REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA, HELD J A.N. 18th, 1960.
The Regular Meeting of the City Council of the City of Edgewater, Florida,
held January 18th, 1960 was called to order by Mayor Crawford C. Shaeffer
at 7:30 P.H.

The Minutes of the Regular Meeting held January 4th, 1960 were presented to
each Councilman for his approval. Motion duly made by Councilman Smith these
minutes stand approved as submitted, seconded by Councilman Maler and by vote
CARRIED.

A letter was read from Magnuson Properties thanking the City for the use of
chairs during the Holidays.

Report and the Librarian's Report for the month of December 1959.

ORDINAfTCE #257 DESIGf-TATING AND APPOINTING A REGULAR POLICE OFFICER FOR
THE CITY OF EDGEI'lATER, VOLUSIA COUNTY, FLORIDA, AND SETTING FORTH COMP-
ENSATION FOR SUCH OFFICE.
The above Ordinance was read in full by Attorney Chisholm and motion duly
made by Councilman Smith this ordinance appointing John Franklin Deibler be
adopted, seconded by Councilman Seng and passed by vote of the City Council
of the City of Edgewater, Florida at the regular meeting of said Council
held on the 18th day of January, 1960. Roll call vote being as follows:-

Upon motion duly made by Councilman Smith, seconded by Councilman Seng and
carried, the requirement of reading said ordinance upon second reading was

the regular meeting of said council held on the 18th day of January, 1960
and approved as provided by law, the vote of said council being as follows:-

ORDINANCE #258 PROHIBITING AI-IT PERSON, FORM OR CORPORATION FROM DEPOSITING
ARTY REFUSE, TRASH, DEBRIS OR AJITTHING OF A SIMILAR r;rATURE IN THE CITY DUMP
OF THE CITY OF EDGETtlATER, VOLUSIA COUNTY, FLORIDA, AIID PROVIDING PENALTIES
FOR THE VIOLATION THEREOF.
The above Ordinance was read in full by Attorney Chisholm and motion duly
made by Councilman Smith this ordinance be adopted, seconded by Councilman
Armstrong and passed by vote of the City Council of the City of Edgewater,
Florida, at a regular meeting of said Council held on the 18th day of January,
1960. Roll call vote being as follows:-

Attorney Chisholm stated he had a reply from the Interstate Commerce
Commission on the lowering of the culvert under the Maytown Branch of
the F.E.C. Ry. and they stated they were not in a position to give any
aid, either morally, financially or otherwise as this was not covered
by this agency. Mayor Shaeffer then stated we would just have to wait
until we heard from the Mosquito Control.

Councilman Seng, stated he had been advised by Mr. Hester, who was appoint-
ed to the Zoning Board that they were making up plats of the different sub-
divisions of the City and in his opinion this was work that should be done
by those who know this business and he did not. Mayor Shaeffer stated the
Zoning Board were doing a bang-up job of this and if Mr. Hester continued
to attend these meetings he would find these men know their business and
he would learn a lot from them.
Mayor Shaeffer stated he and Chief Norman would like to attend the Traffic
School at Gainesville and ask permission to go at the City's expense. Council-
man Smith moved that the Mayor and Chief attend this Traffic School at the
City's expense, seconded by Councilman Maler and by vote CARRIED. Roll call
vote being as follows:-

Mayor Shaeffer stated that all complaints from now on would have to be made
personally at the City Hall or written and signed.
Mr. Scofield stated the Magnuson Properties would likepermission to erect
a shelter for School Childred at their expense, same to be constructed to
conform with the Office Building. He presented plans for same and ask
the Council toconsider the best location for this shelter. Mayor Shaeffer
appointed all Councilmen on the Committee to inspect the proposed site
next Thursday afternoon.
Mayor Shaeffer stated he would like to explain the Ordinance on depositing
refuse at the City Dump. The reason these steps were taken, we found one
man dumping septic tank refuse at the dump and there was nothing to do but
put thumbs dOvffi on this, so now it is blocked off with a chain and lock and
permission will have to be given out at the City Hall. This does not stop
any resident from getting permission and all contractors who wish to use
the dump will find a space set aside for them to use. If anyone is found
dTh~ping without permission and come before me, so help me and my maker,I
will certainly impose a stiff fine.
Councilman Smith stated the same thing happened in Fort .Lauderdale and
they then took the refuse out to the dairies and there were several cases
of hepatitis. They had evidence by photos, and they were dumping right
out in the open and no one with common sense would do that.
Mr. Piser ask when Narange Drive would be fixed. This was promised some
time ago. Councilman Smith stated after a survey of every street it was
decided to start at Park Avenue and work south with the first loak of black
top which was 9700 lbs, and as soon as the men are available again they
would get another load and take care of the north end.
Fire Chief Garlick ask about a tarpolin for the Fire Truck and Mayor
Shaeffer stated the gentleman seated beside hirm.ras the man to delegate
on this as he had more free time than ID1yone. Chief Garlick ask that
Mayor Shaeffer make the arrangements.

There being no further business Councilman Smith moved we do now adjourn,
seconded by Councilman Armstrong and by vote CARRIED.
