The Regular Meeting of the City Council of the City of Edgewater, Florida, held November 1st, 1959 was called to order by Mayor Crawford C. Shaeffer at 7:30 P.M. ROLL CALL Mayor Crawford C. Also letter from Volunteer Fire Department advising of their appointments. /I , v u u v .' o FFI CERS REPORT The Clerk read the Building Inspectors report for the fiscal year and also the Fire Chief's report for the year. PROCLM1ATION PROCLAMATION, PROCLAIHING NOVEMBER 7th, 1959 OFFICIAL BUDDY poppy DAY IN THE CITY OF EDGEWATER, VOLUSIA COUNTY, FLORIDA. The above Proclamation declaring November 7th, 1959 Buddy Poppy Day was read in full by Attorney Chisholm. RESOLUTIONS None ORDINANCES None OLD BUSINESS None I\J"ETtl BUSINESS Auditor to be secured for Annual Audit. Motion duly made by Councilman vi Seng the City Clerk contact Mr. Frank Genter, a Certified Public Accountant to make the audit, seconded by Councilman Henry and by vote CARRIED. Request for two new tires for the Police Car. Motion duly made by Councilman Seng that two new tires be purchased for the Police Car, seconded by Councilman Henry and by vote CARRIED. Appointment of Fire Chief. Motion duly made by Councilman Henry the request of the Fire Department appointing Fred Garlick, Chief and all other officers be confirmed, seconded by Councilman Farrell and by vote CARRIED. Meeting opened to the floor. Mr. Earl Tingle ask to be heard on various matters. He stated he had been a resident of Edgewater for the last ten years and several months ago water had been installed in the City, but still he had no water. I have made my deposits and have the cancelled check to prove it. He was informed the City would install 100 ft. of line down Wilkinson Street and he would have to stand the expense from thereon. He stated coming from Park Ave. he was within 100 ft. of the line. Mayor Shaeffer ask if he had an easement to go over other peoples property. He then stated Wilkinson Street was a thoroughfare around to Park Avenue and there were trees in the middle of the street and wanted to know when the City intended to remove them. Councilman Farrell ask to answer this question. He then stated he was in charge of the streets at present and this was the first time it had been brought up. If there had been a request to have these trees removed, it would have been done, but this was the first he had heard of it. The City trucks use this street and they have not complained about the trees. Mayor Shaeffer then ask Mr. Tingle if he wanted these trees removed. He did not answer directly yes or no, but stated he brought it up to see why the City had not moved these trees. Mayor Shaeffer then stated he wanted to make a promise. I am running for Mayor of this City tomorrow, and if I am elected Mayor I will see that these trees are removed. Mr. Tingle then again stated he had made a water meter deposit, and I think I am entitled to have water. Mayor Shaeffer stated he would answer that question. I am going to make another promise. I will see that starting at U. s. #1, 100 ft. of water line will be laid on Wilkinson street and from there on you will have to pay the rest to your house. I do not hold animosity toward anyone, and as long as I am Mayor of this City you are entitled to anything, just like the rest of the people. Mayor Shaeffer than ask Mr. Tingle if he ever heard of the old say- ing "You can catch more files with molasses than vinegar". . u . v u u Mr. Beach: Has anything been done about a guard rail over the canal on Riverside Drive. Mayor Shaeffer stated he had tried to get Mr. Saxon, but he was busy just like everyone else, but he had been in contact with Mr. Galbreath and something will be done, but how soon he could not say. He then stated Mr. Saxon was going to give the City a grader just as soon as their new one comes in, and I have plans for this grader. Mr. Whitten, Secretary of the Edgewater Property Owners Association then ask that the resume speed sign be placed farther South. Mayor Shaeffer then stated the State Road Department controlled this road and the City had tried upon other occasions to move this sign and they had come and replaced it, as they consider that part of the City rural and therefore place the sign where they see fit. Mayor Shaeffer also stated we are working on "getting a Traffic Light on Park Avenue again. According to the survey there was not enough east and west traffic to warrant a light, but through another contact the party had promised to do everything possible through Tallahassee. Ask if the Mayor was going to use the grader in Florida Shores, he stated it would be used allover the City and he wanted the Florida Shores people to know that Florida Shores was part of the City and would be treated the same as the rest of the City as far as service was concerned. The Mayor was then ask if the City, in the future, intended to pave streets in Florida Shores. He stated he had plans for Florida Shores and did not elaborate further. Mr. Beach then stated when Mr. Moynahan was here he had talked about dedicating the boulevard to the River to the City, and now he hears that he only intends to dedicate one side. Is this true? Mayor Shaeffer stated Mr. Moynahan had given his word this would all be dedicated to the City before the May 21st dead line. Mr. Hussey ask if there was an agreement with the City and Florida Shores as to specified streets and mileage when taken into the City. He was informed the plats were all in the City Hall and open for inspection at any time as well as all other records that anyone would care to inspect. Mr. Whitten then stated the Edgewater Property Owners Association would have their next meeting the 20th of November and ask all the Council to attend this meeting as they were working for the welfare of the City of Edgewater. There being no further business Councilman Farrell moved we do now adjourn, seconded by Councilman Henry and by vote CARRIED.
