A Special Meeting of the City Council of the City of Edgewater, Volusia County, Florida, held December 8th, 1959 was called to order by Mayor Crawford C. Shaeffer at 10:00 A.M. Dippery Present Present Present Present Present Present The purpose of the meeting was to hear the results of the committee appoint= ed by the Mayor regarding the purchase of a new Police Car. Bids received were as follows:- Watkins "Ford", Inc. Nieburger Chevrolet Co. New Smyrna Motors $2,050.00< $2,289.09 $2,299.00 Councilman Seng, Chairman of the Committee stated at the meeting held after the Regular Council meeting it was decided to accept the bid of Watkins "Ford" Inc. as he met the specifications and was the lowest bidder. Mayor Shaeffer opened the meeting for discussion before final decision was made. Councilman Smith stated he questioned the wisdom of purchasing a new police car and it came as such a surprise to him at the meeting as he had been to City Hall every day and this was the first he had heard of it. Do we need a second car? Especially in a City of this size and can we afford another car? The City owns a lot of expensive equipment which is out in the open and if it rains the men have to go home and cannot work and that is an expense to the City. If this equipment was under cover we would have a place for them to >vork when it rains. I represent a certain amount of people and I am responsible to them, and I would rather have a night meeting to discuss this, if it takes to midnight. V~ idea is this. One policeman certainly has his time to work and the other his time. One car does not work a hardship as we only have 16 hour police protection anyway, the other time they are on call. Councilman Maler stated he 1vould like a night meeting and get the Police Depart- ment in and have them explain the workings of this department as he was sure it would be a more efficient department with two cars. Mayor Shaeffer stated he did not care what they did. As I told you at the Council meeting I appointed this committee to meet and discuss this. I appointed you gentlemen with the exception of Mr. Maler who ask to be put on the committee, and I want to apologize to Mr. Maler for not putting him on the committee and I hope there are no hard feelings. I, as your Mayor have the perogative of planning and I will say the bids came in out of a clear sky. I knew the bids were out but did not expect them in for this meeting. I opened them and found them to be legitimate and I did not call for a vote on this matter at the meeting. I repeat I did not call for a motion on these bids at the meeting. It vias stated the former Council had budgeted for a new car. Councilman Smith stated even though the former Council had set this up, I think this council has authority to find errors, if any, before approval. Councilman Seng. We of the Council are above the Chief and I have talked with Frank on this and he informs me we are in need of this car and I go along with him. ., \".I y . ..... u v Mayor Shaeffer. Gentlemen what are your wishes. Councilman Seng stated he was in favor. Councilman Haler stated he was in favor. Councilman Armstrong stated he was in doubt now as this came as a complete surprise and I am in doubt whether we need another police car. I know of a lot of existing conditions in the City and one is a place to store equipment. Mayor Shaeffer, now when Councilman Smith makes recommendations \~th plans for a building to house this equipment we will consider this as we have enough workmen to do the job. Mayor Shaeffer called for a roll call on purchase of a Ford Fairlane Police Car. Roll call as follows:- Councilman Maler Councilman Seng Councilman Smith Councilman Armstrong Mayor Shaeffer Yea Yea No vote Pass Yea There being no further business Councilman Seng moved we do now adjourn, seconded by Councilman Smith and by vote CARRIED.
