A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
EDGEWATER, FLORIDA RAISING ISSUES REGARDING
THE STATE ROAD 442ANTERSTATE 95 INTERCHANGE
AND SUPPORTING THE REQUEST TO THE RIVER TO SEA
TRANSPORTATION PLANNING ORGANIZATION JTPO] TO
PLACE IMPROVEMENTS FOR SAID INTERCHANGE ON
THE TPO PRIORITY PROJECT LIST; REPEALING ALL
RESOLUTIONS IN CONFLICT HEREWITH AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the State Road 4421Interstate 95 interchange is a major gateway into the
City of Edgewater; and
WHEREAS, the City Council has been informed and is aware by staff reports and by
actual knowledge of certain safety issues and flooding issues that exist as a result of the. current
design of construction of the interchange;and
WHEREAS, the segment of SR 442 under the interchange, as constructed, is constricted
by a two lane segment of SR 442 under the interchange that connects to a four lane road segment
interchange; and
WHEREAS, the southbound exit ramp for Interstate 95 is required to funnel traffic
through said two lane segment underpass on SR 442 in order for traffic to proceed to the-eastern
side of the Interstate and the current population center of Edgewater; and -- =
WHEREAS, as a result of said current design and construction of this interchange,
traffic has repeatedly backed up on the exit ramp adjacent to the drive lanes of Interstate 95 in ass
unsafe and potentially dangerous manner; and
WHEREAS, in addition to the current safety and operational concerns of the interchange
and area underneath the interchange, the area of State Road 442 under the interchange flooded
during Hurricane Ian and all traffic through this gateway into Edgewater was terminated due to
flooding;and

WHEREAS,the Florida Department of Transportation has acknowledged the issues with
the current interchange and area underneath the interchange and had begun an IMR study to
provide for the design and construction of repairs and reconstruction of the area under the
interchange to provide for additional lanes, better traffic flow, and stormwater retention, but said
project was halted during the pandemic and %will need the TPO to determine that this project is
appropriate as a priority on the TPO needs list in order to proceed again; and
NOW,THEREFORE,BE IT RESOLVED by the City of Edgewater:
Section 1. That the City Council requests, and encourages, based upon the reasons cited
above, that the River to Sea Transportation Planning Organization place the State Road
442/Interstate 95 interchange improvements on the TPO priority needs list as quickly as possible
and to support the FDOT and all parties in encouraging these needed improvements for the
safety of the Citizens of Edgewater and all traveling public.
Section 2. All resolutions in conflict are hereby repealed.
Section 3. This resolution shall take effect upon adoption.
