The Regular Meeting of the City Council of the City of Edgewater,
Volusia County, Florida, was called to order by Mayor William
H. Cairnie at 7:31 P.M., Monday, November 17, 1969.

Mayor Cairnie called for a motion for approval of the minutes of
the two (2) Recessed Meetings of November 5, 1969..
The motion for approval of these minutes was duly made by Councilman
Lodico and seconded by Coun~ilman Fugate. Upon roll call vote the
motion CARRIED.

A letter from the Volunteer Fire Department Secretary, Fred Garlick,
was read by City Clerk, Elsie L. Ward.
The contents of the letter disclosed that the firemen had disposed
of all excess materials accumulated over the years in the engine
room. In addition, the firemen had put up a new ceiling, new lights,
shelves for storage and repainted the walls, at a cost of $333.92
without labor.
Mayor Cairnie expressed his thanks to the Fire Department with this
statement: "I think this is a fine undertaking for the Fire
Department and I understand the cost of the lumber and building
materials was taken out of their own pocket. Our thanks to the
Fi re Depa rtment II .
ORDINANCES
ORDINANCE NO. 639: AN ORDINANCE SETTING FORTH THE APPROVAL
OF THE ELECTORS OF THE CITY OF EDGEWATER, FLORIDA, FOR THE ANNEXATION
OF CERTAIN PROPERTY OWNED BY ROSS O. SULLIVAN AND MORE PARTICULARLY
HEREINAFTER DESCRIBED; SETTING FORTH THE CERTIFICATION OF A
REGISTERED SURVEYOR IN THE STATE OF FLORIDA AS TO THE SUFFICIENCY
OF THE LAND CONTAINED THEREIN; AND ORDAINING THAT THE SAID AREA
IS INCORPORATED INTO THE CITY OF EDGEWATER AND SETTING FORTH AN
EFFECTIVE DATE FOR SAID INCORPORATION.
The Ordinance stated above was read in full by City Attorney
Charles A. Hall.
A motion for adoption of this Ordinance was duly made by Councilman
Ledbetter and seconded by Councilman Lodico. Upon roll call vote
the motion CARRIED.
Councilman Ledbetter moved to waive the second reading of above-
stated Ordinance; said motion was seconded by Councilman Lodico
and upon ro~l call vote, the motion CARRIED.
ORDINANCE NO. 640: AN ORDINANCE DESIGNATING AND REAPPOINTING
A CITY ATTORNEY FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA,
AND SETTING FORTH COMPENSATION FOR SAID OFFICE.

A motion to adopt this Ordinance was made by Councilman Lodico
and seconded by Councilman Fugate. Upon roll call vote, said
motion CARRIED.
A motion for waivure of the second reading of said Ordinance was
duly made by Councilman Lodico and seconded by Councilman Ledbetter.
Upon roll call vote the motion CARRIED.
ORDINANCE NO. 641: AN ORDINANCE DESIGNATING AND REAPPOINTING
A JUDGE FOR THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA, AND
SETTING FORTH COMPENSATION FOR SUCH OFFICE.
The above stated Ordinance read in full by City Attorney Charles
A. Hall.
A motion for adoption of said Ordinance was duly made by Councilman
Fugate and seconded by Councilman Lodico. Upon roll call vote
said motion CARRIED, with Councilman Dietz voting NAY.
Councilman Lodico duly moved to waive the second reading of the
Ordinance and motion was seconded by Councilman Fugate. Upon roll
call vote the motion CARRIED, with Councilman Dietz again voting NAY.
RESOLUTIONS
RESOLUTION NO. 316: A RESOLUTION DESIGNATING AND APPOINTING
THE FIRST NATIONAL BANK OF NEW SMYRNA BEACH, NEW SMYRNA BEACH,
FLORIDA, AS THE DEPOSITORY OF ALL GENERAL FUNDS OF THE CITY OF
EDGEWATER, FLORIDA, AND FURTHER DESIGNATING THE AUTHORIZED
SIGNATURES FOR THE WITHDRAWAL OF CITY FUNDS FROM SAID DEPOSITORY.
The above stated Resolution was read by City Attorney Charles A. Hall.
A motion for adoption of this Resolution was duly made by Councilman
Ledbetter and seconded by Councilman Fugate. Upon roll call vote
the motion CARRIED.
RESOLUTION NO. 317: A RESOLUTION DESIGNATING AND APPOINTING
BANK OF NEW SMYRNA, NEW SMYRNA BEACH, FLORIDA, AS THE DEPOSITORY
OF ALL WATERWORKS AND SEWER SYSTEM FUNDS OF THE CITY OF EDGEWATER,
FLORIDA, AND FURTHER DESIGNATING THE AUTHORIZED SIGNATURES FOR
THE WITHDRAWAL OF CITY FUNDS FROM SAID DEPOSITORY.
The above stated Resolution was read by City Attorney Charles A. Hall.
A motion to adopt this Resolution was made by Councilman Dietz-and
seconded by Councilman Lodico. Upon roll call vote the motion CARRIED.
RESOLUTION NO. 318: A RESOLUTION APPOINTING AND DESIGNATING
VARIOUS MEMBERS OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA,
AS CO-ORDINATORS TO THE VARIOUS DEPARTMENTS AND FUNCTIONS OF THE
CITY, FOR A PERIOD OF ONE YEAR, AND PROVIDING AN EFFECTIVE DATE
THEREFOR.
The Resolution stated above was read by City Attorney Charles A. Hall.
A motion for the adoption of this Resolution was duly made by
Councilman Lodico and seconded by Councilman Ledbetter. Upon roll
call vote the motion CARRIED.
RESOLUTION NO. 319: A RESOLUTION APPOINTING OFFICERS OF THE
VOLUNTEER FIRE DEPARTMENT FOR THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA.
The above stated Resolution was read by City Attorney Charles A. Hall.
A motion to adopt this Resolution was made by Councilman Ledbetter
and seconded by Councilman Lodico. Upon roll call vote said
motion CARRIED.

