O'Connell Present Present Present Present Present Ab.sent Present Present Absent Absent Present Tag Minutes of the Regular Meeting of August 4th, 1958 and the Special Meeting ot' August 12th, 1958 were presented to each Councilman for a.pproval. Motion by Councilman Shaeffer these minutes stand approved 8S submitted, seconded by Councilmfm Farrell and by vote CARRIED. OFFICERS REPORTS The Deputy Clerk read the Clerk's Cash Statement and the Budget Report for the month of July, 1958. ORDINANCES AN ORDlNANCE AUTHORIZIHJ THE TRAlJSFER OF THE SUM OF t2,OOO.OO FROM THE SURPLUS FUND TO THE STREET DEPARTMENT FUND OF THE CITY OF EIDEWATER, FWRIDA.. Att.ornsy Chisholm read the aforesaid Ordinance in full. Motion \II.as duly made by Councilman Braga this Ordinance be a.dopted, seconded by Councilman Farrell and passed by the vote of the City Council of the City of Edgewater, Florida at a regular meeting held August 18th. 1958. Passed by the vote of the City Council of the City of Edgewater, Florida at a regular meeting or said Council held on the 1Sth day of August, A.D. 1958 and approved as provided by law, the vote of said Council on Roll call being as tOUoW8t Councilman Broga Yea Councilman Shaeffer Yea Councilman Henry Yea Councilman Farrell Yea Mayor Sedgwick Yea - 1 - l'j r V Attorney Chisholm had an Ordinance ready for appointing a special policeman, but Councilman Henry, who had been appointed to recommend a special policeman for Edgewater Acres asked that no action be taken until he can confer with Police Chief Norman. There was a discussion about the extent of authority of a special officer. NEW BUSINESS Councilman Shaeffer requested a leave from September 2nd to October 10th. Councilman Broga made a ,notion to grant the leave, seconded by Councilman Farrell and so CAFEZED. Mr. Nat Brown asked if water lines could be extended to include the only house in Edgewater Acres which would be without a water line according to original plans, stating that this would require about 200 ft. more of pipe. Mayor Sedgwick explained that a set amount of pipe is to be laid and any addi- tional pipe at one place would result in less pipe elsewhere. Several streets which now have houses had none when the -water system was planned, therefore they are not included. The Mayor stated that he will confer with the engineers about the possibility of including this house, which is on Lake Street in Section 5 of Edgewater Acres. I'ir. Walter Knapp presented sketches of possible welcome signs to be placed at • the North and South entrances to Edgewater, when the U.S. Highway it 1 four- laning work has been completed. The Mayor advised turning these over to the Board of Directors of the Chamber of Commerce. Chamber of Commerce President :m. Piser recommended that the City appoint an examining board to check applicants for General Contractors' licenses, also electric and plumbing contractors. He claimed that the Public is not protected now, that a contractor can get a license without known qualifications. The Mayor stated that it is not the City's responsibility to investigate con- tractors, that it is the responsibility of the individual, that the City can not refuse anyone asking for a General Contractor's license. The Mayor stated that the new zoning ordinance to be adopted in September is to contain a clause requiring a performance bond for all contractors building within Edgewater. This would guarantee that construction work be completed successfully. There being no further business, Councilman Farrell moved we do now adjourn, seconded by Councilman Shaeffer and by vote CARRIED.
