COUNTY, FLORIDA, HELD NOV. 21, 1960.
The Regular Meeting of the City Council of the City of Edgewater, Florida
held November 21, 1960 was called to order by Mayor Crawford C. Shaeffer
at 7:.30 P.M.

The Minutes of the Regular Meeting held November 7th, 1960 and Special
Meeting held November 9th, 1960 were presented to each Councilman for his
approval. Motion duly made by Councilman Smith these minutes s~approved -,

Mayor Shaeffer stated it had been put in paper to increase Garbage &
Trash Collection fees. I can see no reason for Garbage Collection in-
crease, but as to trash that is different. In this department we operated
on a deficit of $1000 this year and I recommend this council work out some
scheme where by we can charge for certain pickups. I will not ask each
Councilman for his views.
Councilman Armstrong stated the garbage will take care of itself and I
realize we do have trash problems. In Florida Shores they do not pick
,up trash. The majority of trash collections is between river and highway
where it is more thickly populated and I feel it would not be feasab1e to
raise everyone in the City when only certain ones get this service. I think
we can work out someway to collect additional fees for large quantities.
Councilman Smith stated I had charge of this collection until I resigned.
I had pretty good response from the people when they had a large quantity
of trash to be collected by charging additional. We would go over certain
sections one day and the next day you could go over it again. In some
instances after the people had been away for 3 or 4 months it would take
two men a half day to haul trash away. Because they paid for this service
while away they expected City to hall away for nothing. I think it might
be a good idea to contact other cities and see what they charge for this
service and how it is handled. I know, nwse1f, even before ''Donnall how
much it cost in labor and fuel, so I feel we should investigate with others
as to what system they use and be governed accordingly.
Councilman Seng stated I would go on record as to amount to be picked up.
A pile 2 x 2 or 3 x 3 and be charged accordingly. Such as hauling trees
away they should be charged extra. All trash should be put in containers
if possible for easier handling.
Councilman Beck stated I feel the way things are going you have been re-
ferring mostly to nw zone, but I feel we should not go in the hole on any
collections and if we are going in the hole then we should charge for
trash collections separately. We certainly can't go in the hole and we
should take measures and check up, either as the whole City or individually.
Councilman Smith: The Ordinance forbids burning of lots without permission
and pine needles and leaves should be put in containers so they can be
picked up. A man cannot fork pine needles and leaves into a truck and make
a job of it and it wastes too much time. All contractors have to dispose
of left over building material. vie have had no trouble there. Where an
individual replaces a roof we are ask to haul old roofing away. I say we
should charge the individual for this service, or we can cut costs by \
having each individual haul away such things as old roofing themselves.
Mayor Shaeffer suggested that pine needles be burned. He stated some were
confused by the ordinance. Burning as defined in the Ordinance was for lot
clearing. If all would comply and burn all that could be burned it would
help the City considerably.
Councilman Seng stated if everything was collected at one time along with
Garbage in containers it would take care of whole thing.
Discussion on pay raises for certain employees. At a get together of
Council these raises were discussed. $25.00 a month raise for Mr. Seeney
and Mr. Kincaid and 15~ per hour raise for Mr. Winkler and 5~ per hr. for
Mr. Weed.
Councilman Armstrong: I do not feel as if we are justified to raise a
certain few. I believe in equality or a blanket raise across the board. I
believe in fairness to everyone.

Councilman Beck: I feel a raise is justified if an employee has been
here for sometime. Those with longer time and are satisfactory are entitled
to a raise.
Councilman Seng: It all depends on length of time of employment. I feel the
man that is responsible for the garbage truck is entitled to 15i per hour
more. It is only fair that the man who has been with the City for one, two
or three years should get more.
Councilman Smith: I was responsible for this question being raised. I feel
the man with a greater responsibility should be compensated. If he is given
responsibilities he will work harder and some of this work requires more
responsibility, like caring for garbage truck, and that man should get more
than a helper. As far as Mr. Seeney is conserned he would be a hard man to
replace as he takes care of all equipment and uses his own tools as the City
does not have any. He will work extra when called upon and I feel a $25.00
raise is a small amount of compensation for the services rendered. As far
as Mr. Kincaid is concerned, it would be hard to replace him for the money
and I do not agree to a blanket increase. I do agree to a raise after a man
has been with the City, say a year.
Mayor Shaeffer: I wish to state we have the nicest crew working for the City
now that we have ever had and all are very dependable.
Motion duly made by Councilman Beck we give Mr. Seeney a $25.00 monthly raise
and 15i per hr. to Mr. Winkler and 5i per hr. to Mr. Weed. Seconded by
Councilman Seng, provided this is made re-troactive as of Nov. 1st, This
made re-troactive by Councilman Beck. Roll call vote being as follows:-

Letter from Chamber of Commerce asking for a charger change. Mayor Shaeffer
stated this would be handled in the same manner as the other letters already
in.
Councilman Smith stated this should not be put off until a future date, but
some action should be taken. The Chamber of Commerce, the Edgewater Business
Association and Civic Association have all ask that these changes be made, and
I feel we should go on record as approving or disapproving before it is to late
to have changes ready for Lawyer to prepare for Legislature. You know we have
to have all changes ready in January to be presented to Legislature and these
three organizations are the back-bone of the City and should have some say in
this matter. Openly I do not agree with hiring a City Engineer as we have en-
gineers handy that we can get at any time and it would be a waste of money to
hire one as we would have to pay a retainer fee. I agree expenditures should
be cut down to $500 without proper bids. As to City Manager, we could use one
which would cut down the work of the Mayor and Council members, but it is not
feasable at this time, but we should go on record so that in the future when
feasable we could hire one without waiting for a charter change.
Mayor Shaeffer ask the other Councilmen to state their views.
Councilman Beck: Personally I am in accord with cutting spending down to
$500 without bids. I think this is a good figure. As to City Manager and
City Engineer, I do not think the City needs them yet.
At this point Attorney Chisholm suggested that there be a public hearing at which
time the public would be informed of the purposed changes and voice their
opinions. The meeting to be held not later than the first meeting in December,
at the Community Hall.