RESOLUTION NO. 320: A RESOLUTION DECLARING THE RESULTS OF
THE ELECTION BY THE CITY COUNCIL OF A VICE MAYOR AND THE SELECTION
OF AN ACTING MAYOR BY THE CITY COUNCIL, IN COMPLIANCE WITH THE
CHARTER OF THE CITY OF EDGEWATER, FLORIDA.
The Resolution stated above was read by City Attorney Charles A.
Hall.
A motion for adoption of this Resolution was duly made by Council-
man Dietz and seconded by Councilman Ledbetter. Upon roll call
vote said motion CARRIED.
OLD BUSINESS

NEW BUSINESS
Councilman Lodico moved to add additional insurance'to the present
policy on the volunteer firemen, at a total cost of $106.25 per
annum. Said motion was seconded by Councilman Fugate and upon
roll call vote, said motion CARRIED.
A motion was duly made by Councilman Ledbetter to bring the
police and fire dispatching system back to Edgewater; motion
seconded by Councilman Lodico.
At this point Councilman Fugate made a motion to amend the previous
motion, asking that a sutdy of the police and fire dispatching
system be made and presented at the Council Meeting of December 15,
1969; Councilman Dietz seconded the motion.
Upon roll call vote on the AMENDMENT TO MOTION, the amendment
CARRIED, with Councilman Ledbetter ABSTAINING.
Upon roll call vote of the MOTION, motion DID NOT CARRY; Councilman
Fugate, Councilman Dietz and Mayor Cairnie voting NAY.
Councilman Fugate then stated he would like to place the original
Amendment into the form of a motion; expressly, that a study be
made of the police and fire Dispatch System and be presented at
the Council Meeting of December 15,1969, for the approval or
rejection of the Council.
Motion was seconded by Councilman Dietz and upon roll call vote,
said motion CARRIED.
MISCELLANEOUS
Mayor William H. Catrnie addressed several members of the Fire
Department who were present, stating that the City had been con-
tacted by Florida Power and Light asking for dates of the turn-on
and turn-off of the Christmas lights on U.S. #1.
After a brief discussion between the Council and members of the
Fire Department, the decision was made to have the Christmas lights
turned on December 1, 1969, and turned off after the New Yea r
Holidays, a definite date for turn-off not being decided at the time.
Councilman Lodico made the following announcement: lilt was
suggested to me by one of the voters of Zone 1 that because some
people are embarrassed to bring up small complaints or problems
at the regular council meetings, that small informal meetings
could be held for discussion at some other time of the month.
I would be willing to go along with this suggestion and hold
meetings on the second and fourth Mondays of the month, starting
at 7:30 P.M. at City Hall in either the Mayor's office, if he

Councilman Lodico also stressed that these meetings would be
open to ALL Edgewater residents.
There being no further business, a motion for adjournment was
duly made by Councilman Ledbetter, seconded by Councilman Fugate
and CARRIED.
