SPECIAL ~~TING OF THE CITY COUNCIL
OF THE CITY OF EDGEV1ATER, VOLUSIA
COUNTY, FLORIDA, HELD MAY 2, 1962.
A Special Meeting of the City Council of the City of Edgewater, Florida,
held May 2nd, 1962 was called to order by Mayor A. Hussey at 7:30 P.M.

This meeting was called by Mayor Hussey for the purpose of taking up the
matter of the Audit for the City's records.
Motion duly made by Councilman Palmateer, the firm of Robertson & May be
hired to Audit the Police Department, Seconded by Councilman Kennedy.
Councilman Siller stated he wanted to discuss something before the motion
was voted on. I would like to ask Officer Deibler if he delivered this
letter (whiCh is a notice of this meeting) in person as it states here.
Officer Deibler stated he did. Councilman Siller stated it was given to
a little girl at 822 Palmetto Street. I live at 443 Perdita Street. My
wife and three children were home at the time the letter states it was
delivered. Something is radically wrong. A neighbor called me at 9:00
o'clock that she had a letter for me. Officer Deibler stated he and Mr.
Seng delivered the letter and gave it to the little girl supposing that
was where he lived. It was an error. Councilman Siller stated it looked
as if he was not wanted at the meeting. If I called you on a police matter
and needed protection, would you know which house to go to? Officer Deibler
stated that it was a normal mistake and apologized for the error.
Discussion on Audit. Councilman Siller stated he would like to know the
reason why another audit at this time when in six months the regular audit
will come up.
CouncilInan Palmateer stated the Police Audit was not satisfactory. The
auditors stated the night the report was presented they had made
recommendations the year before, but I was at that meeting and they
did not mention it. They said the City was in wonderful shape financially.
Councilman Siller stated he could not see what this new audit would prove.
If the tickets are missing how can you determine whay money is missing? You
can't determine any amount as some are warning tickets and some voided. I
understand from the last meeting we had that some traffic ticket books
have been found. If so, why not give Genter and Batten a chance to straighten
things out. It would be less cost to the City.
Councilman Seng stated he felt another Audit of the Police Department should
be made. The Audit of 1960 does not recommend any changes should be made.
It does not say anything about corrections to be made.
Councilman Siller; I grant you that. There are a certain percentage of
tickets missing and at the time the Supplement Police Audit was presented,
I made a motion to suspend Officer Deibler until things were straightened
out and I did not get a second to my motion and no..T you want to have another
audit. We already have spent the money alloted for an audit and this would
be another expense to the City.

Councilman Seng stated if this audit proves anyone is guilty of a crime
and is arrested and charged with fraud, he would have to pay- the penalty.
Councilman Kennedy asked if it was a complete Audit or a spot audit
as talked about. Mayor Hussey stated the Council could stop the audit
at anytime.
The Clerk was asked to read the motion again, as follows:- Motion duly
made by Councilman Palmateer, the firm of Robertson & l1ay be hired to
Audit the Police Department, seconded by Councilman Kennedy.
Councilman Palmateer asked that this be changed to spot audit in the
Police Department. .

There being no further business Councilman Palmateer moved we do now
adjourn, seconded by Councilman Kennedy and by vote CARRIED.
