COUNTY, FLORIDA, HELD FEBRUARY 2nd, 1959
The Regular Meeting of the City Council of the City of Edgewater,
Florida, held February 2nd, 1959 was called to order by Mayor
George O. Sed~~ick at 7:30 P.M.

The Minutes of the Regular Meeting held January 19th, 1959 and
a Special Meeting held January 27th, 1959 were presented to each
Councilman for his approval. Motion by Councilman Henry these
minutes be approved as submitted, seconded by Councilman Broga
and by vote CARRIED.

Motion duly made by Couijcilman Shaeffer these bills be paid and
be made a part of the minutes, seconded by Councilman Broga and
by vote CARRIED.
OFFICERS REPORTS
The Deputy Clerk read the Police Report and the Library Report
for the month of January, 1959.

COMMUNICATIONS
Letters were read from the Zoning & Planning Board, Senator Gautier,
H.P. Boggs and an unsigned letter criticising the unclean condition
of the fire trucks and the Fire House.
The letter from the Planning & Zoning Board, referring to problems
involved in moving a house from one area to another was discussed.
As a petition presented by Mr. D.E. Settle referred to the same sub-
ject, Mayor Sedgwick asked Attorney Chisholm to read it. The petition
requested that a permit granted for moving two houses to Riverview
Drive be revoked. The houses referred to were mwntioned as being
dilapidated. Building Inspector A.A. LaBonde was asked to report on
his inspection of them. He said that they are not dilapidated, that
they need painting, but that the timbers are in good condition; they
will be painted, rewired and placed on foundations. Attorney
Chisholm asserted that the architectural appearance of a house can-
not be controlled by City Ordinance.
Mr. Alexander showed on the Indian River Estates plat just what the
requested change would be pertaining to Frances Drive. Attorney
Chisholm recommended that Frances Drive as it presently stands be
vacated, and a new plat submitted to the City Council for approval.
Motion was made by Councilman Shaeffer that a new plat of Indian
River Estates be submitted to the Council so that the City can take
the proper steps, seconded by Councilman Broga and by vote CARRIED.

The letter from H.P. Boggs gave the result of the study at the inter-
section of State Road 5 (US 1) and Park Avenue, to determine if a
traffic signal is warranted. The result is that the City will not
have a signal, as the volume of traffic does not warrant it.
After discussion, it was decided that at this time there is nothing
to be brought up at the Public Hearings on proposed legislation.
Nat Brown reported that his attorney, John Graham, will present pro-
posals at one of the legislative hearings, pertaining to the sewage
collection and treatment plant which Mr. Brown has received a franchise
for.
A suggestion from Councilman Shaeffer that terms of Councilmen be
staggered was dropped. Also turned down was a request from several in
the audience that Edgewater participate in the Countywide voter
registration system, instead of requiring City residents to register
in Edgewater for City elections and New Smyrna Beach for County and
State elections. Mayor Sedgwick said this would cost the City of
Edgewater much more.
Councilman Farrell was asked to check up on conditions in Zone 4, and
turn over to Councilman Henry information on any properties that need
to be cleaned up.
Councilman Shaeffer reported on the progress of the building of the
new City Hall, stating that within a few weeks there would be a fair
showing.

Police Chief F.H. Norman reported that Gordon Peck and Ralph
Lavine, both of Edgewater Acres, have been appointed Special
Policemen.
Mr. Ambrose Frasier asserted that men without plumbers' licenses
were connecting householders' water pipes to the City system.
Councilman Henry asked him if he had reported these men as he
saw them at work, but this had not been done. Mayor Sedgwick
made it clear that owners can hook in their own water connections
and disconnect their private pumping systems. Only li~ensed
plumbers in Edgewater can be hired, no one else. The people are
allowed to use their own pumps for lawn sprinkling.
There being no further business Councilman Shaeffer moved we do
now adjourn, seconded by Councilman Broga and by vote CARRIED.
