4. Approval of Minutes
a. June 13, 2622, Quarterly Meeting Minutes
The Board approved the June 13 2022quarterly meeting minutes as presented, upon
motion by Myles Lawler and second by Aaron Soltz, motion carried 4-0.

a. 2023 meeting dates
a. Michelle Rodriguez reviewed the 2023 meeting dates for the board.
b. FY 2022-2023 proposed budget
a. Michelle Rodriguez reviewed the proposed budget for the upcoming
fiscal year.
The Board voted to approve the FY 2022-2023 proposed bud et upon motion by Charles
Geiger ands second by Myles Lawler; motion carried 4-0.
a. Foster & Foster„ Doug Lozen, Plan Actuary
a. Fee proposal
1. Doug Lozen reviewed the Foster & Foster fee and commented
the updated fees would be effective 10/1/22 and thereafter would
be tied to annual inflation.
2. Doug Lozen commented the administrator and annual valuation
fees were not included in this proposal,
The Board voted to approve the fee proposal as presented, upon motion by Aaron Soltz
and second by Myles Lawler: motion carried 4-0.
3. Joe Mahoney asked for Doug Lozen to complete a study that
would provide a normal retirement date of age 40 with 10 and 40
and 15 years of service with member contributions bearing any

costs. Doug commented g cost study would cost $500.00. The
board agreed by consensus to approve the cost study.

1. John Thinnes reviewed the market environment over the last
quarter and commented the Federal Reserve was expected to
raise interest rates again this week and this was having a
negative impact oRthe market.
2. JVhnThinnes commented this plan has had positive returns over
the |mot seven years, and even though this fiscal year would be
negabve, the smoothing that the actuary does would help the
plan,

$12.837,321. The total fund gross returns for the quarter ending

benchmark of'lO,5O96. The 1-, 3-, 5-. 7-. and 10 -year trailing

a. Ordinance Amendment 2O17-[)'21
1� Pedro Herrera reviewed the letter from the Union agreeing to
eliminate this ordinance amendment that provided health care for
disability retirees. Pedro commented there was noaction needed
from the board at this time.
2. City Manager Glenn Irby requested the board vote to amend
ordinance 2017-0-21.
The Board voted to agree with the Union's interpretation to rescind ordinance 2017-0-21
as negotiated by the City and the Union, upon motion by Aaron Soltz and second by
Charles Geiger; motion carried 4-0.
b. Legislative update
l. Pedro Herrera commented they were tracking a bill atthe federal
|ewa| that would make first responders eligible for Medicare at
age 50.
c. Financial Disclosure Forms
1. Pedro Herrera reminded the board ofthe deadline hosubmit their
financial disclosure forms.
