NEW BUSINESS - PUBLIC HEARING Page 1City of Edgewater Printed on 6/22/2022 June 8, 2022Planning and Zoning Board Meeting Minutes a.SD-2202 - Cody Bogart, requesting Preliminary Plat approval for Edgewater Preserve Phase 1 Mr. Lear provided a staff report and recommendation. Chairman Kennedy opened the public hearing. Robert Clinton, Volco Road and Clinton Road stated he had three concerns. The first was the entrance is on a curve and the speed limit is 40 mph, which most people do not adhere to at this time. Mr. Clinton's concern was the safety of that curve entrance. Mr. Clinton's second concern was residents will be crossing US 1, and there have been some bad wrecks at that location. Mr. Clinton's third concern was that this item is for Edgewater Preserve, but the sign on the property states Park of Edgewater. Chairman Kennedy stated that is the legal designation. Mr. Andrejkovics asked how many units are in Phase 1. Darren Lear stated 94 units is the correct number of units. Mr. Andrejkovics asked about a traffic signal. Mr. Lear stated the developers have been meeting with Volusia County and there are many steps of transportation improvements to be made over period of time. Mr. Clinton stated he spoke with DOT and they said it would be 10 years for a traffic signal. Cody Bogart, applicant from Newkirk Engineering stated they have had extensive negotiations with the County and the City of Edgewater. Mr. Bogart stated they will have to permit for each tie in with Volco Road for each phase. The City will have the ability to state they cannot build any more until road improvements have been made. Mr. Bogart stated the reason DOT stated 10 years is because that is their schedule and budget, however; the development will speed up that process as the developer will be paying for the improvements to Volco Road, which is currently a substandard road. Mr. Bogart stated they will be adding a left turn lane and also will make a crossing for a safe transition. Mr. Bogart stated soon Volco Road will be widened to 12 feet, improved, and elevated for safety. Mr. Bogart stated he believes they will be putting in a traffic light within 3 to 5 years. The road improvements will begin this year. Mr. Clinton stated his family built Volco Road. Chairman Kennedy closed the public hearing. Chairman Kennedy stated he received a letter from the next door neighbors at 204 S Park and they are strongly urging the Planning and Zoning Board to grant this variance because this site has been severely neglected in the past and this would be a much need improvement.