If held at this time it would give everyone a chance to hear the proposed
changes and still give time enough to prepare the proper papers for the
Legislature.
Councilman Seng: I am in accord with $500 spending without bids, and as
the City grows be able to hire a City Manager and Engineer, say according
to population for example 5000 or 3500 population.
Attorney Chisholm stated it would not be good policy to tie population into
it.
Councilman Annstrong: I agree whole heartly for $500 spending, but pro-
visions should be made whereby if an emergency came up -we would not have to
wait for sealed bids. If quick action is needed and we have to wait to
award a contract thru sealed bids, sometime could elapse which could cause
a hardship. I am only thinking of the welfare of the people, say if the
fire truck should break down and the cost of repairs would be more than $500
dollars and we had to wait for sealed bids.
Mayor Shaaffer stated he was in favor of a City Manager if and when needed, but
not in favor of a City ~ Engineer when we have two good engineers close
by and not in favor of $500 without bids, but $1000. Amen.
Mr. Brown: Cities as large as Philadelphia are limited to spending only $500
without sealed bids and certainly if they can do it this little town can do it.
You can always pick up the phone and ask for sealed bids and have them in the
next day. As to City Manager and City Engineer make provisions to hire if and
when needed at the discretion of the City Council.
Mr. Grafton: We might not get a hard working council like the one we have now
and then we would need a City Manager.
Mr. Wilson: The City Attorney has suggested that we have a meeting which I
think is good as it will give plenty of people an opportunity to express their
feelings and still give plenty of time to get it before the Legislature.
Motion duly made by Councilman Smith expenditures not to exceed $500 without
bids, seconded by Councilman Armstrong and by vote CARRIED. Roll call vote

Motion duly made by Councilman Beck we table the matter of City Manager and
City Engineer until it is discussed further with Attorney Chisholm, seconded
by Councilman Seng and by vote CARRIED.
Letter from Fire Underwriters. Mayor Shaeffer stated it would be impossible
for a City of this size to comply with all the regulations required for a
reduction in rat at this time. Motion duly made by Councilman Smith we table
this letter, seconded by Councilman Armstrong and by vote CARRIED.
Motion duly made by Councilman Armstrong a Resolution be drawn up and sent to
the School Board, stating the feelings and desires of the Council on a School
here in Edgewater, seconded by Councilman Seng and by vote CARRIED.
Mr. Brown ask that the Council wait on this Resolution until after a meeting
with the school board tomorrow. Mr. Grafton stated he thought this a fine
idea and would go along with it 100%. He stated he was to present to the
school board a petition signed by over 1000 persons to bring a school to
Edgewater.

Councilman Annstrong: I have some connnents and I may put the Mayor on
the spot. The Pier at Florida Shores is in bad shape and I want to know
if you can give us some encouragement of what you plan to do.
Mayor Shaeffer stated he had instructed the City crew to put logs back
and fill holes along the bank and make temporary repairs.
Councilman Armstrong: It is City property and it is the duty of this City
Council to commence to take care of public property.
Councilman Armstrong stated he would like to ask Mr. Scofield a question.
Sometime ago I requested plan for drainage elevations for Florida Shores.
I have not received them as of today. Mr. Scofield stated he had talked to
Mr. Moynahan and he did not have anything worth while as drainage maps were
destroyed after they started to acquire more land and more drainage was need-
ed, so they put it in as they went along and so many changes had been made to
meet the needs the old maps were destroyed.
Mr. Tedei stated he had ask that Fern Palm Drive be fixed. Since the hurricane
it was washed out, along side of the culvert, and he had been unable to get
either Mr. r.10ynahan or the City to do anything about it. Mr. Scofield stated
they did not intend to fix it because it was caused by the drainage ditch the
City emptied into their drain ditch to drain shell pits and Edgewater Acres
and it was up to the City as they had two 5 ft. culverts under railroad and
6 ft. culvert under Fern Palm, and certainly since this other drain ditch was
put in it has retarded the flow of water through this culvert. Councilman
Armstrong stated you could not expect a 6 ft. culvert to do the work of two
5 ft. culverts, but when the culvert is put in under the Maytown spur, this
will relieve the water in the drain ditch the City put in.
Mr. Grafton stated he wanted to compliment out Mayor on the offer he made at
the meeting of all City Mayors and C. of C. heads who met in Daytona Beach
on the Inlet. Our Mayor offered the Connnunity Center for the next meeting
to be held in March and I think we can be proud that a City of this size has
a building of this size to offer for such a meeting.
There being no further business Councilman Seng moved we do now adjourn,
seconded by Councilman Smith and by vote CARRIED.
