SPECIAL ~mETING OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA, HELD AUGUST 19, 1960.
A Special Meeting of the City Council of the City of Edgewater, Florida,
held August 19th, 1960 was called to order by l.fayor Crawford C. Shaeffer
at 10:30 I. H.

The purpose of the meeting was to discuss purchase of two way communication
system. The City has received a permit from FCC for such a system and the
equipment must be installed \~thin 90 days or the permit forfeited.
Bids were received from the following.
Motorola Company
General Electric Co.
Comco Communications, Inc.
$1,845.00 Installed
$1,711.00 Installed
$1,428.40 Installed
Mayor Shaeffer stated the meeting was open for discussion.
Councilman Smith stated the City was not large enough for such a system and
he had been misinformed as South Daytona and Port Orange had not purchased
units. He had talked with Hayor Burklin of Port Orange and Harry Steel of
South Daytona. South Daytona are putting in a two way system just for the
Engineer on the job while installing Sewer System, to protect their invest-
ment of $350,000. I do not think vie should take this step now. It should
be brought before the public at a Regular Council Meeting. The people should
have a say as to how their tax money is to be spent. I, therefore suggest
this be tabled until the next Council Meeting.
Councilman Seng stated we were not purchasing for today or tomorrow, but for
the future. vie are growing and while vie have our permit from FCC we should
take advantage of it.
Councilman Smith stated if we did not purchase now we would always get a
permit, if not through FCC through Civil Defense. Another thing, how do we
know the next Council coming in would use this system. They might want to
throvl it out and it would be money vlasted.
Councilman Armstrong stated he felt it was feasable to install now. Council-
man Smith ask why do you say feasable and how will it be operated and what
cars will they be installed in. Mayor Shaeffer stated it would be operated
from the City Hall and they would be installed in the Building Inspectors
car and Water Truck. Councilman Smith stated not one of the other cities
had one in the inspectors car.
Councilman Haler stated we should purchase before our permit runs out within
90 days.
Councilman Armstrong stated he coUld see no reason for not going ahead with
this now and could see no reason for putting it before the public as long as
the time is limited and if budget is permissable.
Councilman Smith stated he would bring it before the Council at the next
meeting anyway.

Motion was then duly made by Councilman Seng we purchase a Communication
System from Comco Communications, Inc. at the purchase price of $1,428.40,
seconded by Councilman Armstrong and by vote C~~ED. Roll call vote being
as fol1ows:-

There being no further business Councilman Seng moved we do now adjourn,
seconded by Councilman Smith and by vote CARRIED.
