The Regular Keeting of the City Council of the City of Edgewater, Florida, held
May 16th, 1960 was called to order by Acting Mayor Reeves P. Smith, Sr. at 7:30
P.M.

Councilman for his approval. 1.~otion duly made by Councilman Seng these minutes

OFFICERS REPORTS
The Clerk read the Clerk's Cash Statement and the Budget Report for the month
of April, 1960. Also the Police Report for the month of April.

Letters were read from Councilman Seng, John D. Swartz and E. A. Smith.
Motion duly made by Councilman Armstrong the letter of Councilman Seng be ack-
nowledged and Councilman Seng be granted leave for the time he yull have to be
gone, seconded by Councilman Maler and by vote CARRIED.
Letter from Mr. S...artz. Hotion duly made by Councilman Armstrong this letter
be tabled until we find out what it is about, seconded by Councilman Maler and
by vote CARRIED.

Letter from Hr. Smith. After discussion and reading of Ordinance #221,
pertaining to storage tanks above ground, motion duly made by Councilman
Seng the man be told to put thnks under ground to comply \dth Ordinance,
seconded by Councilman Armstrong and by vote CARRIED.
John Grafton stated he thought this should be turned over to the Soning
Board for a decision. 14r. Brown stated above ground tanks are dangerous
to life and property. Councilman Armstrong stated this was in strict
violation of the ordinance and he has to pump the kerosene from the tank
regardless if they be above or below ground. Acting Mayor Smith stated
the reason for putting tanks above ground was because of leaks, which
could be detected easier.
Attorney Chisholm stated the Resolution calling for a hearing set the date
for the hearing tonight. Acting Mayor Smith ask if there were any 6Qections
to closing Jumquat Drive between 16th and 17th streets in Florida Shores.
There being no objections motion was duly made by Councilman Armstrong the
Attorney be instructed to dra't! up an ordinance closing Kumquat Drive bet\"ieen
16th and 17th streets and the property revert to the original m..ners, seconded
by Councilman Seng and by vote CARRIED. Roll call vote being as follows:-

Ordinance #204 was read and explained by Attorney Chisholm on water connections.
Mr. Piser ask if anythingfhad been done about connections with City water and
pump water being crossed. Acting Mayor Smith stated it had been brought up a
good many times with the Mayor but nothing had been done about it, so then ask
that it be brought up agaL~ when the Mayor returns. Councilman Seng stated he
was in charge of the Water Department and he stated this was a poor time to make
these inspections as so many had left for the summer and the time to do this was
in the fall when everyone is here and you can get access to make these inspections.
l-'Ir. Beach stated he would like to bring up the trailer park. He objected to any
more trailer parks as the City now has five trailer parks ~athin a two mile
stretch. I do think we will have to get up a petition to stop this. The Acting
Mayor Smith stated that was his privelege. He then ask if there had been any
correspondence with Mr. Magnuson. Attorney Chisholm stated he had not written
any letter, but was waiting for the Mayor's return, at ~mich time a letter would
be ~Tri t ten.
Mr. Piser ask that the Council consider putting $1,000 to $1,500. in next years
budget for recreation areas. This money to be used for maintenance and beauti=
fication. ~~. Brown also voiced his opinion on this subject stating the park
and pier was a valuable piece of land and the City has done nothing since they
took it over.
v~. Beach ask what the City intended to do about taking over Florida Shores on
May 21st. Acting Mayor Smith stated the Mayor will be back to take care of it.
He Stated he had been doing business "ath Hr. Hoynahan. Next Saturday the
contract expires and they are not in violation until then. Mr. Beach ask if
there would be a public meeting on this decision. Mayor Smith staUd he supposed
there would be, but could not answer for the Mayor.
Actingf Mayor Smith stated there 1-TaS one thing he would like to bring to the
attention of the people. About our City dump. \ie have keys at the Cit)/ Hall
for use to anyone residing in the City to use the dump. Someone has taken a
load of leaves and branches out there and dumped it on the road. This is
County property and it is the same penalty as dumping on the highway. There is
a stiff fine, and if I catch anyone doing this they certainly ...all be brought
into court and fined.

Acting Mayor Smith stated this was his last meeting to act as M~or and he
wanted to thank everyone for attending the meetings and the courtesy sho~m
him while he has been serving in the absence of the Mayor. I have received
a good many at the office and I wish to state I appreciate your calling on
me at the office and serving you has been a privelege and a pleasure.
There being no further business Councilman Armstrong moved we do now adjourn,
seconded by Councilman Maler and by vote CARRIED.
