The Regular Meeting of the City Council for the City of Edgewater,
Florida, was called to order by Mayor William H. Cairnie at
7:29 P.M., Monday, January 5, 1970.

A motion approving the minutes of the Regular Meeting of December
15, 1969, was duly made by Councilman Lodico and seconded by
Councilman Fugate. Upon roll call vote, said motion CARRIED.

A motion for approval of the above stated bills and accounts for
payment was duly made by Councilman Lodico and seconded by
Councilman Ledbetter. Upon roll call vote, said motion CARRIED.

The Officers Reports stated above were read by City Clerk. Elsie
L. Ward.
COMMUNICATIONS
A letter from Mrs. Dorothy M. Larson, Executive Secretary, United
Fund of East Vo1usia County, Inc.. was read by City Clerk Elsie
L. Ward.
The content of the letter was a request for permission from the
City of Edgewater for the United Fund to conduct its annual
campaign during the month of March. 1970. The letter further
asked the support of the City in this fund raising appeal.
Councilman Ledbetter duly moved to grant the request of the United
Fund of East Vo1usia County; said motion being seconded by
Councilman Lodico. Upon roll call vote, said motion CARRIED.
A letter of resignation from Deputy City Clerk Sue Blackwell was
read by City Clerk Elsie L. Ward.
Mrs. Blackwell stated in the letter that she had obtained a better
position and higher salary. She further stated she wished her
termination date be effective as of January 31, 1970; but that
she be allowed two (2) week's vacation pay. thus making her last
working day January 16, 1970.
Councilman Ledbetter duly moved to accept the resignation as of
January 16. 1970, and exclude the vacation pay. Said motion was
seconded by Councilman Lodico and upon roll call vote, said
motion CARRIED.
OLD BUSINESS
Councilman Lodico duly moved to bill Mr. Ross Sullivan (Pyramid
Mobile Home Park) for all bills up to December 31, 1969. in order
to "clean up" the calendar year. Said motion was seconded by
Councilman Fugate and upon roll call vote. said motion CARRIED.
Councilman Lodico moved to have the letter of resignation from
Mr. David Wiggins as a member of the Edgewater Zoning Board brought
before the Council for the second time in order to act upon said
letter; said motion seconded by Councilman Ledbetter and CARRIED
upon roll call vote.
At the request of Mayor Cairnie, the City Clerk. Elsie L. Ward.
read the letter of resignation. which had previously been read
at the Council meeting of September 3. 1969. and had been tabled
since that time.
At this point, Councilman Lodico duly moved to accept the resignation
of Mr. Wiggins; said motion was seconded by Councilman Ledbetter,
and upon roll call vote, said motion CARRIED, with Councilman
Dietz and Mayor Cairnie voting NAY.

OLD BUSINESS, CONT.
Councilman Lodico brought to the attention of the City Council
the cards which were mailed to the registered voters of Edgewater
the 12th of February, 1968.
Since the time of tallying the results of the cards, which was
to enlighten the then-existing Council of the public opinion in
the necessity of a Police Dispatching System, the cards have
been misplaced.
Councilman Lodico moved that since the cards are the property
of the City of Edgewater, they be returned to City Hall by
whomever was in charge of them. Said motion was seconded by
Councilman Fugate and upon roll call vote, said motion CARRIED,
with Councilman Dietz and Mayor Cairnie voting NAY.

organizing, everybody was given a little job to do and Mr. Ledbetter
did not take a job. There has been a little confusion. A lot
of people thought we just kicked him out. So I would like to
move that Mr. Ledbetter .reconsider and take charge of the Park
and Pier.
Said motion by Councilman Fugate was seconded by Councilman Lodico.
Upon roll call vote, said motion CARRIED, with Councilman Ledbetter
ABSTAINING.
Councilman Ledbetter pointed out that prior to the closing of
the 1968-1969 Council, Councilman Norman moved to have a new
culvert installed on Knapp Avenue, said motion was seconded by
Councilman Dimm; work was to be done by the City crews.
Councilman Ledbetter stated that construction, to date, had not
begun, but that something would have to be done and soon.
After general discussion on the matter by the Councilmen, Council-
man Lodico stated that he would take the crew to Knapp Avenue to
evaluate the situation and determine if the City crew was capable
of performing the task. Results of the evaluation would be
reported at the next regular meeting of the Council.
NEW BUSINESS
A motion to advertise for a Building Inspector to do all inspections
for the City of Edgewater was duly made by Councilman Ledbetter
and seconded by Councilman Lodico.
The point was brought out in the general discussion that followed
that the present basis for payment to a Building Inspector was
75 percent of the inspection fee; however, the Council decided
that all applications would be reviewed for the best possible
contract, money-wise, to the City of Edgewater.
Upon roll call vote, said motion CARRIED.
A motion to advertise for Dispatchers for the Police Department
was duly made by Councilman Fugate and seconded by Councilman Lodico.
Upon roll call vote, said motion CARRIED, with Councilman Dietz
voting NAY.
Fo11o\'ling passage of this motion, Mayor Cairnie stated: "They
(the dispatchers) will be interviewed by the Chief and will have
to be approved by the whole Council. It is understood that they
will have to be qualified people".
A motion to advertise for new radios for the Police Department
was duly made by Councilman Fugate and seconded by Councilman
Ledbetter; specifications to be available at City Hall and to be
returned by January 19, 1970, at 4 P.M. Upon roll call vote,
said motion CARRIED.

MISCELLANEOUS
A letter from the Edge~later Planning Board regarding a retainer
or seawall for the south side of the Park and Pier was read by
City Clerk, Elsie L. Ward.
In an informal discussion between the Council and Mr. David
McAllister, basic plans were made to construct the retainer or
seawall.
Councilman Dietz moved to have a representative from the company
which is presently engaged in construction of the dock at New
Smyrna Beach meet with the Council members and help them to draw
up specifications for this seawall before any firm or individuals
were retained by the City to construct said seawall.
Said motion was withdrawn by Councilman Dietz when the Council
decided they could talk informally to the company mentioned
without action being taken in the form of a motion.
There being no further business, Councilman Fugate duly moved
to adjourn, said motion was seconded by Councilman Lodico and CARRIED.
