SUBJECT:Purchase of Land for Future City Hall and Fire/Police/Emergency Operations Center

SUMMARY:
Since early summer 2022 staff has worked with a local realtor to negotiate the purchase of land on Indian
River Boulevard just east of Cow Creek Road.When the owner was approached,he already had a contract
with someone from Canada. This contract was not consummated and the property is back on the market.
There are approximately 27.12 acres of buildable land on a 56 acre lake.Total asking price of the entire
property, including the lake is $2,665,000 or approximately $32,062 per acre.
Staff believes this is an excellent location for a future city hall as it is centrally located between current
businesses and residents and future residents and businesses forthcoming west of I95.
To purchase the property,two separate appraisals must be completed by two different firms.Florida Statute
166.045 requires the City to obtain two appraisals for purchases of real property in excess of $500,000.If the
agreed purchase price exceeds the average appraised price of the two appraisals,the Council will be required
to approve the purchase by an extraordinary vote.An environmental assessment will also be necessary.A total
of just over (4)months is being requested within the contract for due diligence and the City may cancel the
contract for any reason prior to April 18,2023.A sum of $100,000 would be placed in escrow by the City as
earnest money.
The purchase would be made using monies received from the American Rescue Plan Act (ARPA).

RECOMMENDED ACTION:
Motion for the Mayor to sign the attached contract for sale/purchase of certain real property on Indian River
Boulevard just east of Cow Creek Road.
