REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF EDGE\'IATER, FLORIDA,
VOLUSIA COUNTY, HELD OCT. 19th, 1959.
The Regular Meeting of the City Council of the City of Edgewater, Florida,
held October 19th, 1959 was called to order by Mayor Crawford C. Shaeffer
at 7:30 P.M.

The 11inutes of the Regular Meeting held October 5th and Special Meetings
held October 13th and 14th were presented to each Councilman for his
approval. Motion duly made by Councilman Henry these minutes stand
approved as submitted, seconded by Councilman Broga and by vote CARRIED.

The above and foregoing Resolution appointing an Election Board was read
in full by Attorney Chisholm and motion duly made by Councilman Broga this
Resolution be adopted, seconded by Councilman Seng and upon roll call the
said resolution vTaS duly declared adopted at the Regular Jlfeeting of said
Council held on the 19th day of October, A. D. 1959, the vote of said Council
on roll call being as follows:-

ORDINANCE
ORDINANCE NO. 238 APPROPRIATING REVENUES TO BE COLLECTED FOR THE WATER DE-
PARTNENT' OF THE CITY OF EDG];l{lATER, VOLUSIA COUNTY, FLORIDA, FOR THE FISCAL
YEAR BEGINNING NOVEMBER 1, 1959 MID E!\TDING OCTOBER 31, 1960, TO THE VARIOUS
ITEHS OF THE BUDGET OF THE WATER DEPARTMENT OF THE CITY OF EDGEliATER, VOLUSIA
COUNTY, FLORIDA.
The above Ordinance was read in full by Attorney Chisholm and motion duly
made by Councilman Broga this Ordinance be adopted, seconded by Councilman
Seng and passed by vote of the City Council of the City of Edgewater,
Florida, at a regular meeting held October 19th, 1959. Roll call vote
being as follows:-

Upon motion duly made by Councilman Farrell, seconded by Councilman Henry
and carried, the requirement of reading said Ordinance upon second reading
was waived and the ordinance was ordered put upon final passage.
Passed by vote of the City Council of the City of Edgewater, Florida, at the
Regular Meeting of said Council held on October 19th, 1959 and approved as
provided by Law, the vote of said Council being as follows:-

OLD BUSINESS
Mayor Shaeffer stated the name of Nels Frantzen had been proposed to fill
the vacancy on the Board of Trustees for the Community Center. Motion duly
made by Councilm~~ Seng that Nels Frantzen be appointed to fill the vacancy,
seconded by Councilman Broga and by vote CARRIED. Roll call vote being as
follows:-

NEW BUSINESS
. Mayor Shaeffer stated there was a note at the Bank of New Smyrna for $5,000
with interest of $95.14 which should be cleaned up before the dose of the
fiscal year so the City will have a clean slate. Motion duly made by
Councilma~ Broga, seconded by Councilman Farrell this note for $5,095.14
be paid. Roll call vote being as follows:-

Mr. Rich, Representatiue of the Professional Insurance Corporation outlined
Group Insur~Dce for all City Employees, including Volunteer Firemen. He ex-
plained this was a Franchise Group Program and was non-cancelable and agree-
ment cannot be altered. This is also payable whether covered by Workmen's
Compensation or not. After hearing the advantages of this coverage motion
was duly made by Councilman Seng that Mr. Rich take applications of employees
and collect data as to what group wanted in coverage and report to Council,
seconded by Councilman Farrell and by vote CARRIED.
Council~D Henry stated the last fire hydrant in Edgewater Acres was at Alice
Avenue and the end of the line was about 1760 feet past this and he felt it
was necessary for a plug to be put in below Alice Avenue to reduce rates in
this area. After discussion it was agreed to order a plug to be placed in
this area.
Open for discussions from the floor if any. Mrs. Beryl Garthwaite stated
that she understood there was a Council meeting with Mr. Moynahan and ask the
Mayor to report on this meeting. Mayor Shaeffer stated to get the record
straight, there was no special council meeting, but a round table discussion
with Mr. Moynahan and he had assured those present that Florida Shores intended
to make corrections on bulkheads over drainage ditches as quickly as possible
and did not intend to pullout as they have a large investment in this sub-
division.
Mr. Moynahan. We have tried block construction and found it too costly and
not satisfactory, but are now working on another method. As to pulling out,
we still own about 2000 lots here and it would be bad business to pullout
and leave this large an investment. As to the road and pier, we intend to
dedicate this road and definately will do this before May of1950.
Mr. Broga. We understand the main problem now is the washing out around the
cement block.
Mr. Moynahan. This is true, and we are now going to expermint with sheet transite.
Mrs. Gaithwaite then ask if they cared to add to the present contract and
extend the date.
Mr. Moynahan stated they do not want to add to contract and as to maintenance
this vull always be a problem, which all cities have to face and no more in
this subdivision than in others around the state.
Mr. Armstrong. We all agree the condition is very deplorable now. I drove
around this subdivision last Sunday and in some places the water was two feet
deep.
Mr. Moynahan. Our subdivision is better than most subdivisions in the state.
A gentlemen rose and stated he did not know anyone present and he was a perfect
stranger to Mr. Moynahan and he had visited subdivions allover Florida the
past two weeks and found that Florida Shores was the best one he had visited and
he intended to build a home there and not a cheap one either. He stated he was
perfectly satisfied with what he saw. He also stated he lived in a forty thousand
home up north and intended to have just as nice a one here.
Mayor Shaeffer then ask Mr. Beach if he had met vuth Mr. Moynahan that afternoon
and what the results of his meeting was. Mr. Beach stated Mr. Moynahan had
assured he would inspect the subdivision and that Indian River Drive will be
dedicated to the City of Edgewater and he vrould do everYthing he could to correct
the bulkheads as soon as possible.
Councilman Farrell stated the people had looked, seen and bought and as things
were going they were only hurting their property by devaluation rather than
helping to build it up. We have seen it happen here in other subdivisions and
I do hope this will not happen in this development.
Councilman Broga. We realize what is happening in Florida Shores. I ~ave s~en
at least one large subdivision in Canton, Ohio where the people all chlpped ln
and helped on the roads and did not kick about it.

Mr. Beach. I am Vice-President of the Citizens of Edgewater Committee
and we are not here to kick about Edgewater, but what is bothering the
people is the May 21st limit and if this was cleared up there would be
less tention.
Mr. Gunther. I have lived here three years in Florida Shores and I do
agree to a point, but kicking and hollering about it will do no good. I
think we should go along with what they say and if they say they will do
something about it, I think they will. They could let everything go to
pot, but they would only be cutting off their nose to spite their face as
they do hold a lot of property there and it is a large investment, which
I know they have no intention of pulling out and leaving at present.
Mayor Shaeffer thanked everyone for airing their views and stated it had
been very enlightening.
There being no further business Councilman Farrell moved we do now adjourn,
seconded by Councilman Henry and by vote CARRIED.
