The Regular Meeting of the City Council of the City of Edgewater, Florida, held December 1st, 1958 was called to order by Mayor George O. Sedgwick at 7:30 P.M. ROLL CALL Mayor George O. COMMUNI CATIONS A letter from Florida League of Municipalities, stating the annual fee for their services ..would be $50.00 beginning January 1st, 1959, was read. OFFICERS REPORT The Clerk read the Police Report for the Month of November. RESOWTIONS None ORDINANCES ORDINANCE #ZlE AMENDING A PORTION OF SECTION 4 OF ORDINANCE NO. 67 OF THE CITY OF EOOEWATER, VOWSIA COUNTY, FLORIDA. The above Ordinance was read in full\ by Attorney Chisholm. and motion duly made by Councilman Shaeffer this ordinance be adopted, seconded by Councilman Farrell and passed by vote of the City Council of the City of ' Edge water, Florida, at a regular meeting held on the 1st day of December, 1958. I' J ~ ~ Upon motion duly made by COlD'lcilman Farrell, seconded by Councilman Henry and carried, the requirement of reading said ordinance upon second reading was waived and the ordinance was ordered put upon final passage. Passed by vote of the City Council of the City of Edgewater, Florida, at a regular meeting of said Council held on the 1st day of December, A. D. 1958, and approved as provided by law, the vote of said Council on roll call being as follows:- Councilman Broga Councilman Shaeffer COlIDcilman Henry Councilman Farrell Mayor Sedgwick NEW BUSINESS Absent Yea Yea Yea Yea Attorney Chisholm presented a Contract Purchase Agreement from the Board of Public Instructions. This Contract was read in full and discussed. Motion was then duly made by Councilman Henry seconded by Councilman Farrell the City Clerk and the Mayor be authorized to exercise this Contract. Wilbur was introduced by Mr. Walter Knapp. Dr. Wilbur gave a talk on the proceduee of establishing a bulkhead. He stated a Bulkhead was to pro- tect an area. First it protects, then there is the Scenic Values, Fish & Wild Life, values, Recreational values, Navigation values and the water area also effects the climate. He stated assistance could be received from the State Department of Parks, Fish & Wild Life Service, Game and Fresi.Water Fish Coumittee, Department of Conwervation. All this information is free of Charge... He stated he had contacted the County Commissioner Mr. Saxon and if Edgewater decided to establish a bulkhead the County Commissioners will coordinate their line South of the City. A bulkhead can be established either with Cement or riff raffing, and a minimum height should be established for fill. A survey can also be had be contacting the U. S. Corp of Anrtv' Engineers of Jacksonville, or Water Resourses, Capitol Building, Tallahassee. (Bids on new cars were opened by the Clerk. Neiburger Chevrolet Company' bid $769.80 and turn in of Delray Chevrolet car. Watkins "Ford", Inc. Bid $994.90 and turn in of Delray Chevrolet car. Both to transfer radio equipment and other accessories. Mayor Sedgwick then appointed Councilman Broga, Councilman Shaeffer and Councilman Henry to tabulate the figures and make recommendations for the purchase. Mayor Sedgwick stated the L. & S. Service would liketo procure a license for New and Used Cars. They would like to get. a franchise for Studebaker Cars. Councilman Shaeffer stated. he did not have any objections if and when they secure a franchise, but to hold up issuance of a license until a franchise is secured. Report and recomnendations of the Zoning & Planning Board. G. C. Alexander, II . v ... i. .a ..; v ~ Mr. Uncer was called upon and he presented his plat again. Discussion followed on dead end streets. Motion was then duly made by Councilman Shaeffer the plat be turned over to the Zoning and Planning Board for consideration, seconded by Councilman Henry and by vote CARRIED. - - Mr. Smith of Edgewater Acres ask why they could not have garbage collected on Monday and Friday anymore. He stated ever since they purchased the new truck they had been collecting garbage in Edgewater Acres on Tuesday and Friday. He said he would not mind so much if they could have certain daYS and stick to it. Councilman Shaeffer stated the days would be changed to Tuesday and Friday after the Maior explained they had a bigger territory to cover and a longer haul to the new dump than before and it was impossible to collect it all on one day. The committee for the Children's Xmas Party contacted the Mayor and ask for $100.00 donation toward the Party. Motion was duly made by Councilman Shaeffer the City donate $100.00 toward the Children's Xmas Party, seconded by Councilman Farrelland. by vote CARRIED. There being no further business Councilman Farrell moved we do now adjourn, seconded by Councilman Shaeffer and by vote CARRIED.
