2007-R-08RESOLUTION NO. 2007-R-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF EDGEWATER, FLORIDA, PROVIDING FOR APPOINTMENT OF ELECTION WORKERS FOR THE PRIMARY AND CITY ELECTION BY THE SUPERVISOR OF ELECTIONS FOR VOLUSIA COUNTY; APPROVING THE AGREEMENT FOR SERVICES AND MATERIALS FOR MUNICIPAL ELECTION AND AUTHORIZING THE EXECUTION BY THE MAYOR OR CITY MANAGER; APPROVING THE MEMORANDUM OF AGREEMENT FOR POLLING PLACES (PRECINCT 4901-EDGEWATER COMMUNITY CENTER, PRECINCT #902-FRIENDSHIP BAPTIST CHURCH, PRECINCT #903 AND #904-FLORIDA SHORES PROPERTY OWNERS CLUBHOUSE, PRECINCT #905-EDGEWATER LIBRARY, PRECINCT #910- EDGEWATER ALLIANCE CHURCH, PRECINCT #912- PELICAN COVE WEST RECREATION CENTER AND PRECINCT #913-EDGEWATER LANDINGS CLUBHOUSE); AND AUTHORIZING EXECUTION BY THE MAYOR OR CITY MANAGER; AND DESIGNATION OF THE CITY CLERK AND PARALEGAL OR THEIR DESIGNEE TO CANVASS THE ABSENTEE BALLOTS FOR PRIMARY AND CITY ELECTIONS; REPEALING RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Edgewater, Florida, desires to maintain the highest standards of adherence to pertinent State election laws and to maintain the highest integrity regarding the administration of local municipal elections; and WHEREAS, in 1995 the Legislature applied the election code to municipalities; and WHEREAS, the City wishes to comply with all requirements stipulated forprimary and City elections. NOW, THEREFORE, be it resolved by the City Council of the City of Edgewater, Florida: Section 1. The City of Edgewater hereby provides that the election workers for the October 9, 2007 Primary Election and the November 6, 2007 City Election shall be appointed by 2007-R-08 the Supervisor of Elections for Volusia County, Florida. Section 2. The City of Edgewater hereby authorizes the Mayor or City Manager to execute the Memorandum of Agreement for Services and Materials for Municipal Elections for both the Primary and City Elections at a cost of $5,086.08 and $5,344.48, respectively, which are attached hereto and incorporated herein as Exhibit "A". Section 3. The City of Edgewater hereby authorizes the Mayor or City Manager to execute the Memorandum of Agreement for Polling Places (Precinct #90 1 -Edgewater Community Center, Precinct #902-Friendship Baptist Church, Precinct #903 and #904-Florida Shores Property Owners Clubhouse, Precinct #905-Edgewater Library, Precinct #910-Edgewaer Alliance Church, Precinct #912-Pelican Cove West Recreation Center and Precinct #913-Edgewater Landing Clubhouse), which are attached hereto and incorporated herein as Exhibit `B". Section 4. The City of Edgewater hereby designates the City Clerk and City Paralegal or their designee to canvas the absentee ballots for the Primary Election to be held on October 9, 2007 and the City Election to be held on November 6, 2007. Section 5. A copy of this Resolution shall be forwarded to the Volusia County Supervisor of Elections by the City Clerk. Section 6. If any section, subsection, sentence, clause, phrase, or portion of this Resolution, or application hereof, is for any reason held invalid or unconstitutional by any Court, such portion of application shall be deemed a separate, distinct, and independent provision, and such holding shall not affect the validity of the remaining portions or application hereof. Section 7. All resolutions or parts of resolutions in conflict herewith be and the same are hereby repealed. 2007-R-08 2 J' Section 8. This res0ion shall take effect immediately upoiQ adoption. The Department is responsible for scheduling poll workers for training class and election day assignments. Optimal staffing is 5 poll workers and 1 standby per precinct. Charge is $2.00 per poll worker for staff scheduling. Number of poll workers to be assigned: 59 - X $ 2.00 = $ 118.00- City is responsible for paying salaries and instruction class pay directly to poll workers. Department will provide City with payroll sheets as soon as possible following the election. However, if the City desires, it may choose to take part in group advertisements of the Logic & Accuracy Test/Canvassing Board meetings/polling place change notice, early voting notice and the sample ballot/list of polling places. For the group advertisement, the Department will do the ad layout and contract for advertising. The City's pro rats share of the cost of the advertisements will be based on the percentage of overall space used for the City in the ads. The City will be billed for its costs after the Department receives the bill for the advertisements. Department will conduct early voting and City will be charged as follows: Number of registered voters 13,598 - X $ 0.07 = $ 951.86 - Early Voting for 2007 will begin 8 days in advance of election day.
