2023-R-24 - Vision Zero (signed)RESOLUTION 2023-R-24 A RESOLUTION OF THE CITY OF EDGEWATER, FLORIDA, ENDORSING VISION ZERO TO ACHIEVE ZERO TRAFFIC DEATHS AND SERIOUS INJURIES; REPEALING RESOLUTIONS IN CONFLICT HEREWITH; PROVIDING FOR SEVERABILITY AND APPLICABILITY AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, the City of Edgewater is responsible for safe and reliable transportation systems on City Streets; and WHEREAS, the life, safety and health of residents, employees, and visitors to the City of Edgewater are the City's utmost priority; and WHEREAS, from 2018 to 2023 the Edgewater Police Department Traffic Safety Unit reported 16 fatalities; and /00*� WHEREAS, streets and transportation systems have traditionally been designed for maximum vehicular capacity and mobility, rather than the safe accommodation for all road users; and WHEREAS, Vision Zero provides a framework to reduce traffic deaths and serious injuries to zero, while increasing safe, healthy, and equitable mobility for all; and WHEREAS, Vision Zero focuses on safety as a primary objective for the transportation system and successful Vision Zero programs are a result of a complete government approach and community support of Vision Zero objectives; and WHEREAS, the River to Sea Transportation Planning Organization received if Safe- Streets and Roads for All (SS4A) grant in early 2023 which will provide an opportunity to develop a Vision Zero Action Plan; and 2023-R-24 WHEREAS, the Florida Department of Transportation in March of 2021 has formally adopted the Florida Strategic Highway Safety Plan. NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Edgewater, Florida: Section 1. The City of Edgewater adopts the goal of Vision Zero - that no loss of life or serious injury is acceptable on our city's streets. Section 2. Conflicting Provisions. All resolutions or parts of resolutions in conflict herewith are hereby repealed. Section 3. Severability and Applicability. If any portion of this resolution is for any reason held or declared to be unconstitutional, inoperative, or void, such holding shall not affect the remaining portions of this resolution. If this resolution or any provisions thereof shall be held to be inapplicable to any person, property, or circumstances, such holding shall not affect its applicability to any other person, property, or circumstance. Section 4. Effective Date. This Resolution shall become effective immediately upon passage and adoption.
