The Regular Meeting of the City Council of the City of Edgewater, Florida, held November 4th, 1959 was called to order by Mayor Crawford C. Shaeffer at 7:30 P.M. ROLL CALL Mayor Crawford C. Norman Fire Chief Freu.Garlick Present Present Absent Present Present Present Present Present Present The Minutes of the Regular Heeting held November 1st, 1959 were presented to each Councilman for his approval. Motion duly made by Councilman Farrell these minutes stand approved as submitted, seconded by Councilman Seng and by vote CARRIED. RESOLUTION A RESOLUTION DECLARING THE RESULTS OF THE REGULAR ELECTION HELD IN THE CITY OF EDGEWATER, VOLUSIA COUl'J"TY, FLORIDA, ON THE 3rd DAY OF NOVE.l\ffiER, A. D. 1959 AND PROVIDING FOR THE ISSUANCE OF CERTIFICATE OF ELECTION TO THE CITY OFFICERS CHOSEN AT SAID ELECTION. The above Resolution was read in full by Attorney Chisholm declaring Crawford C. Shaeffer, Mayor, William Maler, Stanley A. Seng, Sr., Reeves P. Smith, Sr. and Dana T. Armstrong Councilmen duly elected at the Regular Election held November 3rd, 1959. Motion duly made by Councilman Broga this Resolution be adopted, seconded by Councilman Farrell and by vote CARRIED. Roll call vote being as follows:- Councilman Broga CouncilmaTJ. Seng Councilman Henry Councilman Farrell Mayor Shaeffer Yea Yea Absent Yea Yea Mayor Shaeffer. I want to say Mr. Broga, I thank you from the bottom ofmy heart for the co-operation you have given me the past six weeks I have been Mayor, and Mr. Farrell, I want to say LO you I am losing a faithful friend. You have done everything in your power to assist me in every way. If Mr. Henry were here I would say the same thing. The meeting was then turned over to the City Clerk who ask that the newly elected officers come forward and present the Certificates of Election. She then gave the Oath of Office to these officers and they were welcomed by the Mayor to the Council table. Mayor Shaeffer stated the first order of business was to entertain a motion to retain the employees on a temporary basis until proper ordinances are drawn. Motion duly made by Councilman Seng the present employees be re- tained until proper ordinances are dravm, seconded by Councilman Armstrong and by vote CARRIED. Each Councilman was called upon for a short speach. All pledged to do his best for his people and all people in the City, and ask to have patience with them as they were new at this kind of business. . n v v u v r ' Mayor Shaeffer:. Gentlemen of the Council, Ladies & Gentlemen:. I wish to thank you for electing me to this position. I will endeavor to serve you to the best of my ability. I must at this time commend the City Employees. I have had a lot of employees working under me, not 20 or 40, but 100 or more and I have never found more loyalty or cooperation than the City employees of the City Hall. I have to commend the City Clerk, Frankie Dippery, for her assistance and help during the past six weeks. I wish to commend the men who pick up garbage and trash for a fine job. I wish to commend the Police Depart. who give their assistffi1ce and help keep me out of trouble and when anyone comes before my court for drunk driving they will not be tolerated as I despise drunk driving. I despise speeding on the highway and last but not least I despise not stopping at a stop sign and I ~nll not tolerate it. I commend the Fire Depart. for the fine work they are doing for our City. Now as to the Cities fiscal set up as to appointments for streets, drainage, police, fire department mosquito control, I ask you to be tolerant with all of them as they are all new on the job. I have only one request. Please do not call my home after working hours, only in emergency. I also wish to state we may repeal Ordinances that are now on the books as we have in the past if we find they are proved to be unfair. I also remind you during this administration you have access to all City Hall records. They are yours as well as the Cities. Also this Council will not hold any secret meetings. There will be consultations such as to- morrow morning to set up departments. I also ~Tant to thank the newspapers for doing a mighty fine job. I am going to introduce you to the other half of the family, Mrs. Shaeffer who has followed me around for 30 years during my service in the Armed Forces. I thank you for your attention and believe me what I say I will do as your Mayor. I will see that all get fair and just treatment in regard to the zones. There being no further business Councilman Smith moved we do now adjourn, seconded by Councilman Seng and by vote CARRIED.
