The Regular Meeting of the City Council of the City of Edgewater, Florida,
held February 1st, 1960 was called to order by Mayor Crawford C. Shaeffer
at 7:30 P.M.

The Minutes of the Regular Meeting held January 18th, 1960 were presented
to each Councilman for his approval. Motion duly made by Councilman Seng
these minutes stand approved as submitted, seconded by Councilman Maler
and by vote CARRIED.

COHHUNICATIONS
Letters were read from the follo~~ng:- Property ovmers of Trugot Ave.
regarding delapidated residence on corner of Riverside Drive and Turgot
Avenue; Edgewater Property Ov\~ers Association; Mr. Miller asking for a
reduction in his garbage fee.
OFFICERS REPORT
The Clerk read the Building Inspectors Report for the month of January.
RESOLUTION
RESOLUTION AUTHORIZING THE SALE OF AN ACCOUNTIKG !~.CHI~~ M'm TRUCK TO
THE MUNICIPAL \'TATER SYSTEM IN THE CITY OF EDGE'fIATER, FLORIDA, SETTIKG
FORTH THE PURCHASE PRICE AND THE TERNS OF PAY.
The above and foregoing resolution was presented by Councilman Seng, who
moved its adoption, said motion being seconded by Councilman Armstrong,
and upon roll call vote, said resolution was duly declared adopted at the
regular meeting of said Council held on February 1, 1960. The vote of said
roll call being as follows:-

Letter from Property Ovmers Association. Mayor Shaeffer stated he had read
the letter and understood it and as long as you have sent one to Mr. Magnuson,
I vnll talk with Hr. Moynahan, but I have already been assured by him they
do not intend to leave the City on May 21st as per agreement as they have too
much at stake here. They intend to continue work for at least biO years and
as to the agreement, that is between the City and Florida Shores.
Letters from three property o~~ers on Turgot Avenue concerning the old
dilapidated building on Riverside Drive and Turgot Avenue. These letters
v;ill be turned over to the Building Inspector with the recommendation he
contact the Fire Chief and they in turn are to inspect the building and
report their findings to the Council and then the Council vnll take action.
Letter from Mr. Miller regarding charge for garbage collection. Mrs. Dippery
instructed to vITite a letter to this gentlemen with a copy of the Ordinance,
and also telling him we do not grant any concessions on garbage and definately
he \~ll not be allowed to burn or bury garbage.
Councilman Armstrong: I want to call your attention to the recommendations
made by the mosquito control regarding the drainage ditch which is half way
between U.S. #1 and the Railroad. The Mosquito Control recommend we secure
easements from the property ovmers to allow them to 1iiden and straighten this
ditch. They ~~ll make a survey and put the right elevation for drainage and
vnll maintain it at no cost to the City. This vnll be on a permanent basis.
I suggest the City Attorney handle the necessary paper work to secure these
easements. Mayor Shaeffer instructed Attorney Chisholm to get to work on this
right away. Attorney Chisholm ask if the Mosquito Control would pay Mr. Swoope
to get the description of the property, and if so we could prepare the necessary
papers. I am sure most of the people would give this easement to help control
the mosquitos. I 1~11 contact Hr. Braddock and see "That he wants. Eouncilman
Maler ask if the City could just advertise this and not go through all this
other routine as the time was getting short as the Mosquito Control is to be
working in this area in March. Attorney Chisholm stated certain procedures
would have to be follm'led.

Mrs. Hennig then gave the Librarian's report. Mayor Shaeffer stated he wanted
to commend Mrs. Hennig on henreport and the work being done by the Library Board.

Mayor Shaeffer then made reference to the Traffic Conference which he and
Chief Norman attended at Gainesville, Fla. last ,'reek. It was to acquaint
Hunicipal, County and Juvenile Judges ",rith the vfOrkings of the Court. He
related to the speakers from such places as Northwestern University and a
Judge from New Mexico and stated it was well worth the $54.00 for the 2~
days spent there and he would recommend that all police officers attend
this school. He stated there were books recommended to be kept on the
Judge's desk as a guide at all times. I also would like to state that
Edgewater is not a speed trap and there were no speed traps south of
Jacksonville.
Mr. Lowery ask when Flagler Avenue is to be paved. Mayor Shaeffer stated
this has been promised for April and the City Council is going to go thru
with it.
~IT. Whitten stated he would like to add a few comments on Florida Shores.
Work is being done in Florida Shores. They are doing a good job, but it
is very slm-T. You say they 1rill not move out on the 21st of May, but what
happens then? Does the City take it over? Mayor Shaeffer stated that was
up to the City, and definately the strip from U.S. #1 to the River and Park
vrill be deeded over to the City and they vrill release any part of the buffer
strip when needed.
There being no further business Co~~cilman Smith moved we do n011 adjourn,
seconded by Councilman Seng and by vote CARRIED.
