OF THE CITY OF EDGE~lATER, VOLUSIA
COUNTY, FLORIDA, HELD OCTOBER 3, 1960.
The Regular Meeting of the City Council of the City of Edgewater, Florida,
held October 3rd, 1960 was called to order by Mayor Crawford C. Shaeffer
at 7:30 P.H.

The Minutes of the Regular Meeting held September 19th were presented to
each Councilmal1 for his approval. Notion duly made by Councilman Smith
these minutes be approved as submitted, seconded by Councilman Armstrong
and by vote CARRIED.

Motion duly made by Councilman Seng these bills be paid and be made a part
of the ~~nutes. Councilman Armstrong questioned the Electric Bill from the
City of 1'.~e11 Srrwrna Beach, stating ,'Ie '(rere 11ithout street lights for seven
nights and he felt we should ask for a reduction. The Clerk was instructed
to contact the City of New Smyrna Beach and convey this message to them.
Councilman Armstrong then seconded the payment of all bills except this light
bill. Roll call vote being as follo11s:-

The above Proclamation was read by Attorney Chisholm calling for a Special
Election to be held ~ovember 8th, 1960 to fill the unexpired term of Council-
man Maler from District #1.
Motion duly made by Councilman Seng this Proclamation be adopted, seconded by
Councilman Smith a'1d by vote CARRIED. Roll call vote being as follol.rs:-

A RESOLUTION ADOPTING AN ESTIHATED BUDGET FOR THE FISCAL YEA.tt BEGINEING FOVEMBER
1, 1960 AND ELDING OCTOBER 31, 1961 AND ADOPTING AN AHOUNT DETERNIPED TO BE THE
ANTICIPATED CASH RECEIPTS OF THE vTATER DEPA.ttTHENT OF THE CITY OF EDGK~JATER,
VOLUSIA COUNTY, FLORIDA.
The above and foregoing resolution was presented by Councilman Seng, who
moved its adoption, said motion being seconded by Councilman Armstrong, and
upon roll call vote, said resolution was duly declared adopted at the regular
meeting of said Council held on the 3rd day of October, 1960, the vote of
said Council on roll call being as follows:-

Mayor Shaeffer stated he was leavL'1g to go Korth on the advise of his brothers
Doctor, his brother being very low and not expected to live, therefore an Acting
Mayor vall have to be appointed in my absence. l-iotion duly made by Councilman
Armstrong that Councilman Seng be appointed to act until the 11ayorts return.
There being no second Mayor Shaeffer relinquished the chair and placed Councilman
Seng in the chair. Mayor Shaeffer then seconded the motion. Roll call vote be-

Letter of resignatior. of Councilman Maler. ~fotion duly made by Councilman Smith
the resignation of Councilman Maler be accepted, seconded by Councilman Seng
and by vote CAJffiIED.
Mayor Shaeffer stated he had received a list of names whom ~tt. Carter suggested
be placed on the Recreation Committee to help on making a playground for the
children on the school property. The follovling were recommended:- John W. Carter,
Grover C. Alexander, Jr., Mrs. George Kennedy, Edward Wolfe, ~~. Willard Stubbs,
}~. David HcCallister. Motion duly made by Councilman Smith these members be
appointed as read, seconded by Councilman Armstrong and by vote CARBJED.
Mayor Shaeffer then ask if there was anything else to bring before the Council.
Councilman Smith stated in June the question of obtaining only certain wreckers
came up. vihat has been done about it? Mayor Shaeffer stated the Police Dept.
had been informed they were to rotate this service between the different ~~ecking
services.

Councilman Smith also stated on l1ay 16th Mr. Piser had brought up cross-
connections in water lines. ~fuat has been done about this? Councilman Seng
stated these inspections were being made in spare time and all that remained
to be inspected were District #4.
Councilman Smith also brought up the question of the price of a tire purchased
for the Garbage truck. He stated that Councilman Seng had questioned the price
of this tire. Councilman Seng stated he never intended to criticise, but only
questioned the price at the time. Councilm~1 Smith stated the tire was pur-
chased over Labor Day and they had to have it. Councilman Seng stated he had
bought a tire of the same size for much less, but maybe I got a bargain. After
an argument the Mayor stated the question was settled.
Mr. Carter ask how far the City intended to go L~ helping on the play-ground.
He ask that the City help bu furnishing gas for the machines, which Hanson
& McCallister donated for use and they also donated operators, and he felt
it only fair that the city help by furnishing gas. Councilman Smith interrupted
l{r. Carter and ask what machinery the gas was to be used for. Mayor Shaeffer
stated Councilman Smith was out of order as Mr. Carter had no finished before
being interrupted. A disagreement occured and Mayor Shaeffer ask Chief Norman
to escirt eouncilman Smith from the Council room. After much argument, Mr.
Carter stated if they would all take their seats, he would like to be heard.
He then proceeded to explain what the committee were trying to do and the help
they were getting and all he was asking was some gas for the equipment used. I
would also like to state that we have a very valuable piece of ground for a
school and I only hope that the people of Edgewater realize this, and if we all
work together, we can get a school here. Motion was then duly made by Council-
man Smith the City grant permission to use all the city fuel needed, seconded
by Councilman Seng and by vote CARRIED.
Mr. LaBonde, building inspector, ask what the pleasure of the City Council was
in regard to cut-off time for free perwits caused by the storm. After dis-
cussion, it was decided to go along for a time and ask the building inspector
to use his O\in judgement as to whether damage was caused by storm.
Mrs. Henniq, a member of the Library Board ask if the Library were going to have
$2,500 in the budget as promised. Mayor Shaeffer stated they were, as the Council
had all agreed on this. She then thanked the Council and stated we could all be
proud of the Library as two State Librarians had been here the past week and
complimented them on the work accomplished in one year. She also stated, if we do
get a school, this library raIl be prepared to serve the children as they were
planning ahead for this and would be able to handle this.
Mrs. Murton read a letter addressed to the Chamber of Commerce from Clause
Winstead, U.S. Coast Guard & family thanking the Police and Fire Departments
for the assistance rendered during the hurricane as they were passing through
at the height of the storm and appreciated shelter and refreshments.
Mr. Bro~~ ask about filing vacancy on Council before an election could be
called. Attorney Chisholm stated the vacancy could not be filled unless the
vacancy occured within 60 days of any general election, therefore District #1
would not be represented until the election called for on November 8th.
Mr. Carter ask if the City would have any objections to their usingl any of the
City equipment to help out on the playground. No objections.
Councilman Smith ask if the high grass could be mowed along Park Ave. as the
school children had to walk in the street because of the high weeks, and this
was dangerous. He was assured these weeds would be cut as soon as possible.
Fire Chief Garlick ask that a right-of-way of the Fire Lane be cleared again.
He stated it was overgrovm and almost impassible. He was assured it would be
done as soon as other work was caught up.

Councilman Armstrong ask :!v1r. Scofield if he had v..Titten Hr. Hoynahan
about a drainage map for Florida Shores. ~~. Scofield stated he9ad, but
had not heard from him yet.
There being no further business Councilman Smith moved we do now adjourn,
seconded by Councilma~ Armstrong and by vote CARRIED.
