HUSSEY TO FILE IN BEHALF OF THE APPLICANT FOR A CONSTRUCTION GRANT TO BE HADE BY THE UNITED STATES TO THE APPLICANT THROUGH THE PUBLIC HEALTH SERVICE. The above Resolution was read in full by Attorney Clark and motion duly made by Councilman Palmateer this resolution be adopted, seconded by Councilrran Seng and passed by vote of the City Council of the City of Edgewater, Florida at the Continued Meeting of the said Council held on September 10th, 1962. Electric, sccrrned by Councilman Siller and by vote CARRIED. I have not used the police car except in the line of duty. I don't propose to do othervuse. I don't understand vmy the Council has taken this attitude. Our previous ~ayor used to drive the Police Car any where he wanted to and called it official duty. Councilman Seng: That car was bought for use of }~yor and Police by former Council. -:0 have asked to have a sign that ''iould say nCity of Edge\'later Car'! Hhich would give the JlJayor the right to drive the car. He said he Houldn't drive it. Nayor Shaef'er drove the car but never did take it outside of the City Liwits. ~fuen he \'lent outside he took his ovm car. Councilman Pa~ateer: I vrould like to have the City Attorney look up in the Charter Hhat authority the }ayor has over Chief of Police. City Attorney Clark interpreted itm be: The powers and duty of the fayor shall be as are conferred upon him the City Council in pursuance of the provisions of this Act and no other. Police Chief Deibler: I never took the Hayor anyvJhere except 'for official business. }~. Deibler also stated that there are three shifts of men working and they all leave reports that I have to do. Insurance compa.'1ies request copies of r'cports, etc. Councilman Siller: vfuo was the officer on duty last Saturday? Police Chief Deibler: }~. Galbreath Councih'an Siller: He had to impose on Hr. Deibler stated that we have to be vulling to help them as Hell as they must help us. He said we would have had to pay the Auxiliary Police and that he v~s trying to cut expenses. Councilw.an Siller: Questioned as to whether the l~yor couldn't have gone be himself on last Saturday. He questioned as to why we didn't use the Auxiliary Police. He alv) stated that a police officer, Hr. f.1cCarthy, was hired 1'lithout his even Jmovr.i.ng about it until a week later when he heard about it from C~orge Kennedy. }w. Garlick staied that very often he has a police officer chaufeur him around to fires. He questioned as to whether that was alright. Council said that it vIas be cause it ivas an emergency. Everyone should vote so tell your friends about it. It is important that you vote for State Attorney. Nat Broi'm asked our Attorney to look up in the contract with New S~rrna Beach Electric and see if they can charee ~125.00 for a hook up. Attorney Clark said that he Hould check up on this as soon as he could. Hayor Hussey said that Hr. Gillespie had a similar problem with N.S.B. concerning high charges. },Ir. Dana Armstrong said that Hr. Gillespie had petitioned the City of N.S.B. i'd.thout coming through the Council of the City of Edgewater. Mrs. Grayson questioned as to who ~as over the vhief of Police. Councilman Kennedy said that the whole council is. Hrs. l:urton complained about the sign on Sunshine Hanor. She asked if it could be turned around so as not to block traffic. ~Ir. Deibler said that under the new ordinance that was passed the Chief of Police has authority in this ~atter. He said he would check into it.
