SPECIAL MEETING OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA, HELD JULY 27th, 1959.
A Special Meeting of the City Council of the City of Edgewater, Florida,
held July 27th, 1959 was called to order by Mayor George O. Sedgwick at
7:30 P.M.

The purpose of the meeting was in answer to a petition presented to the
Council July 16th asking for paving of streets in Edgewater Acres. The
petition was signed by 117 residents of this district and roll call taken
at which 27 answered the roll. Mr. Ketcham was the spokesman for the group.
Mr. Ketcham was called upon and he stated at last weeks meeting he had
covered the ground pretty well and now wanted to present drawings of Flagler
Ave. with each intersection marked for drainage. This to include all of
Flagler Ave. south to Beulah Avenue. He stated there were just two houses
south of Beulah Ave. He also stated there were two reasons this request
had been made. 1st - Because of the excessive dust from east winds. 2nd-
Excessive depreciation of automobiles. The road is rough and stays rough and
theee approximately 92 homes in Edgewater Acres and they all depend on Flagler
Avenue for egress and ingress into this district. Of the 92 homes in this
district 44 homes face Flagler Avenue and 48 homes are on Lake Ave. and other
cross streets. There is approximately 2600 feet involved and we are asking
for application of black top for a lasting endurance. As you all know, as I
recall, this project was authorized by the City Council nearly two years ago
and priority must have slipped somewhere.
Mayor Sedgwick stated two Councilman represented this district. Councilman
Henry and Councilman Farrell. Councilman Henry stated he did not have to
question the need of the paving as he had to use this street every day and
I would like to see it paved, therefore I am for it. Councilman Farrell
stated he did not know how many streets were in his district, and he was sure
Ocean Avenue was to be black topped in the near future, but at the present
time this is not available.
Mr. Ketcham: - We are asking for top priority for Flagler Avenue now.
Hr. Van rlie: - I would like to ask if the Councilmen understand the prints
as laid before them on the table. They assured him they did.
Mr. Brown: - Several surveys have been made of this district as to drainage
and copies are available at my office and also at the City Hall for inspection.
I also offered to pay one half the cost of paving Flagler Avenue at one time.
Mr. Van Wie: Answering in rebuttle of this remark, we do not want to go to
DeLand, Jacksonville or any other place. If these prints are not right do
not work by them.
Mayor Sedgwick: - Mr. Brown does not question the records.
Mr. Smith:- All you hear on this street is mostly drainage before it can be
black topped. I contend that 75% of Flagler Avenue can be black topped as it
stands if Park Avenue can be black topped. Drainage has nothing to do with
paving of Flagler Avenue if properly done.
Mr. Van Wie: - Bear in mind one to two feer of shell on street, and if black
topped the street should be recessed and drained. Lake st~et in particular,
there is a drainage problem. The principal street to be considered is
Flagler Avenue and if drainage does not permit, other streets are out.

Mayor Sedgwick: - I would like to say at this point drainage does not
enter into the picture. vlhat is your wishes Councilman Broga?
Councilman Broga: - I am in favor of paving as planned if financed at
least partially by assessing the abutting property owners in order to
do the job right.
Councilman Shaeffer: - It should be paved. The next step is to ascertain
ways! and means of paying for black top.
Councilman Henry: - I live in this district and naturally I am in favor
of paving Flagler Avenue as petitioners want it, if ways and means can be
found to pay for it, and any other streets that can be financed.
Councilman Farrell: - Pave Flagler Avenue at lease from present paving
South if at all possible.
Motion by Councilman Henry that Flagler Avenue be paved, if ways and
means can be found to pay for it, seconded by Councilman Farrell and by
vote CARRIED. Roll call vote being as follows:-

Mr. Ketcham: - I would like to comment. We expect the same treatment as
elsewhere in the City and the street be paved on the same basis as all other
streets in the city have been black topped.
Mr. Van Wie: - The City will save money if the street is black topped and I
would like to know just how many hours have been put in on scraping and
shelling of Flagler Ave, as over the years the City will save money by doing
the job right.
Councilman Henry: - Some where I read in the paper where the County Commissioners
stated if they were not satisfied with the work done in Lake Helen they would
give them the money and let them do the job themselves. No comment.
Mayor Sedgwick ask Attorney Chisholm to read the new amendment enacted by the
Legislature, Senate Bill.;#42$ ., Attorney. Chisholm read this amendment in full.
Councilman Broga then stated very few streets in Edgewater will not have to
be done over in the next few years and would have to be assessed to the property
owners as there was not enough tax money to carry out this program in the right
way unless assessments are made.
1ihen ask what this job would cost, it was estimated the approximate cost of
paving Flagler Ave. would be between $20,000.00 ~~lIlf3,000.OO and a meeting
would be called later of all property owners after1is made and cost estimated
by an engineer.
There being no further business Councilman Farrell moved we do now adjourn,
seconded by Councilman Shaeffer and by vote CARRIED.
