Emergency Procurement for Pearl Street Sewer Repair

SUMMARY:
In the aftermath of Hurricane Ian,on Sunday 10/2/2022 two significant depressions emerged on Pearl Street
due to collapse and partial blockage of the underlying gravity sewer main.The road has been closed to traffic
since that time and while no sanitary sewer overflows have yet been observed related to this collapse,there is a
high likelihood of total blockage developing impacting upstream residences and businesses.The depth of the
sewer main,length of repair needed,and proximity of nearby buildings exceed the capacity of City forces to
construct this repair in a safe and timely manner among their other duties.Staff contacted four (4)construction
firms known to be capable of performing this work to obtain pricing, as follows:
1.Danus Utilities = $70,210
2.Gordian, Inc. = (N/A - No bid submitted in time)
3.McMahan Construction, Inc. = $40,900
4.ThadCon LLC = $47,575
Staff is requesting City Council to approve the use of the Emergency Procurement procedures outlined in the
City’s Purchasing Policy.Staff recommends award to the lowest responsive bidder,McMahon Construction,
Inc.

- Provide MOT around work zone.
- Installation of dewatering system around excavation area.
- Excavate down to broken 8” gravity main.
- Cut out damaged clay piping.
- Furnish & Install 8” SDR-26 heavy wall sewer pipe (up to 1 length max)
- Furnish & Install (2) 8” MAX adapters to reconnect old pipe to new piping.
- Backfill & Compact excavated area.
- Restoration of site to pre-work conditions.

SUBJECT:Pirates on the Edge Public Event
DEPARTMENT:Administration
SUMMARY:The Edgewater Rotary Club would like to hold their 2nd Annual Fund Raising Event,
Pirates on the Edge on Saturday,November 12,2022 in Menard May Park.The Club is requesting a waiver of
all fees normally charged by the City for both the venue and support personnel necessary for the event.They
originally requested use of Kennedy Park,but staff cannot support the request because it would disrupt the
use of the only boat ramps the City owns.The Club would also like to offer a full service bar during the event,
which requires approval of the City Council.The permit fee for the event is $200 and staff has determined the
cost of support personnel last year was approximately $5,000.

RECOMMENDED ACTION:Motion to grant the request by the Edgewater Rotary Club to waive all
associated fees for use of Menard May Park for the 2nd Annual Pirates on the Edge Event to be held on
