of Coquina Drive in that the City had an easement for only
15 feet of that street that could be paved.
Councilman Fugate duly moved to cancel that portion of the paving
program for the year and notify Mr. Harris Saxon that,. if possible,
we would like to have India Palm Drive north of Indian River
Boulevard to 16th Street paved in place of Coquina Drive. Said
motion was seconded by Councilman Ledbetter and upon roll call
vote, said motion CARRIED.
MISCELLANEOUS
A motion was duly made by Councilman Dietz to instruct the City
Clerk to notify the newspapers that the City Council was presently
under a study to change the billing for water,sewer and gargage
from every month to every two (2) months. Said motion was seconded
by Councilman Fugate and upon roll call vote, said motion CARRIED.
Mr. Paul Walls, spokesman for the Edyewater Recreation Association,
stated that a very successful little league All-Star Tournament
had been completed Tuesday, July 14, 1970, at the Edgewater Ball
Park. The Southeast Vo1usia Athletic Association team, composed
of boys from New Smyrna, Edgewater and Oak Hill won the game from
visiting Mt. Dora.
Mr. Walls wished to report to the Council that the Mt. Dora visitors
were so impressed with the Edgewater field and facilities, they
requested the third and final game scheduled Friday, July 17, be
played again at the Edgewater field instead of New Smyrna field.
There being no further business, Councilman Fugate duly moved and
Councilman Ledbetter seconded a motion for adjournment.
