REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF EDGEWATER, VOLUSIA
COUNTY, FLORIDA HELD MAY 15, 1961.
The Regular Meeting of the City Council of the City of Edgewater, Florida
held May 15th, 1961 was called to order by Mayor Crawford C. Shaeffer
at 7:30 P.M.

The minutes of the Regular Meeting held May 1st, 1961 were presented to
each Councilman for his approval. Motion duly made by Councilman Seng these
minutes stand approved as submitted, seconded by Councilman Armstrong and by
vote CARRIED.

The Clerk read the Clerk's Cash Statement and the Budget Report for the
month of April, 1961. Also the Police Report for the month of April, 1961.
PROCLAMATION
A Proclamation declaring the week of May 22nd thru May 27th for the sale of
Buddy Poppies by the American Legion.
RESOLUTIONS
A RESOLUTION ENDORSING THE PROPOSAL TO STABILIZE THE PONCE DELEON INLET.
The above and foregoing Resolution was read in full by Attorney Chisholm
and motion duly made by Councilman Seng, seconded by Councilman Armstrong
this resolution be adopted. Said Resolution was duly declared adopted at
the regular meeting of said Council held on the 15th day of May, 1961, the
vote of said Council on roll call being as follows:-

A RESOLUTION REQUESTING THE INTERSTATE COMMERCE COMMISSION TO PERMIT THE
FLORIDA RAILROAD AND PUBLIC UTILITIES CONMISSION TO DjTERVENE IN THE PRO-
CEEDINGS DEALING WITH THE APPLICATION OF SEABOARD AIR LINE RAILROAD COMPANY
AND ATLANTIC COAST LINE RAILROAD COMPANY FOR AUTHORITY TO MERGE; REQUESTING
THE INTERSTATE COMMERCE COMMISSION TO DENY THE APPLICATION TO NERGE; AND
PROVIDING AN EFFECTIVE DATE.
The above and foregoing Resolution was read in full by Attorney Chisholm
and motion duly made by Councilman Armstrong, seconded by Councilman Seng,
this resolution be adopted. This motion withdrawn and motion then made by
Councilman Armstrong the City Clerk and Mayor sign this Resolution and
place the City Seal on it, seconded by Councilman Seng. Said Resolution was
then duly declared adopted at the regular meeting of said Council beld on
the 15th day of May, 1961, the vote of said Council on roll call being as
follows:-

ORDINANCES
ORDINANCE #276 REQUIRING THAT ALL COMMERCIAL BUILDINGS, REGARDLESS OF TYPE OF
OCCUPANCY, BE WIRED WITH RIGID CO~~UIT, AND PROVIDING PENALTIES FOR THE VIO-
LATION HEREOF.
The above Ordinance was read in full by Attorney Chisholm and motion duly
made by Councilman Seng this ordinance be adopted, seconded by Councilman
Armstrong and passed by vote of the City Council of the City of Edgewater,
Florida at the regular meeting of said Council held May 15th, 1961. Roll
call vote being as follows:-

Upon motion duly made by Councilman Armstrong, seconded by Councilman
Seng and carried, the requirement of reading said ordinance upon second
reading was waived and the ordinance was ordered put upon final passage.
Passed by vote of the City Council of the City of Edgewater, Florida, at the
regular meeting of said Council held May 15th, 1961, and approved as provided
by law, the vote of said Council being as follows:-

OLD BUSINESS
Councilman Armstrong ask about survey on drainage in Florida Shores. He
stated if there was no answer he suggested the City ask for bids. Mayor
Shaeffer stated he had a survey from Mr. Swoope and would being it up later.
NEW BUSINESS
Letter from Fred W. DeMotte regarding naming a representative to go to the
Surplus Property Depot at Stark, Florida. Mayor Shaeffer announced that
Councilman Beck had been selected and there would be a meeting in his office
Thursday, May 18th to decide just what equipment the City needs at this
time. Also at this time I will have two plats submitted by Mr. Swoope
which I will explain.
Mr. Bennett ask if the City intended to go thru with the paving of Marion
Avenue into the Industrial Area. He was assured by Mayor Shaeffer they
had not forgotten it.
Councilman Armstrong stated he had quite a number of calls from property
owners in Florida Shores complaining about the rough roads. I, rnyseld, do
not know what we can do about it without resuming full responsibility. Our
city scraper would have to make four trips over one road where a large grader
can do it in three trips.
Mayor Shaeffer stated it was getting closer and closer to the time the City
would have to purchase a large grader. Next month we will be free of debt
on our truck and we should be thinking of a grader. If we do not purchase
one during our term, we should at least make provisions in the Budget for
next year to do so.
Mr. Brown ask that a light be placed at Mary and Jeane Streets in Edgewater
Acres. Mayor Shaeffer stated it would be taken care of tomorros. Mr. Brown
stated he would pay for this light for two years, the same as he has done in
the past.
Mr. Tedei. We understood that Florida Shores were going to leave some equip-
ment, something like a grader. Mayor Shaeffer stated he would like to say
yes to this, but there was nothing in writing to substantiate this.
Mayor Shaeffer then ask Mr. Scofield if it were true they were going to lay
off men. Mr. Scofield stated he did not know as he had nothing to do with
the men.
Mr. Grafton ask why rock salt could not be spread to stop the dust. He under-
stood if it was kept moist it would pack down. Oil was also suggested. ~~.
Brown stated Lake Street was fine since the City oiled it and he would pay for
the oil if they would oil all the streets in Edgewater Acres. Mayor Shaeffer
then stated he could get the oil and if Mr. Brown would pay for it, it would
be done.
Councilman Armstrong then ask Mr. Scofield if he knew of any reason why the
streets in Florida Shores were not being scraped. Mr. Scofield stated he did
not.
Councilman Armstrong then ask the Mayor to check Lake laura as he was of
the opinion there was too much shell being taken out as the street might cave in.
Mayor Shaeffer stated he would inspect it in the morning.

There being no further business Councilman Armstrong moved we do now adjourn,
seconded by Councilman Seng and by vote CARRIED.
