REGULAR MEETING OF THE CITY COUNCIL
OF THECITY OF EDGEWATER, VOLUSIA
COUNTY, FIDRIDA, HELD MARCH 20th, 1961.
The Regular Meeting of the City Council of the City of Edgewater, Florida,
held March 20th, 1961 was called to order by Mayor Crawford C. Shaeffer at
7:.30 P.M.

The Minutes of the Regular Meeting held March 6th, 1961 were presented to
each Councilman for his approval. Motion duly made by Councilman Seng these
minutes stand approved as submitted, seconded by Councilman Smith and by vote
CARRIED .

COMMUNICATIONS
Letter was read from Mr. & Mrs. Arthur Blakley. Also a Petition from the
Residents of Hardin Blace asking for paving.

The Clerk read the Police Report for the month of February, 1961.

At this point of the meeting Mayor Shaeffer called upon Mr. White, Repre-
sentative of Brotherhood of Railroad Trainman. He discussed the merger
of the Atlantic Coast Line and Florida East Coast Ry. He sighted the
different Cities where hearings are being held or have been held and
stated it was imperative that a hearing be held on the East Coast of
Florida where the FEC serves. He suggested a wire be sent to the Honor-
able Harold D. McCoy, Sec. Interstate Commerce Commission, Washington,
D. C. requesting ahearing on the east coast of Florida in order the area
served by the FEC Ry. can be heard. Motion duly made by Councilman Beck
we wire the Interstate Commerce Commission requesting a hearing on the
East Coast, seconded by Councilman Smith and by vote CARRIED.
RESOLUTION
A RESOLUTION DECLARING THE INTENTION OF THE CITY OF EDGEWATER, FLORIDA, TO
VACATE THAT PART OF CONNECTICUT AVENUE AS SHO\1N ON PLAT OF HAWKS PARK COMPANY'S
SUBDIVISION AS RECORDED IN HAP BOOK 1, PAGE 156, PUBLIC RECORDS OF VOLUSIA
COUNTY, FLORIDA, LYING WEST OF THE WEST RIGHT-QF....:wAY LI~'E OF U. S. HIGHWAY
NO.1, AND EAST OF THE SOUTH PROLONGATION OF THE vJEST LINE OF THE EAST 10
FEET OF LOT 253 OF SAID HMiKS PARK COMPANY'S SUBDIVISION, AND PROVIDING FOR
THE SERVICE OF NOTICE ON THE ABUTTING PROPERTY OWNERS AND THE TIME AND PLACE
AT WHICH OBJECTIONS CAN BE HEARD BEFORE THE CITY COUNCIL.
The above and foregoing Resolution was read in full by Attorney Chisholm and
motion duly made by Councilman Seng this Resolution be adopted, seconded by
Councilman Beck and upon roll call vote, the said Resolution was duly de-
clared adopted at the regular meeting of said Council held on the 20th day
of March, 1961, the vote of said Council on said roll call being as follows:-

Letter from Mr. & Mrs. Arthur Blakley. Mayor Shaeffer stated this had been gone
over at the last Council meeting and he could see no reason to discuss it further
as it was up to the Board of Governors.
Petition from residents of Hardin Place. This petition was signed by 15 persons
asking that Hardin Place be paved by the County, with their labor and equipment.
Also stating the paving formerly laid by City was not satisfactory. Mayor
Shaeffer stated the former paving was not black-top, but a thin layer of oil to
lay the dust and was only good for six or eight months, and it was put down by
the former administration for that purpose only. He sighted other streets the
City had put in that are holding up as good as those paved by the County. The
County have offered to help and supervise on this paving and also loan us machin-
ery to do the work. We, of course, would have to use our City crew. The County
are pledged to pave Indian River Blvd. for the City and if there are any other
streets to be paved the City will have to do the paving. If the residents of
Hardin Place are not satisfied to have the City do this, we can hire a contractor
to do the job and charge them for all of it. It i seem unfair, I am sorry. He
then ask how many signers' were present and there were none.

Councilman Armstrong stated he had talked to a number of people about our
paving program, and most of them I talked to are very happy to have the City
do the paving. Motion duly made by Councilman Armstrong we go ahead with
paving plan, seconded by Councilman Beck and by vote CARRIED. Councilman
Smith stated he would like to question this. I would like to have it clarified
when it was ever brought before the Council about paving Indian River Boulevard.
I do not recall this ever having been discussed. The first I knew about it was
when the Mayor announced it at a Council meeting. I talked to the people on
Hardin Place and they were pleased to have the City take up the old paving and
shell the street, and I know this, it was promised at that time the street
would be paved.
Councilman Beck stated if Mr. Galbreath says~ he will provide machinery and
supervision, he will do it, but I can tell you this, neither he or Mr. Saxon
will stand to be pushed into anything. We can get his machinery when they
are not using it and that is 75% of the time.
Mr. Hamel ask about the paving of Palmway. He stated the Mayor had committed
himself to pave this street and ask what had changed his mind. Mayor Shaeffer
stated he was human like everyone else and had a right to change his mind as
to who would pave this street, and I also will assure you this street will be
taken care of.
Mr. Tedei ask about Fern Palm Drive drain. After discussion Councilman Beck
stated he would meet the Mayor \'/ednesday morning andtogether they would see
Mr. Smith about this condition.
Mr. Brown. The majority of people in the City do not know about the Ball
field for the Little League. I think you should let the people know about
it and have them look it over. It is a beautiful ball field and one of the
best in this section. Drive out and see for yourselves.
There being no further business Councilman Beck moved we do now adjourn,
seconded by Councilman Seng and by vote CARRIED.
