2022-R-38 - SEV Regional Economic Development Strategic Plan /'"', RESOLUTION NO.2022-R-38 A RESOLUTION OF THE CITY OF EDGEWATER, FLORIDA ADOPTING AND IMPLEMENTING THE SOUTHEAST VOLUSIA REGIONAL ECONOMIC DEVELOPMENT STRATEGIC PLAN; PROVIDING FOR CONFLICTING RESOLUTIONS; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the efforts made towards Economic Development helps to ensure value added higher paying jobs for today and future generations, expands the commercial property tax base reducing the burden on local residents, ensures the wealth and resilient economic future of our communities, and improves the quality of life for all and; WHEREAS, the Cities of Edgewater,New Smyrna Beach,Oak Hill,and Volusia County have recognized that the Southeast Volusia region is geographically and economically identifiable as a unified community with unique assets and competitive strengths thus affording opportunities for business creation,expansion and diversification;and WHEREAS,the Southeast Volusia region is seeking to provide for a resilient workforce that can better sustain jobs or industries and stability during downturns that disproportionately impact any single cluster or industry;and WHEREAS, all Southeast Volusia Cities of Edgewater, New Smyrna Beach, Oak Hill, and Volusia County have previously agreed that a regional joint-initiative in creating a Southeast Volusia Regional Economic Development Strategic Plan to support and guide the development opportunities which will benefit the Southeast Volusia region and Volusia County;and WHEREAS,the Cities of Edgewater,New Smyrna Beach, Oak Hill, and Volusia County along with the Southeast Volusia Chamber of Commerce, Southeast Volusia Manufacturing and Technology Coalition(SEVMTC), Southeast Volusia Advertising Authority, Team Volusia EDC and the CEO Business Alliance have been working together with the East Central Florida Regional Planning Council (RPC) on a joint regional economic development strategic plan specifically for the Southeast Volusia Region; and WHEREAS, a collaborative Southeast Volusia Economic Development Strategic Plan will also position Southeast Volusia to jointly apply for a variety of state and federal grant opportunities to include support for infrastructure improvements, workforce training facilities, industrial parks, business incubators, and various economic development studies, and WHEREAS, the Cities of Edgewater,New Smyrna Beach,Oak Hill,and Volusia County along with the Southeast Volusia Chamber of Commerce, Southeast Volusia Manufacturing and Technology Coalition (SEVMTC),Southeast Volusia Advertising Authority,Team Volusia EDC, CEO Business Alliance, New Smyrna Beach Utilities and other community partners have participated in joint regional planning sessions on May 17, 2021 and February 24, 2022, which were facilitated by the East Central Florida Regional Planning Council (RPC), for the purpose of creating the Southeast Volusia Economic Strategic Plan;and 2022-R-## l NOW,THEREFORE,be it resolved by the City Council of the City of Edgewater, Florida: SECTION 1. To accept and adopt the Southeast Volusia Economic Development Strategy. SECTION 2. To recognize the identified goal of working as one Southeast Volusia Economic Region for the objective to maximize the opportunity for the region and county. SECTION 3. To acknowledge the Southeast Volusia Economic Development Strategic Plan will be an evolving strategy that can be amended based on community needs, desires and available supporting assets. SECTION 4. To direct staff to continue to work with Cities of New Smyrna Beach, Oak Hill, and Volusia County along with the Southeast Volusia Chamber of Commerce, Southeast Volusia Manufacturing and Technology Coalition (SEVMTC), New Smyrna Beach Utilities, Southeast Volusia Advertising Authority, Team Volusia EDC, CEO Business Alliance and other regional stakeholders in order to achieve the Goals and Objectives of the Southeast Volusia Economic Development Strategic Plan. SECTION 5. All resolutions or parts of resolutions in conflict herewith are hereby repealed. �►, SECTION 6. This resolution shall take effect immediately upon adoption.
